That does not establish a universal winner for every transaction. IMPS and debit-card customer fees depend on the bank, account and card terms, so check your own bank’s current schedule of charges.
First distinguish your fee from a merchant’s cost
“Cheapest” can mean the charge taken from your account, or what a business pays to accept a payment. Those are not always the same. A merchant discount rate (MDR) is a merchant-side payment-processing charge; it is not automatically a fee charged to the person paying.

The Ministry of Finance’s 15 September 2026 statement says UPI customers do not pay MDR and that merchants should not pass it on. It also says UPI apps may not add platform or hidden charges. The release puts it plainly: “MDR is a charge within the merchant payment ecosystem. It is not a charge on customers making UPI payments.” Ministry of Finance, 15 September 2026

UPI merchant rates are not consumer charges
The Ministry’s September 2026 release describes these merchant-side MDR terms for specified UPI payments. They should not be read as charges owed by the customer:

- Use the, easy-to-use, and customizable POS to get started.
- Specified regular merchant payments above ₹2,000: MDR is 0.4%; for transaction values of ₹75,000 and above, it is capped at ₹300.
- Named essential and thin-margin sectors: a flat ₹5 MDR above ₹2,000 for railways, telecom, insurance, fuel and agricultural inputs.
- Capital-market payments: 0.02% MDR, capped at ₹300, for mutual funds, securities, stockbrokers and dealers.
- Qualifying small P2PM merchants: zero MDR on all transactions if the merchant receives up to ₹1 lakh per month through UPI QR under the P2PM category.
The release says banks are advised to prevent MDR being passed on to customers. These categories are relevant to merchant acceptance economics, not a basis for assuming that a customer owes the stated percentage or flat amount. Ministry of Finance, 15 September 2026
When IMPS is useful—and what its limit means
IMPS is an instant money-transfer service. NPCI states a per-transaction limit of ₹5 lakh for channels other than SMS and IVR; it directs customers to their bank for further details. That limit does not imply a particular price: the NPCI overview does not publish one universal IMPS fee for all banks and channels. NPCI IMPS overview

For a personal transfer, UPI has the stronger documented zero-fee case in the Ministry’s 2026 statement. If you choose IMPS, confirm the transfer charge and any channel-specific terms with your bank before sending.
What debit-card merchant rates do—and do not—tell you
An Economic Times report updated 22 September 2026 attributes an indicative debit-card merchant acceptance charge of up to 0.90% to NPCI. The report also cites 0.4% for specified UPI merchant payments and around 2% as an average credit-card merchant rate. These are merchant-side figures, not a price list for the cardholder. They do not establish what your bank charges for a debit card, whether your card has an annual fee, or whether a particular account has other charges. The Economic Times, 22 September 2026

How to decide for your payment
- If you are sending money to a person: UPI is documented as free to send and receive regardless of amount under the Ministry’s 15 September 2026 statement. Compare IMPS only after checking your bank’s current tariff. Ministry of Finance NPCI
- If you are paying a merchant up to ₹2,000: UPI has the clearest supported zero-cost answer for the customer; the stated zero MDR is not a fee charged to you. Ministry of Finance
- If you are paying more than ₹2,000 by UPI: do not treat the merchant MDR rates as your charge. The applicable merchant category can affect acceptance costs, and the Ministry says banks are advised to prevent those costs being passed through. Ministry of Finance
- If you are considering a debit card: check the issuing bank’s current card schedule for your exact card variant and account. The cited debit-card merchant rate cannot answer your personal fee question. The Economic Times
- If you are considering IMPS: check the bank’s current IMPS charges for the channel you plan to use; NPCI’s overview gives a limit, not a universal fee. NPCI
Bottom line by use case
For P2P transfers and merchant purchases up to ₹2,000, the available official statement makes UPI the clearest zero-fee option for the customer. For larger UPI merchant payments, remember that MDR is merchant-side under the announced framework. There is no evidence here to rank IMPS against debit cards for every customer: the deciding figures are the current IMPS tariff and card charges from that customer’s own bank.
The 15 September 2026 Ministry release is the specific source for the UPI MDR terms used here. An earlier Ministry statement dated 8 August 2026 described a bill and a committee process; the later, more specific release supplies the rates above. Ministry of Finance, 8 August 2026 The Economic Times reported that the MDR framework was scheduled to begin on 15 October 2026, a date after the research current date of 4 October 2026. Accordingly, those terms are described as announced; their implementation after that scheduled date is not verified here. The Economic Times, 22 September 2026
