Effective October 16, 2026, the rule excludes certain sites and equipment, requires applicants to document a year of project performance, and generally requires the system to be built and operating before application.
What the new rule changes
REAP offers eligible agricultural producers and rural small businesses grants and guaranteed loans for renewable-energy systems and energy-efficiency improvements. USDA’s October 1, 2026 final rule revises the grant regulations; it takes effect October 16, 2026. The public comment deadline stated in the rule is November 2, 2026. For renewable-energy system grants, the rule creates several distinct hurdles. A project may be ineligible if it:
- Installs solar photovoltaic (PV) or wind equipment on certified cropland.
- Cannot document historical energy use commensurate with the proposed system.
- Includes any component made in a country designated as a foreign adversary under the federal definition cited in the rule.
- Falls within a disallowed project configuration, location structure, or technology category under the revised regulations.
USDA’s summary says a project must be fully built and operational before applying. The rule calls for 12 months of actual generation or savings data at application, as well as pre-installation information. That shifts the process away from seeking grant support before construction: applicants must be able to establish both what the project was like before installation and how it has performed afterward.

What farmers should verify before relying on a grant
These checks can help identify issues early, but the final regulatory text and current USDA guidance govern a particular project’s eligibility.
- Classify the land. Determine whether the project site is certified cropland under the relevant rule. Do not assume that a parcel’s general description as a farm or rural land settles its classification.
- Establish the energy baseline. Gather historical energy-use records and assess whether they support a system of the proposed size. The rule calls for commensurate historical use, not simply a general claim that the farm uses energy.
- Trace component origins. Check the country of origin for every relevant solar or wind system component. The rule’s exclusion applies when any component is made in a country covered by its foreign-adversary provision.
- Plan for the required operating record. Account for completing the installation and compiling the required 12 months of actual generation or savings data, along with pre-installation information, before applying.
- Confirm who may apply. The rule restricts applicant eligibility to the highest-level owner. Review the ownership and application structure rather than assuming a subsidiary, tenant, or project entity can apply.
- Check the next program notice. USDA says annual notices will provide application dates and further details. Check the applicable notice for timing, scoring priorities, and available funds; the rule announcement alone does not establish that an application window is open.
Eligibility does not mean an award
REAP remains competitive. The final rule says, “Projects compete based on score, and funding to support all eligible applications is not guaranteed.” A project that clears the eligibility requirements still has to compete for available funding. USDA’s annual program notice is the place to look for application dates and further details; the newly effective rule does not by itself confirm an open application window. Final rule.

Do not confuse this with USDA’s 2025 loan announcement
USDA announced a separate change on August 19, 2025: ground-mounted solar PV systems larger than 50 kW, and systems unable to document historical energy use, would no longer qualify for the REAP Guaranteed Loan Program. The agency also said those projects would lose grant priority points. Separately, it said wind and solar projects were ineligible for the USDA Business and Industry Guaranteed Loan Program. Those 2025 provisions are not the October 2026 grant rule. In particular, the 50 kW threshold belongs to the earlier guaranteed-loan announcement; it should not be treated as a blanket size limit in the later grant rule. The 2026 rule establishes its own grant exclusions and the requirement to have a completed, operating project with performance data before applying.

Why the change matters to farm applicants
The new sequence can affect project financing and timing: a farmer may need to fund construction and operate the system long enough to document its performance before submitting a grant application. Site classification, historic energy records, component sourcing, ownership, and project configuration also become essential parts of the eligibility review rather than details to sort out after planning.
USDA describes the rule as a way to simplify the process and focus support on appropriately scaled, on-farm systems. Under Secretary for Rural Development Glen R. Smith said the rule would let farmers and rural small businesses spend less time and money navigating paperwork. The operative regulations, however, impose the requirements applicants must meet.

The scale of REAP’s past reach does not predict an individual applicant’s odds. Richa Patel, a policy specialist at the National Sustainable Agriculture Coalition, told The Associated Press and Grist that the program had provided more than 19,000 grants totaling more than $1.8 billion since it began; the reporting did not give an exact cutoff date for that cumulative estimate. AP and Grist also reported that Maryland farmer Elisa Lane received a $30,576 REAP grant in 2024, with payment delayed and later reimbursed. That is one farmer’s case, not a typical award amount.
