Massachusetts lawmakers are asking the Federal Aviation Administration (FAA) and Amazon to complete a site-specific environmental assessment, with public comment, before Prime Air flights begin at a proposed drone hub in Westborough. As of October 15, 2026, the FAA has not been shown to have granted final authorization or set a firm launch date.
What lawmakers requested
Senators Edward J. Markey and Elizabeth Warren and Representatives Jim McGovern and Lori Trahan sent separate letters on October 14 to FAA Administrator Bryan Bedford and Amazon CEO Andy Jassy. They want a site-specific Environmental Assessment (EA) for the Westborough operation and a public comment period before the FAA authorizes flights.

The lawmakers say a broader, earlier environmental finding does not adequately address conditions in Massachusetts or the concerns of Westborough residents. Their letter argues that applying a Finding of No Significant Impact (FONSI) prepared for a different community, combined with strong local opposition and limited analysis of hazardous-material risks, warrants a new EA.

The lawmakers asked Amazon and the FAA to respond by October 29, 2026.
Where the proposed hub would operate
The proposed hub would use Amazon’s fulfillment facility at 64 Otis St. in Westborough, approximately 30 miles west of Boston. Boston.com reported that Amazon hopes eventually to make as many as 1,000 deliveries per day. The plan described publicly would carry packages weighing up to five pounds to addresses within a 7.5-mile radius, reaching parts of Worcester.

NBC Boston also reported the five-pound limit and 7.5-mile radius and said Amazon hoped to begin operations before the end of 2026. That target is not a confirmed launch date.

What is known about the aircraft and proposal

The FAA’s comparable drone proposals generally specify operating hours, geographic boundaries, aircraft limits and environmental documentation. Parameters from proposals in Chicago, Texas, Detroit or other markets cannot be treated as final conditions for Westborough unless the FAA publishes them for this site.

Why the environmental review is contested
Lawmakers and residents have raised several site-specific issues:
- Noise: Frequent takeoffs, landings and low-altitude routes could affect nearby neighborhoods.
- Wildlife: Regular drone traffic may have consequences for birds and other animals that a nationwide analysis does not capture in local detail.
- Privacy: Residents want to know how cameras, sensors and flight paths would affect homes and private property.
- Health and safety: The letters question risks from aircraft operations over populated areas.
- Hazardous-material transport: Lawmakers say the existing evaluation of what drones might carry is limited.
- Battery fires: They specifically cite fire risks associated with electric-drone batteries and ground facilities.
Markey said, “From noise pollution to fire risks, communities have plenty of reasons to question Big Tech’s plan to fill their skies with drones.” He also said, “We can’t let Amazon treat our skies like a testing ground for its drone delivery ambitions.”

How the FAA environmental process works
The FAA’s public environmental-review materials describe several possible steps for drone proposals. An Environmental Assessment examines whether a specific action could significantly affect the environment. The agency may then issue a Finding of No Significant Impact, or FONSI, when it concludes that a more extensive Environmental Impact Statement is unnecessary. A Record of Decision is used when an Environmental Impact Statement is completed. Public comment can be included so residents and other interested parties can raise issues before a decision.
The FAA has posted Prime Air environmental documents for other markets. Those documents show that review can be proposal-specific, but their existence does not establish that Westborough has passed review or received permission to operate.

What local residents and boards have said
An independent resident survey cited in the lawmakers’ release had more than 1,200 responses as of early October 2026, with 92% opposed to the proposed facility. Boston.com later described a voluntary online survey with more than 1,500 responses and 93% opposed. These are separate snapshots taken at different times, not a single fixed poll, and neither establishes the views of every Westborough resident.
Westborough’s Planning Board continued its site-plan hearing to November 10, according to Boston.com. The Zoning Board of Appeals was expected to consider a residents’ challenge the following month. Local zoning proceedings and federal aviation authorization are separate decisions; progress in one does not automatically approve the other.
Will Amazon drones fly over Westborough?
Not on the basis of the information currently established. Amazon has proposed using the Westborough fulfillment center for Prime Air, but no source available for this report establishes final FAA authorization. The lawmakers are asking the agency to complete a site-specific EA and public comment process before authorizing flights. Until the FAA publishes a decision and operating conditions, the route, hours, number of aircraft and exact launch date remain unsettled.

What happens next
- Amazon and the FAA are expected to respond to the lawmakers by October 29, 2026.
- The Planning Board’s continued site-plan hearing is scheduled for November 10.
- The Zoning Board of Appeals is expected to take up the residents’ challenge in the following month.
- If the FAA opens a Westborough-specific environmental review, its documents and any public-comment instructions would define how residents can submit evidence and objections.
The central unresolved question is whether the FAA will require a new, public, site-specific environmental assessment before allowing Prime Air operations at 64 Otis St.
