Vector Databases vs. Knowledge Graphs vs. Context Engines for AI Memory

There is no single winner. A vector database retrieves semantically similar content, a knowledge graph makes entities and their relationships explicit, and a context engine orchestrates what an AI agent should remember, retrieve, secure, and present. Most capable systems combine these layers: start with vector or hybrid RAG for passage-based questions, add graph retrieval for relationship-heavy questions, and add context-engine functions when memory and business context must be governed across many sources.

What each technology actually is

The terms are often presented as competing answers to “AI memory,” but they operate at different architectural layers. Choosing correctly starts with separating a retrieval mechanism, a data model, and an orchestration system.

Vector database: semantic retrieval of passages and items

A vector database stores embedding representations of chunks, records, images, or other items. During ingestion, source material is converted to text or another model-readable representation, split into chunks, embedded, and indexed while the source mapping is retained. At query time, the user’s question is embedded and the nearest vectors are retrieved; the resulting text is placed in the model’s prompt. This is the standard document path described in AWS Bedrock documentation.

Similarity is about meaning, not a guaranteed relationship map. A query such as “How do I reset a device?” can retrieve passages discussing resets even when the exact words differ. It will not, by itself, reliably represent that a particular device belongs to a particular customer, was replaced by another device, and is covered by a specific contract. Metadata filters, keyword search, and reranking can improve retrieval, but those additions do not turn the index into a complete knowledge graph or memory policy.

A vector index is therefore a component, not a complete theory of agent memory. The application still decides what to store, how to identify a user or session, when to update or forget an item, and which permissions apply.

Knowledge graph: explicit entities and traversable relationships

A knowledge graph models entities and links among them. Nodes might represent customers, products, policies, tickets, people, or locations; edges express relations such as “owns,” “depends on,” “supersedes,” or “was approved by.” Queries can follow those links, join evidence from several records, and expose the path that connects an answer.

Graph retrieval is valuable when the question depends on connected facts or multiple hops. “Which services are affected by the database used by customer X?” is a relationship query, not merely a request for a similar paragraph. A graph can also make constraints explicit, such as valid dates, ownership, and relationship types.

GraphRAG commonly combines both methods. In Google Cloud’s GraphRAG reference architecture, source files are processed into graph nodes and vector embeddings; vector similarity identifies likely entry points, graph traversal gathers related nodes and edges, and a ranking and summarization stage prepares the model context. Google’s page, last reviewed 2025-07-01 UTC, cautions that “if the source data that you use for augmenting prompts doesn’t have complex inter-relationships, then RAG might be an appropriate choice.” That is guidance for a reference design, not a universal benchmark.

A graph has a real maintenance cost. Data must be parsed, entities and relationships extracted or modeled, and changes propagated so that stale edges do not produce confident but incorrect answers. Google’s example uses a generative model and a processing function for extraction and graph construction; your implementation may use rules, application events, human review, or a combination.

Context engine: selecting and governing useful context

A context engine is broader than either a vector index or a memory store. Elastic defines it as a system that gathers and builds context from business data and agent interactions. Its FAQ states, “A context engine builds on vector databases and memory stores.” In that framing, the vector database supplies storage and retrieval, while the context engine decides what enters those stores, how information is structured and maintained, how it is secured and governed, and which tools expose it to an agent. See Elastic’s Context Engine page; this is a vendor definition rather than an industry-standard taxonomy.

Elastic also describes an AI index containing “knowledge indicators” from data sources and memories from agent interactions and traces, with provenance attached. Treat those as product descriptions. More generally, “context engineering” is the application and system work of selecting, compressing, ordering, and authorizing context; a “context engine” is a product or service that may implement part or all of that work.

What “AI memory” includes

Memory is a policy about persistence, not merely a storage format. MongoDB’s agent documentation distinguishes two useful scopes:

  • Short-term memory: the current session, such as recent turns, active task details, and intermediate state.
  • Long-term memory: information retained across sessions, such as earlier conversations, durable preferences, or facts the application deliberately keeps.

Each scope needs ownership, retention, correction, deletion, freshness, provenance, and authorization rules. Storing every conversation is neither automatically useful nor safe. A vector index can make an old message easy to retrieve, but it cannot decide whether the message is still correct, whether the user asked for it to be forgotten, or whether the current requester is allowed to see it. Session identifiers and tenant or user filters must be enforced before retrieved text reaches a model.

How the three layers retrieve context

Basic vector RAG flow

  1. Ingest: collect documents or records, extract usable content, split it into chunks, and retain source identifiers and access metadata.
  2. Embed and index: create embeddings and store them with the source mapping and filterable fields.
  3. Embed the question: convert the user query into the same vector space.
  4. Retrieve: run similarity search, optionally combined with keyword search, metadata filters, or a reranker.
  5. Assemble the prompt: order the selected passages, include citations or source identifiers, and send only authorized context to the model.
  6. Generate and log: produce the answer and record which passages were used so unsupported claims can be investigated.

This pattern is a strong baseline when the answer is stated in one or more relevant passages and explicit entity links are not central.

GraphRAG flow

  1. Model the domain: define node types, edge types, identifiers, validity dates, and ownership rules.
  2. Extract entities and relationships: parse source material with deterministic rules, a model, human review, or a combination.
  3. Store graph and search representations: keep canonical nodes and edges while indexing node descriptions or source passages for semantic lookup.
  4. Find entry points: use keyword, semantic, or hybrid search to identify likely nodes or documents.
  5. Traverse: follow permitted edges for the required number of hops, applying time, tenant, and authorization filters.
  6. Rank and summarize: select the most relevant nodes, edges, and supporting passages, then provide the model with the path and evidence.

Google’s newer agentic multimodal GraphRAG architecture, last reviewed 2026-04-06, illustrates routing and orchestration choices. It is an architecture example, not a recipe that every deployment must copy.

Context-engine flow

  1. Capture signals: accept current messages, session state, durable memories, business records, tool results, and interaction traces.
  2. Classify the request: determine whether the task needs semantic passages, exact records, relationship traversal, prior preferences, or several of these.
  3. Apply policy: enforce tenant and user permissions, retention rules, freshness requirements, and suppression or deletion requests before retrieval.
  4. Route to retrieval tools: call vector, keyword, graph, SQL, APIs, or memory stores as appropriate.
  5. Compress and order: deduplicate, summarize, prioritize recent or authoritative evidence, and fit the result into the model’s context limit.
  6. Attach provenance: preserve source, timestamp, owner, and transformation history so the answer can be audited.
  7. Write back selectively: decide whether the interaction created a durable memory, a corrected fact, or nothing that should persist.

This is why a context engine should be evaluated as a lifecycle and orchestration layer, not as a faster synonym for vector search.

Vector database vs. knowledge graph vs. context engine

Dimension Vector database Knowledge graph Context engine
Primary question Which passages or items are semantically similar? How are entities connected, and what follows from those links? What context should this agent receive, from which systems, under which policies?
Typical data shape Unstructured text, media, and records represented as chunks or items Entities, typed relationships, attributes, and validity periods Changing business data, memories, traces, and outputs from multiple stores
Memory role Retrievable representations; no inherent retention policy Durable facts and relationships when modeled and maintained Policy for session and long-term memory, selection, maintenance, and access
Ingestion work Chunking, embedding, metadata, and index updates Entity and relation extraction, schema mapping, and graph maintenance Context classification, summarization, provenance, policy updates, and connector management
Retrieval Vector similarity, often combined with keyword and metadata filters Graph traversal, sometimes seeded by vector or keyword search Routing across vector, graph, full-text, databases, APIs, and memory tools
Governance focus Document permissions, tenant filters, deletion and index consistency Edge validity, ownership, temporal correctness, and path authorization End-to-end provenance, permissions, retention, isolation, and write-back policy
Operational burden Embedding-model and index maintenance Schema, extraction quality, synchronization, and traversal controls Multiple systems, routing logic, consistency, observability, and policy enforcement
Best starting point Passage-based questions over a document collection Multi-hop questions over connected, evolving entities Agents that must assemble governed context across sources and interactions

There is no independent, comparable figure establishing a universal speed, accuracy, or cost winner among these categories. Measure the design against your own workload.

Which architecture should you choose?

Start with vector or hybrid RAG when passages answer the question

Choose a vector-first design when users ask questions answered by relevant sections of manuals, policies, tickets, or notes. Hybrid keyword-plus-vector retrieval is useful when exact identifiers, error codes, or names matter alongside semantic similarity. Keep source mappings and permission metadata from the first ingestion job; retrofitting them later is expensive.

Add a knowledge graph when relationships are the evidence

Introduce graph structures when an answer requires joining records, following several hops, or preserving an evolving connection directly. Examples include dependency impact analysis, organizational reporting lines, supply-chain provenance, and “which policy applies to this product in this region and date?” questions. If the corpus has no meaningful complex inter-relationships, the extraction and synchronization burden may not pay for itself.

Add agent-memory behavior for continuity

Use explicit memory behavior when an agent must remember prior turns, user preferences, task state, or corrections across sessions. Define what qualifies as durable, who owns it, how long it remains valid, and how a user or administrator can inspect, correct, or delete it. A memory record can be stored as structured data, text, an embedding, or several representations; persistence policy is separate from that choice.

Use a context-engine layer for cross-system orchestration

Adopt a context-engine approach when useful context is spread across business systems, indexes, interactions, and traces, and the agent needs consistent governance and retrieval tools. This layer is especially important when different data has different authority, freshness, or permission rules. It can call a vector index for passages, a graph for relationships, and transactional systems for current values instead of forcing every fact into one store.

Combine the approaches when the workload warrants it

Hybrid vector-and-graph storage is a common design pattern described in the 2025 VLDB workshop overview. The paper is a conceptual survey, not a controlled comparison proving that hybrid storage is best for every application. Combine systems only when each answers a distinct question; otherwise, extra stores create synchronization and debugging work without improving the task.

A practical implementation plan

1. Inventory question types before selecting infrastructure

Collect representative user questions and label each as semantic passage lookup, exact field lookup, relationship traversal, session continuation, durable preference retrieval, or a combination. Include difficult cases, not only successful demonstrations. This inventory determines whether a single retriever is sufficient or whether a router is justified.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Define canonical records and authority

For every fact, record its system of authority, owner, effective time, last-update time, sensitivity, and deletion behavior. Decide whether a graph edge, a document chunk, a memory item, or a transactional record is authoritative. Derived embeddings and summaries should point back to that authority rather than becoming untraceable copies.

3. Build the smallest viable retrieval path

Implement vector or hybrid RAG for passage-based questions first. Add metadata filters for tenant, user, region, product, and date. Return source identifiers with every result and test that a user cannot retrieve another tenant’s text through semantic similarity.

4. Add graph extraction for proven relationship gaps

When evaluation shows that passage retrieval misses important connections, define a narrow graph schema and extract only the entities and edges needed for those questions. Validate extraction on changed records, conflicting sources, deleted entities, and ambiguous names. Keep graph construction incremental so updates do not require rebuilding unrelated data.

5. Introduce a context router and memory policy

Route requests based on question shape and data authority. A router might call full-text search for an exact ticket number, vector retrieval for explanatory passages, graph traversal for dependencies, and a transactional API for current balances. Separately, implement rules that decide what enters short-term session state and what, if anything, becomes long-term memory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Assemble context with provenance and limits

Deduplicate overlapping passages, cap the number of graph hops, prefer authoritative and fresh records, and preserve the path from each statement to its source. Summarization can reduce token use, but retain the underlying evidence for inspection. Never let a summary silently replace a newer authoritative value.

7. Test retrieval and memory separately from generation

Evaluate whether the correct evidence was retrieved before judging the model’s wording. Test authorization failures, stale memories, contradictory records, deleted content, ambiguous entities, empty results, and prompt-injection text inside retrieved documents. Then measure end-to-end task success with the same representative workload.

Governance and lifecycle requirements

  • Provenance: store source URI or record ID, author or owner where appropriate, timestamps, extraction method, and transformations.
  • Authorization: apply access checks before prompt assembly; filtering only after retrieval can leak sensitive snippets through scores, logs, or summaries.
  • Freshness: define how quickly edits, revocations, and deletions must reach every index, graph, cache, and memory store.
  • Retention: set separate lifetimes for raw conversations, session state, durable memories, embeddings, traces, and audit logs.
  • Correction and deletion: provide a way to find derived chunks, edges, summaries, and embeddings when a source fact changes or must be removed.
  • Isolation: include user, organization, and session identifiers in retrieval filters and write paths; do not rely on the model to enforce boundaries.
  • Conflict handling: preserve competing claims with their dates and authorities rather than merging them into one unsupported statement.
  • Observability: log retriever choice, filters, selected evidence, graph paths, memory writes, latency, and refusal or empty-result reasons without exposing more sensitive content than necessary.

Common failure modes and fixes

“The vector search found related text, but the answer joined the wrong entities.”

Add stable entity identifiers, metadata filters, or a graph traversal step. Similar wording is not proof that two records refer to the same entity.

“The graph is full of plausible but false relationships.”

Constrain extraction with a schema, retain source spans and confidence or review status, validate against authoritative records, and make uncertain edges unavailable to high-impact actions until verified.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The agent remembers a preference that is no longer true.”

Attach timestamps and validity conditions, provide correction and deletion controls, and rank current authoritative data above old conversational memories. Do not treat every user statement as a permanent fact.

“A user can retrieve information from another tenant.”

Enforce tenant and user authorization in each underlying query and at context assembly. Test direct, paraphrased, and graph-mediated attempts; prompt instructions are not an access-control system.

“Adding more stores made latency and debugging worse.”

Measure each retrieval stage, remove redundant representations, cap graph hops and result counts, cache only data whose permissions and freshness allow it, and keep a simple vector path for questions that do not need graph or memory calls.

“The model cites a source that does not support its conclusion.”

Return the exact passages or graph edges used, distinguish retrieved evidence from generated interpretation, and evaluate answer support separately from retrieval relevance. Require a clarifying question or abstention when evidence is missing or contradictory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to evaluate a design without misleading benchmarks

Use a held-out set of real or carefully constructed questions representing the intended workload. Report task success and answer support, retrieval recall and precision, authorization correctness, latency, operating cost, and update freshness. Break results down by semantic, exact-match, multi-hop, session-memory, and long-term-memory tasks.

Compare architectures under equivalent data, model, context limits, and permission rules. A vendor’s performance graphic or a result from one cloud reference architecture is not a category-wide fact. The Google Cloud RAG architecture guidance discusses trade-offs between managed vector or database options and deployment control; use that kind of configuration-versus-management analysis, then measure your own workload.

Bottom line for architecture decisions

Treat the three choices as complementary layers. Use a vector database when semantic similarity to source passages is the main problem. Add a knowledge graph when explicit, traversable relationships carry the answer. Add context-engine capabilities when an agent must assemble and govern context across business data, memories, and traces. Design memory policies independently of storage, enforce provenance and permissions throughout, and combine the layers only where representative questions demonstrate a concrete need.
