Urban Heat Island Effect Explained: Why Some City Blocks Stay Hotter

Some city blocks stay hotter because they replace shade-producing, water-holding landscapes with roofs, pavement and buildings that absorb, store and release solar heat. Street width, building height, wind, surface materials and tree cover then determine how much heat remains at that block. The result is not one uniform “city temperature”: a city can be warmer than its rural surroundings while shaded, green blocks remain cooler than nearby paved ones.

What the urban heat island effect means

An urban heat island is a developed area that is hotter than nearby rural surroundings. The comparison can describe an entire metropolitan area, but heat also varies inside the city. The U.S. Environmental Protection Agency (EPA) calls these internal differences “intra-urban heat islands.” A treed residential block, a schoolyard with open soil and a high-rise district with little shade can therefore experience different temperatures even when they are only a few streets apart.

The block-level answer to “why some city blocks stay hotter” is cumulative. Natural land cover is replaced by hard, dry surfaces; vegetation and water that once shaded and evaporated moisture disappear; materials absorb and retain solar energy; and building walls can slow the movement of cooling air. The specific combination matters more than any single feature.

Five ingredients that make one block hotter than another

1. Less vegetation means less shade and evaporative cooling

Trees cool a block in two ways. Their canopies intercept sunlight before it reaches pavement, walls and parked vehicles, while their leaves release water through transpiration. That moisture transfer consumes heat and cools nearby air. Smaller plants and healthy soil contribute additional evapotranspiration.

When trees, planted areas and open soil are replaced by parking lots, roofs or sidewalks, both forms of cooling decline. A block can remain exposed to direct sun for most of the day, and there is less moisture available to move heat out of the surface and air. Tree canopy is especially important where people walk or wait, because shade changes the heat load on the human body even when the measured air temperature changes only modestly.

2. Water disappears from the landscape

Ponds, streams, wetlands and irrigated vegetation cool through evaporation. Converting those features to sealed surfaces removes a local source of moisture and often sends rainwater quickly into drains instead of allowing it to infiltrate soil. A block with functioning soil, plants and accessible water can therefore cool differently from a similarly built block that is dry and fully paved.

3. Hard surfaces absorb and store solar energy

Roads, sidewalks, roofs, walls and parking areas are designed for durability, not necessarily for low heat gain. Their surface properties determine how much sunlight is reflected, how efficiently heat is emitted, and how much energy is held inside the material. EPA explains that conventional urban pavement and roofing generally reflect less solar energy and absorb and emit more heat than natural surfaces.

Thermal emissivity describes how readily a surface radiates energy away. Heat capacity describes how much energy a material can hold before its temperature changes substantially. A surface with high heat capacity can soak up energy during the afternoon and continue releasing it after sunset. Two blocks receiving the same sunlight can consequently have different evening temperatures because their materials store and release heat at different rates.

4. Buildings shape wind and shade

Building height, width and spacing affect both sunlight and airflow. Closely spaced tall buildings can shade portions of a street at some hours, but they can also restrict the wind that would carry heat away. EPA describes districts with many narrow streets and tall buildings as “urban canyons,” noting that they can block natural wind flow that would bring cooling effects.

Geometry also changes how much wall and roof area is exposed to the sun and how long those surfaces remain shaded. A broad, open street, a narrow canyon and a courtyard can therefore have different surface temperatures and ventilation even when they use the same paving and roofing products. Geometry is one part of the explanation, not a substitute for examining land cover and materials.

5. The ingredients are unevenly distributed

Urban heat is patchy because canopy, moisture, pavement, roofs and building form are patchy. A single block may contain a shaded park edge and an unshaded asphalt lot; the next block may have mature trees, reflective roofs or little vegetation at all. These differences produce hotter and cooler pockets within the same city, including areas that are cooler than nearby districts at certain times.

Why heat often becomes more obvious after sunset

Urban heat is not only a midday phenomenon. Sunlight charges roofs, pavement, masonry and other urban materials during the day. After sunset, those materials release stored energy gradually. Rural or vegetated surfaces often cool more rapidly, so the temperature gap can become more noticeable in the evening and overnight.

Measurements also need to be identified correctly. A surface-temperature reading from asphalt is not the same as the air temperature measured at pedestrian height. Sunlit pavement can be much hotter than the surrounding air, while shade, wind and humidity influence what people actually feel. A credible comparison should state whether it measured a surface, near-surface air or another quantity, and under what conditions.

What hotter blocks change for residents and cities

  • Energy use and bills: Higher summertime temperatures increase peak electricity demand as buildings run air-conditioning harder. That raises cooling costs and can strain the electricity system during the hottest hours.
  • Air pollution and emissions: Greater cooling demand can increase greenhouse-gas emissions depending on how electricity is generated. Heat can also worsen air-pollution conditions and the formation or persistence of some pollutants.
  • Health: Prolonged heat raises the risk of heat-related illness and death, particularly for people without reliable cooling, outdoor workers, older adults, infants and those with existing health conditions.
  • Water quality: Hot runoff from roofs and pavement can affect receiving waters. The loss of vegetation and infiltration can also increase runoff volumes and carry pollutants into streams.

Heat exposure is not distributed evenly. EPA’s equity materials describe correlations between hotter neighborhoods and resident characteristics such as race and income, alongside differences in how communities have been planned, developed and maintained. That is a documented pattern, not proof that one factor alone caused every temperature difference; local history, infrastructure, land cover and investment all require examination.

Mitigation options: match the measure to the place

No single intervention cools every block. The most useful comparison asks where a measure acts, how it removes or avoids heat, whether the site can support it, and what additional benefits it provides.

Approach Where it acts Primary cooling mechanism Additional benefits and constraints
Trees and other vegetation Streets, yards, parks and open ground Shade and evapotranspiration Can help manage stormwater; requires suitable soil, water, space and long-term maintenance.
Green roofs Rooftops Vegetation and growing media reduce roof heating and add evapotranspiration Supports stormwater management; depends on structural capacity, waterproofing, access and maintenance.
Cool roofs Rooftops Reflect sunlight and heat away from the building Can lower roof temperature, improve occupant comfort and reduce building energy demand; performance depends on roof design, climate and upkeep.
Cool pavements Roads, sidewalks and parking areas Higher reflectivity, greater evaporation or other surface modifications Permeable designs can support infiltration and reduce runoff. EPA says there is no official cool-pavement standard or labeling program, and temperature change alone may not reveal net costs and benefits.
Smart-growth planning Neighborhood layout and redevelopment Combines vegetation, green or cool roofs and permeable surfaces in site design Can coordinate multiple measures across parcels; results depend on local land availability, regulations, budgets and maintenance.

How to design a block-level response

  1. Map exposure at the times people use the block. Record tree canopy, shade paths, roof types, pavement, open soil, water, building heights and likely pedestrian routes. Pair surface observations with air-temperature and comfort observations where possible so a hot surface is not mistaken for a hot-air measurement.
  2. Find the dominant cause. A treeless parking edge needs a different intervention from a ventilated street with overheated roofs. Identify whether direct sun, lack of moisture, stored heat, restricted wind or a combination is driving exposure.
  3. Protect existing cooling assets first. Mature trees, functioning soil, shaded public space and open drainage can provide benefits immediately. Avoid removing them before counting the replacement area and maintenance burden.
  4. Choose complementary measures. Pair canopy or planted soil at ground level with roof or pavement changes where feasible. A roof intervention will not shade a bus stop, and a new tree cannot solve heat stored across an entire roof.
  5. Check engineering and maintenance requirements. Verify rooting volume, irrigation, drought tolerance, structural capacity for a green roof, drainage, accessibility, pavement loading and the ability to maintain the installation over time.
  6. Evaluate results by place and time. Compare shaded and unshaded locations, daytime and nighttime conditions, surface and air temperatures, energy use, stormwater behavior and user comfort. A measure that cools a roof may not produce the same benefit at street level.

What the Arizona cool-pavement pilot does—and does not—show

EPA’s cool-pavement summary reports that conventional paving such as asphalt reached up to 152°F at midday in an Arizona pilot, while the cool pavement remained 10–16°F cooler. These are surface-temperature results from that pilot, not a universal air-temperature prediction for every pavement or climate. The available EPA summary does not provide enough of the original pilot’s conditions to generalize the figure to all streets.

The example illustrates why pavement projects need site-specific evaluation. A more reflective surface may reduce solar absorption, while a permeable surface may also improve infiltration and evaporation. Glare, durability, accessibility, maintenance, nighttime visibility, stormwater behavior and lifecycle cost can matter alongside temperature. Because EPA identifies no official cool-pavement standard or labeling program, a product described as “cool” should not be assumed to have a common certification or identical performance.

Common mistakes when interpreting urban heat

  • Assuming the whole city has one heat profile: Citywide averages hide intra-urban hot and cool pockets.
  • Using a surface reading as an air-temperature claim: Sunlit pavement can be far hotter than the air people breathe.
  • Blaming geometry alone: Street canyons influence wind and shade, but vegetation, moisture and material properties remain essential.
  • Installing one measure everywhere: Trees, roofs, pavements and planning operate at different scales and have different constraints.
  • Expecting a label to settle the decision: Cool pavement has no official EPA standard or labeling program; compare tested performance and whole-site effects instead.
  • Treating equity correlations as a single-cause explanation: Hotter neighborhoods correlate with race and income patterns, but local planning, development and maintenance histories must be considered.

Bottom line

A hotter city block is usually the product of several interacting choices: less canopy and water, more heat-storing surfaces, and building forms that alter shade and airflow. Heat can accumulate during the day and linger after sunset, while exposure and health risks fall unevenly across neighborhoods. The practical response is a portfolio—preserve and expand vegetation, select roof and pavement treatments appropriate to the site, improve infiltration and coordinate neighborhood design—then measure both surface and air conditions to verify what actually changed.
