USFP vs. Co-Packaged Optics: Which Is Better for Scaling AI Networks?

Neither USFP nor co-packaged optics (CPO) is universally better. USFP is an announced, pluggable-optics design intended to raise bandwidth per connection while retaining front-panel replacement and deployment flexibility. CPO places optical components beside the switch ASIC in the same package, shortening the electrical path to target higher density and lower power. Choose between them according to your required bandwidth, rack power, serviceability policy, supply readiness, and deployment date—not by treating vendor projections as a head-to-head benchmark.

The short answer for AI-network planners

For a new AI fabric that needs the highest possible bandwidth density and can accept tightly integrated hardware, CPO is the stronger architectural direction. Its optical engines sit next to the electrical switch silicon, reducing the distance high-speed signals travel through the package and board. That can improve signal integrity, density, and energy efficiency, but it also makes fiber routing, packaging, manufacturing yield, connector standards, laser supply, and field repair more difficult.

For operators that value replaceable optics, incremental upgrades, and a familiar front-panel operating model, an advanced pluggable approach such as USFP is the more practical fit—provided compatible products and a mature ecosystem arrive on schedule. Cisco and NVIDIA announced USFP on October 12, 2026, describing a planned OSFP-sized transceiver with 16 full-duplex lanes, 400Gb/s-per-lane electrical signaling, and up to 12.8Tb/s overall capacity. They also described a future path to 32 or more lanes and said they plan to develop an open specification through a community-led, multi-source project. Those are announced design objectives, not independently verified production results.

There is no published, controlled USFP-versus-CPO test in the available material. CPO descriptions explain an architecture and its trade-offs; the USFP figures come from its announcing companies. A sound purchasing decision therefore compares complete platforms under the same workload, reach, cooling design, optical reach, and service assumptions when those measurements are available.

What USFP means

An ultra-dense pluggable form factor

USFP stands for Ultra-Dense Small Form Factor Pluggable. Cisco and NVIDIA presented it as a next-generation optical form factor for AI fabrics, not as an optics technology that eliminates pluggability. The intended deployment model keeps the transceiver at the device front panel, where technicians can replace or change modules without opening the switch package.

The announcement describes first-generation transceivers using an OSFP-sized envelope and 16 full-duplex lanes. At 400Gb/s per lane, the announced design target reaches up to 12.8Tb/s of aggregate capacity. The lane count and capacity describe the planned design; they should not be read as proof that a particular switch, cable assembly, or production module will deliver that rate in every operating condition.

What the announced performance claims mean

Cisco and NVIDIA claim four-times the bandwidth density and approximately 1.3-times the power efficiency compared with 200Gb/s-per-lane pluggable modules. The comparison baseline is specifically 200Gb/s-per-lane pluggables, and the figures are company-announced claims. They are not an independent laboratory result and do not constitute a direct comparison with CPO.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The companies also describe simplified signal processing and a new connector design. Those changes are intended to move more bandwidth through a pluggable connection without abandoning the operational flexibility that network teams associate with front-panel optics.

Why the deployment model matters

Pluggability separates the optical module from the switch chassis and ASIC. A failed or obsolete transceiver can normally be exchanged while the rest of the switch remains in service, subject to the platform’s maintenance procedure. The same separation also permits multi-vendor sourcing when cages, connectors, firmware, optical specifications, and interoperability testing align.

USFP does not remove ecosystem risk. A new cage and connector, compatible switch designs, thermal solutions, module suppliers, and a completed specification are all required. The October 2026 announcement says the open specification is planned; it does not establish that standardization or broad volume availability has already occurred.

How co-packaged optics works

Optical conversion beside the ASIC

Co-packaged optics integrates optical components—such as lasers and photodetectors—with electrical components such as the switch ASIC in one package. Instead of carrying the highest-speed electrical signal from the ASIC across a long board trace to a front-panel module, the design performs optical conversion much closer to the silicon.

That shorter electrical path is CPO’s central architectural advantage. Less distance can reduce high-frequency loss and the equalization burden, creating room for more bandwidth per package or lower energy per transmitted bit. The actual result depends on the ASIC, optical engine, package, thermal design, fiber attach, and system implementation; CPO is not a guaranteed power or throughput number by itself.

Why AI fabrics benefit from shorter paths

Distributed training and inference systems exchange enormous volumes of traffic among accelerators. As switch ports move to higher rates, electrical traces, retimers, connectors, and module electronics consume more of the signal and power budget. Moving optics next to the switch silicon can reduce that electrical reach and allow a denser concentration of optical lanes around the package.

Fiber-to-chip connectivity can also help a system scale bandwidth without adding as many network tiers. Whether that benefit appears in a deployed fabric depends on topology, oversubscription, accelerator count, optical reach, and the switch’s thermal and power envelope. A package-level optical advantage does not automatically produce better application performance if the network architecture remains the bottleneck.

The integration cost

In a CPO system, optical engines, lasers, fiber arrays, connectors, package substrates, and ASICs must be designed and manufactured as a coordinated assembly. Corning’s explanation notes that components inside the box are generally not field-replaceable or serviceable. A failed optical engine may therefore require a larger assembly replacement or factory repair rather than a simple transceiver swap.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Dense fiber routing must fit within the chassis while preserving bend radius, connector access, airflow, and mechanical reliability. Manufacturing yield becomes important because a defect in a co-packaged assembly can reduce the usable output of an expensive package. Standardized connectors and a dependable supply of indium phosphide (InP) lasers are also commercialization constraints identified by TrendForce.

USFP and CPO compared by the decisions that matter

Decision axis USFP-style pluggable optics Co-packaged optics
Optical placement Front-panel pluggable module; the announced USFP design is intended to retain this deployment model. Optical components are integrated alongside the ASIC in the same package.
Electrical path Still a pluggable architecture. The announcement cites simplified signal processing and a new connector design. Much shorter path between ASIC and optical components is the defining architectural benefit.
Density and power Cisco and NVIDIA claim 4x bandwidth density and about 1.3x power efficiency versus 200Gb/s-per-lane pluggable modules. These are vendor claims. Designed to improve density and power by moving optics closer to electronics; implementation-specific results are not established here.
Field service Designed to preserve pluggable replacement and deployment flexibility, subject to compatible hardware and procedures. Optics inside the package are generally not field-replaceable, according to Corning’s component overview.
System complexity Requires new cages, connectors, compatible switches, module suppliers, and adoption of the planned specification. Requires coordinated packaging, fiber routing, connectorization, reliability engineering, laser sourcing, and manufacturing.
Maturity and supply Announced October 12, 2026; the announcement alone does not establish mature volume availability. Commercialization is constrained by yield, serviceability, connector standards, and InP laser supply, according to TrendForce.

This table is a decision framework, not a performance ranking. The two columns describe different architectural choices, and the available sources measure them differently.

Serviceability, operations, and total risk

When pluggable serviceability has higher value

Large AI clusters experience optics failures, cable damage, and generational upgrades. A removable module can shorten a repair window and let an operator stock spares independently of the switch chassis. It can also support staged migration: new optics can be introduced on selected links while older modules remain elsewhere, if the switch and link budgets support that combination.

That flexibility has limits. A pluggable module still depends on cage cooling, connector cleanliness, host electrical reach, firmware compatibility, and a qualified optical specification. A new form factor may initially have fewer suppliers and fewer interoperable choices than established modules.

When CPO integration can justify less serviceability

CPO becomes more attractive when port density and energy per bit dominate the operating model, and when the operator can manage replacement at the switch or package level. Hyperscale environments with controlled facilities, standardized node designs, and factory-level repair processes may tolerate an integrated assembly more readily than distributed enterprise sites.

However, replacing an entire switch or optical package can increase spare-parts cost and extend a repair if the failure cannot be isolated in the field. Procurement teams should model the expected failure domain, advance-replacement inventory, repair logistics, and the financial impact of taking a high-density switch offline.

Maturity, standards, and supply readiness

USFP’s announced status

The October 12, 2026 Cisco and NVIDIA announcement identifies collaborators TE Connectivity and Amphenol for cages, connectors, and modules, but it does not confirm general product availability or partner programs. It says the companies plan a community-led, multi-source specification. Until that work is published and implemented by multiple vendors, buyers should treat USFP as an emerging ecosystem rather than a settled standard.

CPO’s commercialization hurdles

CPO has a clearer architectural definition but still faces practical barriers. TrendForce identifies manufacturing yield, field serviceability, connector standardization, and InP laser supply as constraints. Corning’s July 23, 2026 article describes CPO as being in its early days, reinforcing that the approach is developing rather than a universally mature replacement for pluggables.

These constraints can affect schedule as much as raw component price. A design that looks efficient on a package diagram may be unsuitable if fiber assemblies cannot be sourced, if yield is too low for the required switch volume, or if a repair requires returning the complete chassis.

Market direction is not proof of technical superiority

TrendForce forecast the combined CPO and near-package optics (NPO) market to grow from around US$100 million in 2025 to more than US$39 billion by 2030. Those are forecast values published in 2026, not realized market revenue and not evidence that CPO will defeat pluggable optics. A growing market can contain several architectures serving different deployment windows.

Where NPO fits

NPO, or near-package optics, occupies a middle position between a front-panel pluggable and true CPO. TrendForce describes it as shortening electrical transmission distances while preserving more modularity, serviceability, and multi-vendor flexibility than a fully co-packaged design.

For a buyer that wants some electrical-path reduction but is not ready to accept package-level replacement, NPO may be a transitional option. It can also let suppliers and operators learn fiber management, optical-engine qualification, and service procedures before moving to tighter integration. NPO is not a synonym for CPO and should be evaluated as its own platform architecture.

Choose by deployment scenario

Choose an advanced pluggable path when

  • Your maintenance policy requires field-replaceable optics.
  • You expect phased upgrades across existing switches and cabling.
  • You need multi-vendor sourcing or the ability to change module suppliers.
  • The immediate requirement is high bandwidth, but the rack has enough power and cooling headroom for the chosen pluggable platform.
  • Your deployment date is near enough that an announced specification cannot be allowed to become a schedule dependency.

Choose CPO when

  • Port density and energy per bit are more important than individual optical-module replacement.
  • You can standardize the switch, package, fiber assemblies, and repair process as one system.
  • Your facilities and logistics can support chassis-level or factory-level service.
  • The supplier can demonstrate yield, reliability, thermal behavior, optical reach, and a credible laser and connector supply.
  • You are building a new fabric rather than retrofitting a heterogeneous installed base.

Keep both options open when

  • Your traffic forecast spans several switch generations.
  • The organization has separate clusters with different uptime and serviceability requirements.
  • You need a near-term deployment but expect a later density constraint.
  • NPO or another intermediate architecture can reduce electrical reach without forcing an immediate package-level transition.

A practical evaluation procedure

  1. Define the workload and topology. Record accelerator count, all-reduce or east-west traffic patterns, oversubscription, link distances, and the number of network tiers you can operate. Do not compare a single port rate without comparing the fabric that uses it.
  2. Set a power and cooling budget. Measure the allowed watts per switch, rack, and optical link. Ask suppliers for complete-system figures that include ASIC, optical engines or modules, retimers, fans, and power-conversion losses.
  3. Specify service targets. Set maximum repair time, spare inventory, permissible switch downtime, and whether technicians may replace an optical part in the field. This step often separates a pluggable choice from a CPO choice before performance figures are considered.
  4. Verify supply and standard status. For USFP, request the current specification status, shipping schedule, cage and connector availability, interoperability tests, and supported optical reaches. For CPO, request package yield information, fiber-array and connector sources, InP laser allocation, and repair logistics.
  5. Test like for like. Compare complete systems using the same traffic generator, cable reach, temperature range, FEC settings, utilization target, and failure-injection method. Record throughput, latency, bit-error behavior, watts per delivered bit, and time to replace a failed component.
  6. Pilot the physical installation. Validate bend radius, fiber routing, airflow, connector access, contamination controls, labeling, and technician clearances in the actual rack. CPO’s density advantage is not useful if installation or maintenance blocks airflow or access.
  7. Model lifecycle cost. Include optics or package spares, chassis replacement, vendor support, qualification labor, energy, software qualification, and the cost of a delayed expansion. Use a multi-year scenario rather than the purchase price of one module.
  8. Gate the rollout. Start with a contained cluster, define pass/fail thresholds, and expand only after the measured platform meets bandwidth, power, reliability, and service targets. Keep a compatible fallback for the most critical links during the first production phase.

Common mistakes and how to avoid them

Turning vendor claims into benchmark results

The 4x bandwidth-density, 1.3x power-efficiency, and 12.8Tb/s figures belong to the Cisco and NVIDIA USFP announcement and retain its stated comparison baseline. Presenting them as independently measured results, or as a direct CPO comparison, overstates what is known.

Assuming “co-packaged” means field-proven

CPO’s shorter electrical path is a sound architectural explanation, not proof of a particular product’s reliability, yield, or operating cost. Require platform-level data and a service plan before committing a production fabric.

Ignoring the failure domain

With pluggables, a failed module may be the replaceable unit. With CPO, the failed optical component may be inside a larger package or switch assembly. Map that difference to spare inventory, repair contracts, and availability objectives.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Buying for a headline port rate

Aggregate capacity matters only if the switch fabric, host adapters, topology, cables, optics, and software can drive it. Evaluate delivered application throughput and watts per useful bit, not just the number printed on a transceiver or package.

Confusing market forecasts with availability

The TrendForce projection for combined CPO and NPO revenue describes expected market growth through 2030. It does not guarantee that a specific CPO or USFP product will be available for your installation date or region.

What the public statements actually establish

USFP establishes an announced direction: very high-bandwidth, front-panel pluggable optics with a planned open, multi-source specification. Cisco’s Bill Gartner framed the goal as scaling performance without locking AI builders into a more complex operating model. NVIDIA’s Gilad Shainer described the effort as building an ecosystem to connect more computing with greater efficiency.

CPO establishes a different direction: move optical conversion next to the ASIC to reduce electrical distance and pursue density and power gains, while accepting tighter integration and more difficult service. Corning author Benoit Fleury characterized CPO as still being in its early days.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Those statements are compatible rather than contradictory. A network can use pluggable optics where replacement flexibility is essential, NPO where a shorter path is useful, and CPO where a standardized high-density package justifies the operational trade-off.

Bottom line

Use USFP when operational flexibility, field replacement, and a staged deployment outweigh the benefits of package-level integration—and only after its planned ecosystem is shipping and interoperable for your platform. Use CPO when a new, tightly standardized AI fabric needs maximum density and lower electrical reach, and your organization can support integrated-package manufacturing and service. Until independent, like-for-like measurements exist, the honest answer to “which is better?” is conditional: the better architecture is the one that meets your bandwidth and power target without violating your serviceability, supply, and rollout constraints.
