There is no universal winner. At an Indian petrol pump, choose the method that gives the lowest confirmed total after any surcharge, waiver, reward and station offer. UPI from a bank account is different from paying through UPI with a linked RuPay credit card: the funding source, applicable card terms and dispute path can all change.
Before you approve the payment, check the amount, the payment rail shown by the app or terminal, and whether the station accepts that method. Then keep the receipt or transaction record until the fuel purchase is reconciled.

Quick verdict: which method should you use?
Use bank-account UPI when the pump’s QR or app works reliably and you want an immediate debit without carrying cash. Use a credit card when its current fuel terms clearly provide a worthwhile waiver or rewards and the station accepts that card directly. Use cash when digital acceptance is uncertain, your phone or bank connection is unavailable, or you want the simplest way to avoid card-rail conditions.
A RuPay credit card used through a UPI QR code is a separate case. NPCI says an eligible linked RuPay credit card can pay at a merchant QR code and is authenticated with a UPI PIN. That payment is not the same as a UPI debit from your bank account, so do not assume a direct-card fuel waiver or reward applies.

- Calculate the net cost after any surcharge, GST on that surcharge, waiver cap and reward value.
- Choose the method that completes successfully and leaves a clear transaction record.
What “UPI” means at a fuel station
UPI paid from a bank account
In the normal UPI flow, your app debits a linked bank account. You scan the pump’s QR code or use the station’s displayed UPI option, verify the merchant and amount, and enter your UPI PIN. The amount is taken from the bank account you selected.
Whether a particular pump accepts UPI, which apps it supports, and whether a payment is processed instantly are station-level questions. The available sources do not establish a nationwide guarantee covering every pump or every UPI app.
RuPay credit card on UPI
NPCI’s product documentation allows eligible RuPay credit cards to be linked to UPI for merchant payments. The merchant QR payment is authenticated with a UPI PIN, as stated on the NPCI RuPay Credit Card on UPI page. Standard UPI transaction limits apply to this arrangement.
Because the underlying funding is credit, the issuer can classify and price the transaction under its card rules. The fact that you scanned a UPI QR code does not prove that a direct card fuel surcharge waiver, accelerated reward rate or other benefit will apply. Check the issuer’s current terms and the transaction details shown before confirmation.

UPI, direct credit card and cash compared
| Factor | UPI from bank account | Credit card paid directly | Cash |
|---|---|---|---|
| Funding source | Selected linked bank account | Card credit line | Physical currency |
| Authentication | UPI app and UPI PIN | Card terminal method required by the station, such as PIN or contactless approval | No electronic authentication; you hand over cash and receive change |
| Key cost checks | Confirm the amount and any station-specific charge or offer | Check fuel surcharge, GST on that surcharge, issuer waiver cap, eligible transaction mode and rewards | Check that the amount and change are correct |
| Acceptance | Depends on the station’s QR, app, network and bank connectivity | Depends on the station’s card terminal, network and card acceptance | Depends on the station having cash-handling capability and correct change |
| Record for a dispute | UPI transaction ID and app or bank statement | Card receipt and issuer statement | Printed receipt and cash count |
The table describes the checks you need to make, not a ranking. A method that is cheapest on paper can be the wrong choice if the pump does not accept it or the payment remains pending.
Fees, surcharges and the 2025 RuPay fuel rule
What NPCI’s circular actually says
NPCI’s October 23, 2025 circular on RuPay fuel-surcharge validation states a maximum permissible surcharge of 1% of the authorization amount plus GST for RuPay credit cards under the described validation mechanism, effective November 25, 2025. It states a maximum permissible surcharge of 0% for RuPay debit cards. Read the circular for the scope and validation conditions: NPCI circular.
The 1% figure is a ceiling, not a bill you should expect at every pump. It does not establish that every station levies the charge, that every RuPay credit card waives it, or that the same treatment applies when the card is routed through UPI. Your issuer’s terms and the transaction route determine whether you actually pay it.

If a surcharge is assessed, check whether GST is added and whether your card issuer waives both the surcharge and associated GST or only a defined component. Issuers commonly set eligibility conditions, monthly or billing-cycle caps, minimum transaction amounts, or restrictions on payment modes; the supplied official material does not verify any particular card’s current terms.

Before pressing confirm on a card transaction, look for the displayed total and any separate fuel-surcharge line. After settlement, compare the receipt with the issuer statement. If a promised waiver is absent, use the issuer’s stated dispute or rewards-support process and retain the receipt.
Do not turn MDR guidance into a pump-specific rule
The Reserve Bank of India’s directions discuss merchant-level disclosure of merchant discount rate (MDR) and the possibility that merchants pass costs to customers as surcharges. They are not a current, petrol-pump-specific rule saying that every station may or may not charge for every payment method. See the RBI directions and rely on the station notice and your issuer’s terms for the transaction in front of you.
Rewards: why the payment route can change the result
Fuel rewards are not determined solely by the logo on your card or the fact that a QR code was used. An issuer may define eligible transactions by merchant category, acquiring route, terminal type, network, or whether the card was used directly. A RuPay credit card linked to UPI can therefore receive a different treatment from the same card inserted or tapped at a card terminal.
NPCI’s general Pay by Points FAQ says earning depends on the applicable card or bank programme; it does not verify fuel rewards for a specific card. Do not treat that general statement as proof of a petrol reward. Check the issuer’s current product page, fee schedule and exclusions, then verify how the settled transaction appears in your statement. The relevant NPCI FAQ is available here.

How to pay by UPI without funding surprises
- Ask what the pump accepts. Confirm whether the QR is for ordinary UPI bank-account payments, RuPay credit-card-on-UPI payments, or both.
- Open the payment screen. Select the intended bank account or linked RuPay credit card. Do not assume the app has selected the source you used last time.
- Check the merchant and amount. Compare the payee name and total with the dispenser reading. Look for an added fee or a station offer before authentication.
- Authenticate with your UPI PIN. NPCI’s RuPay credit-card-on-UPI documentation specifically identifies UPI PIN authentication for that product.
- Wait for a final status. Save the transaction ID and show the success screen to the attendant if the pump’s system has not updated.
- Handle pending or failed payments carefully. Do not pay a second time until you know whether the first transaction failed, is pending, or settled. Check the app and bank or card account, then follow the app or issuer’s reversal process.
A successful debit with no fuel dispensed, or a duplicate debit after a retry, is a reconciliation issue: keep screenshots, transaction IDs, the pump receipt and the time of payment.
How to pay by credit card directly
- Confirm direct card acceptance. Ask whether the terminal accepts your network and whether the station’s offer applies to a direct card transaction.
- Ask about the total. If the attendant or terminal shows a fuel surcharge, ask whether GST is included and how your issuer handles it.
- Check your issuer’s eligibility. Verify the waiver cap, minimum or maximum transaction conditions, fuel-station merchant-category requirement and reward exclusions.
- Authorize on the terminal. Follow the terminal’s PIN or contactless instructions and wait for an approval result.
- Keep the receipt. Match the final receipt with the amount that later appears in the card statement.
Choosing a card only because it advertises a fuel benefit is risky if the actual transaction is sent through a route excluded by the issuer. The route and settled description matter as much as the card name.
How to pay with cash safely
- State the exact amount before fueling and watch the dispenser reset and quantity.
- Count the notes in front of the attendant and wait for the correct change.
- Collect the receipt showing the amount, volume and station details.
- Recount change and receipt before leaving the forecourt.
Cash avoids digital connectivity and card-eligibility questions, but it offers no automatic bank or card transaction record. The receipt is your main evidence if the amount dispensed or change is disputed.

Decision guide for common situations
When UPI from your bank account is the sensible default
- The station displays a working UPI QR and your bank connection is stable.
- You want to debit money immediately rather than use a credit line.
- Your card’s waiver or reward terms are unclear, especially for a QR-routed transaction.
- You have checked the payee and amount and can retain the UPI transaction ID.
When a direct credit card can be better
- The terminal accepts your card and the issuer explicitly covers that fuel transaction.
- The expected waiver and reward value exceed any surcharge and GST.
- You have room under the issuer’s waiver cap and understand the eligible transaction mode.
- You want the purchase consolidated in a card statement and can monitor settlement.
When cash is the safer fallback
- The QR or card terminal is offline, repeatedly failing or showing a pending result.
- You cannot verify which account or card the digital app will charge.
- The station’s digital offer or fee is unclear and you need a transparent amount immediately.
- You can count the notes, receive correct change and keep the printed receipt.
Historical discounts: do not assume they are still active
A 2017 Press Information Bureau release described a 0.75% discount for digital payments at public-sector petrol pumps. That was a historical initiative. It is not evidence of a current nationwide discount, so treat any offer displayed today as a station- and date-specific promotion. The archived release is available from the Press Information Bureau.

What to do when a payment goes wrong
UPI shows success but the pump has no confirmation
Show the attendant the UPI success screen and transaction ID, then check whether the bank account was actually debited. Do not make a second payment until the first status is clear. If the pump cannot reconcile it, retain the fuel receipt or a written station acknowledgement and use the app or bank’s dispute channel.
The payment is pending
Record the time, amount, merchant name and transaction ID. Check again after the app’s stated update period and your bank or card ledger. A pending transaction should not be treated as a confirmed failure merely because the dispenser has not updated.
A card surcharge or reward is missing
Compare the final card statement with the issuer’s current terms. Confirm whether the transaction was direct card or RuPay credit card on UPI, whether the merchant category qualified, and whether a waiver cap had already been used. Submit the receipt and transaction details through the issuer’s support process.

Cash amount or change is disputed
Use the printed receipt, dispenser reading and the time of fueling. Raise the issue with the station manager while you are still on site; a receipt is much stronger evidence than a later recollection.
Checklist before leaving the pump
- Fuel quantity and amount match the dispenser.
- The selected UPI account or linked card was the intended funding source.
- Any surcharge, GST and discount are visible or explained.
- The digital payment shows a final success status, not pending.
- You have saved the UPI ID, card receipt or cash receipt.
- You know which bank, issuer or app to contact if the transaction is reversed or duplicated.
Bottom line
For most drivers, bank-account UPI is convenient when the station’s QR works and the amount is verified. A direct credit card is worthwhile only when its current fuel waiver or reward terms clearly cover the exact transaction route and outweigh any surcharge and GST. RuPay credit card on UPI adds flexibility, but it must be evaluated as a credit-funded UPI payment, not automatically as a direct card purchase. Cash remains the dependable fallback when acceptance, connectivity or eligibility is uncertain.
