UPI vs. Credit and Debit Cards for Small Businesses in India: Fees, Settlement and Refunds

Short answer: UPI and RuPay debit-card transactions have no merchant discount rate (MDR) under a Government direction effective January 1, 2020, as reported by the Reserve Bank of India (RBI). That does not guarantee that every provider adds no onboarding, rental, gateway, payout or other service charge. Debit cards outside that exemption are subject to RBI ceilings from a 2017 circular, while no single RBI-set credit-card rate applies to every small business.

UPI can confirm a payment in real or near-real time, but your merchant account may still be paid out according to an acquiring bank or payment aggregator’s cut-off and settlement schedule. A failed payment that was debited but never confirmed is governed by reversal timelines; a refund after a successfully completed sale follows your return policy and provider workflow. Treat those as two different processes.

At a glance: what changes by payment method

Payment method What the official material establishes What your contract still controls
UPI MDR is not to be collected under the Government direction effective January 1, 2020, as reported in an RBI benchmarking report. Any non-MDR service charges, onboarding, devices, gateway fees, payout timing, reserves, reconciliation and refund handling.
RuPay debit card The same January 1, 2020 direction covers MDR for RuPay debit-card transactions. Provider and channel charges, settlement schedule and operational support.
Other debit cards The RBI’s December 2017 circular set maximum MDR by prior-year turnover and acceptance infrastructure, effective January 1, 2018. The applicable current rule, negotiated rate below the ceiling, taxes, fixed fees, rental and payout terms.
Credit cards The reviewed RBI material does not state one universal small-business MDR percentage. Your acquiring agreement’s rate by network and card type, channel, taxes, gateway and other charges.

This is a regulatory and contract comparison, not a quote for any particular payment provider. A merchant’s signed schedule of charges is the source for the amount actually deducted.

How merchant fees are calculated

UPI and RuPay: no MDR is not the same as no cost

The RBI reports that the Government directed, from January 1, 2020, that MDR shall not be collected for UPI and RuPay debit-card transactions. MDR is the percentage taken from a transaction for payment acceptance. The direction addresses MDR specifically. It does not establish that a bank, aggregator or software provider cannot charge for a device, subscription, integration, gateway, account services, reconciliation or another separately disclosed service.

Square Terminal - Credit Card Machine to Accept All Payments | Mobile POS
  • With Square Terminal, you can ring up sales, accept payments, and print receipts, all with one device. Use it at the counter or ring up customers anywhere in your store.
  • Accept all major credit and debit cards and pay one low rate with no hidden fees and no long-term contracts.
  • Process chip cards in just two seconds.
  • Get your money as soon as the next business day.
  • Use it cordlessly with the built-in battery, designed to last all day.

Ask for a written fee schedule that separates percentage charges from fixed and recurring charges. Check whether taxes are added, whether a minimum monthly commitment applies, and whether a fee is deducted before or after settlement. A QR display card or counter stand only presents your QR code; it does not open a merchant account, process a payment or guarantee when funds arrive.

Debit-card ceilings in the 2017 RBI circular

RBI’s December 6, 2017 circular classified merchants using their previous financial year’s turnover. For merchants with turnover up to ₹20 lakh, it stated these maximum MDR rates, effective January 1, 2018:

Merchant band and acceptance infrastructure Maximum MDR stated in the circular Per-transaction cap
Turnover up to ₹20 lakh; physical POS, including online card infrastructure 0.40% ₹200
Turnover up to ₹20 lakh; QR-code-based card acceptance 0.30% ₹200
Other merchants; physical POS, including online card infrastructure 0.90% ₹1,000
Other merchants; QR-code-based card acceptance 0.80% ₹1,000

These are debit-card ceilings from a 2017 circular, not a promise that your acquirer will charge exactly those percentages today. Confirm whether later directions amended them and which turnover band your provider uses. They do not set credit-card rates and should not be applied to credit-card transactions.

For illustration only, 0.40% of ₹10,000 is ₹40. At ₹100,000, the same calculation is ₹400, but the stated ₹200 cap would limit the MDR to ₹200 if the circular’s conditions and rate applied. Your agreement, current regulation and tax treatment determine the actual deduction.

Credit cards: obtain the rate instead of guessing

The RBI directed acquiring banks to unbundle MDR and make charges clear separately for debit, credit and prepaid cards. The official material reviewed here does not provide one universal credit-card percentage for small businesses. A quote that says only “card MDR” is incomplete.

Request these fields in writing:

  • Credit-card rate by network, domestic or international card, and commercial or consumer category, if the provider differentiates them.
  • Separate debit, credit and prepaid rates rather than one blended number.
  • In-person, QR and online/e-commerce rates, including gateway or authentication charges.
  • Per-transaction minimums, maximums, fixed charges, device rental and software subscriptions.
  • Applicable taxes, chargeback or dispute fees, refund-related deductions and reserve or hold terms.
  • The date and conditions under which rates can change.

Do not use consumer-facing card surcharges or an old provider advertisement as a substitute for this merchant schedule. RBI’s 2017 circular also advised banks to ensure that merchants did not pass MDR to customers while accepting debit cards; obtain current, channel-specific guidance before adding any customer-facing fee.

Settlement: payment confirmation is not always payout

What “real time” means for UPI

RBI classifies UPI as a fast payment system: the payment message and availability of final funds to the payee occur in real or near-real time, as close to 24/7 as possible. That describes the payment rail. It does not promise that every merchant account, aggregator, business current account or accounting dashboard will show withdrawable funds at the same moment.

A successful customer screen, a bank confirmation, a provider dashboard entry and a completed payout can be separate events. Build your process around the status your contract defines as “settled” or “available,” not only the customer’s screenshot.

Why an aggregator can pay later

RBI’s 2019 discussion paper explains that a payment aggregator may receive customer payments, pool them and transfer money to merchants after a time lag. The agreement and policies should specify settlement, reconciliation, refunds, failed transactions, disputes and complaints.

Before choosing a setup, ask:

  • What is the settlement cut-off in Indian Standard Time?
  • Are weekends and bank holidays included or excluded?
  • When does the clock start: authorization, successful confirmation, end-of-day batch or provider approval?
  • Is there a minimum payout amount, reserve, rolling hold or delayed release for risk review?
  • Are payout, reconciliation, reversal or bank-transfer fees deducted?
  • Which reference number links the customer payment, provider record, bank credit and invoice?
  • What happens when the bank account or KYC details change?

No universal card settlement period is established here. A card transaction may be authorized immediately while the acquirer batches and pays it later. Compare the exact payout timetable for each channel in your own contract.

Failed transactions and their reversal deadlines

Use “failed transaction” for a debit without confirmation

A failed transaction is not a customer return. It is a payment in which the payer was debited but the beneficiary or merchant did not receive the expected credit or confirmation. RBI’s framework for domestic transactions—where both originator and beneficiary are in India—was effective October 15, 2019. In that framework, T means the transaction calendar date.

Scenario RBI timeline Compensation for delay beyond the deadline
UPI funds transfer: sender debited, beneficiary account not credited Automatic reversal by T+1 ₹100 per day
UPI merchant payment: payer debited, merchant confirmation not received Automatic reversal by T+5 ₹100 per day
Card-present POS or card-not-present e-commerce: payer debited, merchant confirmation not received Automatic reversal by T+5 ₹100 per day

The RBI circular states that “Domestic transactions i.e., those where both the originator and beneficiary are within India are covered under this framework.” These timelines concern a failed payment, not a successful sale that you later agree to refund.

What a shop should do when confirmation is missing

  1. Do not ask the customer to pay again until you check the provider status; a delayed confirmation can otherwise create a duplicate payment.
  2. Record the date, amount, UPI or card reference, terminal or order ID and the customer’s bank debit evidence.
  3. Check the merchant dashboard, bank statement and settlement or reconciliation report.
  4. Open a failed-transaction case with the acquiring bank, aggregator or payment-system support channel, quoting the reference and the missing confirmation.
  5. Track T+1 or T+5 from the transaction date and escalate if the reversal or applicable compensation is late.
  6. After the case closes, reconcile the reversal so that the invoice, inventory and cashbook do not show a sale that never completed.

Refunds after a successful sale

Why a refund is a different workflow

If your system confirmed the payment and you delivered the product or service, a later return, cancellation or goodwill payment is an ordinary refund. It is governed by your published return policy and the acquiring bank or aggregator’s workflow. The failed-transaction framework does not turn every voluntary refund into a T+1 or T+5 event.

RBI’s payment-aggregator material says agreements and policies should allocate refund handling, complaint processes, turnaround times, disputes and reconciliation among the merchant, aggregator and acquirer. Because those terms vary, do not promise customers a generic refund deadline unless your current provider policy gives one.

A controlled refund procedure

  1. Verify that the original payment is marked successful and identify the original transaction reference.
  2. Apply the return, cancellation, eligibility and partial-refund rules shown to the customer at purchase.
  3. Initiate the refund through the same merchant dashboard, terminal or support route specified by your provider; avoid sending an unrelated bank transfer unless your policy allows it.
  4. Record the refund amount, reason, operator, date and provider reference against the original invoice.
  5. Tell the customer what status you can verify—requested, accepted, processed or credited—without claiming that a bank has already posted funds when you only submitted the request.
  6. Reconcile the refund against the eventual payout, fees and tax records. Keep the evidence if the customer raises a dispute.

For a card refund, the customer may see the credit on a later statement even after your dashboard marks it processed. For UPI, the provider’s current workflow and the customer’s bank posting time still matter. Obtain those timelines from the merchant agreement or support team.

Choosing a payment mix for a small business

Start with channel and customer behavior

A neighborhood counter, a delivery business and an online store have different acceptance needs. List where the payment occurs—staffed counter, unattended location, phone order, website or app—and which methods customers actually request. UPI may reduce MDR exposure and provide rapid confirmation, while cards can be important for customers who need credit, rewards, corporate purchasing or online checkout. The right mix is operational, not simply the method with the lowest headline percentage.

Compare the complete cost per channel

For each option, put the following in one worksheet:

  • Percentage MDR by debit, credit, prepaid and UPI category.
  • Per-transaction caps, minimums and fixed fees.
  • Device, QR, software, gateway and integration charges.
  • Taxes and payout deductions.
  • Refund, dispute and chargeback costs.
  • Bank-account, settlement and reconciliation effort.

Separate one-time setup costs from recurring charges. A nominally zero-MDR method can still have a subscription or integration cost; a card method with a negotiated MDR may be worthwhile if it increases completed sales or reduces manual collection.

Match settlement risk to cash needs

If you need money to replenish stock daily, verify the earliest withdrawable time rather than relying on an instant customer confirmation. Ask how holidays, risk reviews, account changes and failed payouts are handled. Maintain a cash buffer for orders whose payment is authorized but not yet settled.

Make reconciliation part of acceptance

Use a consistent transaction reference on the invoice, order record and bank statement. Reconcile at least daily for a busy counter and at every settlement for an online store. Investigate three common mismatches: a customer debit with no merchant confirmation, a successful payment missing from the payout, and a refund recorded in the dashboard but absent from the bank statement.

Practical onboarding and review checklist

  1. Confirm the legal entity, bank account, KYC documents and business category required by the acquirer or aggregator.
  2. Obtain the latest written schedule of charges, including separate debit, credit, prepaid and UPI lines.
  3. Identify whether your projected or previous-year turnover places you in a regulatory turnover band for debit-card pricing.
  4. Document settlement cut-offs, holidays, reserves, holds, payout fees and the exact definition of “settled.”
  5. Test a small payment in every channel you will offer and match the customer confirmation, merchant status and bank credit.
  6. Publish a return and refund policy that states eligibility and the support route without promising an unsupported banking deadline.
  7. Train staff not to collect a second payment while a first failed transaction is being checked.
  8. Keep transaction references, invoices, refund approvals and support case numbers for reconciliation and disputes.
  9. Review the agreement when rates, devices, bank accounts, software or business ownership changes.

Common situations and the right response

What you see Likely classification Next action
Customer’s account is debited; your UPI screen shows no confirmation Potential failed merchant payment Check status before retrying, record the reference and pursue the T+5 reversal path if it remains unconfirmed.
Customer paid successfully, then cancels an order Ordinary refund Apply your policy and submit the refund through the provider’s documented workflow.
UPI confirmation is immediate, but bank payout is later Rail confirmation separated from aggregator settlement Check cut-off, pooling, holds and the contract’s withdrawable-funds definition.
Provider quotes one “card rate” for every card Unclear fee disclosure Request debit, credit and prepaid MDR and all associated charges separately.
Debit-card rate exceeds the older RBI ceiling you found Potentially changed rule, wrong category or misapplied fee Confirm the current circular, turnover band, channel and contract before disputing the deduction.

What to verify before relying on older RBI figures

The debit-card ceilings come from a December 2017 circular, and the failed-transaction timelines come from a September 2019 framework. The UPI and RuPay MDR statement is reported with an effective date of January 1, 2020. Regulations and payment products can change. Before publishing a price list, signing a long-term contract or promising a customer a deadline, ask the acquirer for the current rule and product schedule applicable to your business, channel and location in India.

The durable principles are simpler: insist on unbundled card pricing, distinguish confirmation from payout, record every transaction reference, and treat a failed debit and a post-sale refund as separate cases. Those controls let you compare UPI, debit and credit acceptance without assuming that a system-level description is a provider-level promise.

Frequently Asked Questions

Does no UPI MDR mean my business will pay nothing to accept UPI?

No. The January 1, 2020 direction concerns MDR for UPI transactions. Your provider may still disclose device, software, gateway, integration, payout or other service charges.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When should I start counting T+1 or T+5?

The RBI framework defines T as the transaction calendar date. T+1 applies to a qualifying UPI transfer in which the beneficiary was not credited; T+5 applies when a UPI merchant payment or covered card payment was debited but merchant confirmation was not received.

Is a refund for a returned product covered by the failed-transaction deadlines?

No. A refund after a successfully completed sale follows your return policy and the acquirer or aggregator’s workflow. The failed-transaction reversal rules address a debit without the expected credit or confirmation.
