Utah’s Project Beehive proposes 456 nuclear reactors on public land—here’s what the power claim leaves out

Project Beehive is a proposal, not an approved or operating power plant. Valar Atomics’ plans call for 456 small reactors producing a projected 9.6 gigawatts to serve a data-center and industrial campus near Price, Utah. The often-repeated claim that this is enough electricity for 7–8 million homes has no identified calculation in the reporting reviewed here, and the available accounts do not establish that households will receive none of the power.

What is Project Beehive?

Valar Atomics has proposed a data-center and industrial campus on more than 9,000 acres of Bureau of Land Management (BLM) land near Price in central-eastern Utah. Proposal documents reviewed by NPR in 2026 describe 456 small nuclear reactors and projected aggregate output of about 9.6 gigawatts. The company’s plan would use the electricity for the campus’s data centers and would also use reactor heat in industrial applications.

Those are proposed facilities and projected output—not 456 built reactors or measured electricity generation. The acreage and project figures were reported by NPR on September 30, 2026. A separate state-land component is also under consideration, but it is not the same parcel or approval process as the BLM land.

Can 456 reactors fit on nearly 10,000 acres?

The proposal places the reactors within a large campus that also includes data centers and industrial facilities. The reported acreage is the size of the proposed BLM site; it does not mean that all of that land would be occupied by reactor structures. The reporting reviewed here does not provide a detailed site layout or explain how the 456 units would be arranged, so the precise land footprint and spacing cannot be confirmed from these accounts.

The number 456 comes from Valar Atomics’ proposal documents, as reported by NPR. It describes the company’s planned reactor count, not a construction permit or a verified final design.

Would Utah residents get any of the power?

The proposed electricity is intended for the campus’s data centers and industrial uses. The reporting reviewed here does not establish a final grid interconnection, an electricity-export plan, or an arrangement allocating power to households. It therefore does not support the categorical claim that none of the electricity will reach homes; it also does not show that residents will receive any particular share.

The headline comparison of enough electricity for 7–8 million homes is not substantiated in the reviewed reporting. Neither the household consumption assumption nor a conversion method is supplied. Without those details—and without an established plan for how electricity would be delivered—the figure should not be treated as a verified count of homes that the project could or would power.

How does 9.6 gigawatts compare with Utah’s electricity figures?

NPR’s September 30, 2026 report compared the proposed 9.6 GW of aggregate reactor output with Utah’s reported average electricity production of about 4 GW and summer peak capacity of roughly 10 GW. The comparison gives a sense of scale, but the measures are not interchangeable:

  • FROM STEEL SHEETS TO 3D – Pop out the pieces and connect using tabs and holes. Includes illustrated instructions.
  • HIGHLY DETAILED ETCHED MODEL – Display your 3D model once completed - collect and build them all.
  • 9.6 GW: projected aggregate output in Valar Atomics’ proposal documents, not measured generation from an operating plant.
  • About 4 GW: Utah’s reported average electricity production, as cited by NPR.
  • Roughly 10 GW: Utah’s summer peak capacity, a capacity figure linked in NPR’s report to EIA data.

Average production describes electricity generated over time; peak capacity describes the ability to meet high demand. Neither comparison shows that the proposed campus would supply Utah households. The proposal instead identifies data centers and industrial applications as intended users.

Is Project Beehive approved?

No. As of NPR’s September 30, 2026 report, the BLM’s Utah office had received the application and was reviewing it for completeness. The agency said an environmental review under the National Environmental Policy Act (NEPA) is required and that the process will include meaningful opportunities for public input. That is an early federal review status, not a completed environmental review or approval to build. Valar told NPR that construction would not begin before permits and approvals.

There is a separate state-land action. On September 17, 2026, the Utah Trust Lands Administration Board unanimously approved a lease proposal covering more than 640 acres of state trust land, according to KSL. That state board decision does not approve the proposed use of the more than 9,000 acres of federal BLM land.

What is the proposed schedule?

NPR reported the following company planning targets from documents it reviewed. They are conditional projections, not guaranteed milestones:

Best Value
Academy 1/800 AC14213 CVN – 68 USS Nimitz
  • The namesake of the Nimitz class, the U.S. NAVY's most modern aircraft carriers,
  • ship is powered by two A4W nuclear reactors.
Target What the proposal says Status
As soon as late 2026 Begin non-nuclear construction Company target; approvals and permits remain outstanding.
Sometime in 2028 First reactors Company target; not an approved operating date.
By 2032 Complete the full site Company target; dependent on the project advancing through required approvals.

What does the reactor test milestone establish?

NPR reported that Valar Atomics’ Ward 250 test reactor achieved criticality in June 2026 and produced electricity in a July demonstration that powered a single Nvidia microchip. These are reported test milestones. They do not establish that 456 proposed reactors have been approved, that the full project can be built safely or economically, or that it can meet the company’s proposed schedule.

What is known about nuclear waste and Utah’s policy?

Utah’s Office of Energy Development describes the state’s exploration of nuclear energy through its Operation Gigawatt initiative as an effort to understand potential benefits and drawbacks before building nuclear facilities in the state. Its general nuclear FAQ distinguishes used nuclear fuel from the Class A low-level radioactive waste currently stored in Utah. Those statewide explanations are not a finding about Project Beehive’s proposed waste design, safety case, or permits.

The same office provides broader context that nuclear generation supplies around 20% of U.S. electricity and that the country has 94 operating reactors across 28 states. Those are national context figures published by the state, not performance data for Valar Atomics’ proposal.

How can the public follow the decisions?

The federal and state land actions have different decision-makers. The BLM application review and required NEPA process concern the proposed federal acreage; the Utah Trust Lands Administration Board’s September 17, 2026 action concerned the separate state-land lease proposal. For people tracking the proposal, the relevant next federal milestones are whether BLM deems the application complete and how the agency conducts environmental review and public input. The state board’s lease action does not substitute for those federal steps.

Public concern has been voiced by both land-conservation and environmental advocates. Neal Clark, wildlands director at the Southern Utah Wilderness Alliance, told NPR: “It’s concerning to see that the Trump administration, with the support of the state of Utah, is pushing this forward on significant acreage of public lands.” Lexi Tuddenham, executive director of the Healthy Environment Alliance of Utah, told KSL: “We have a right to know as citizens what is going on, not just with our state lands, but also with our federal lands.”
