There is no single cheapest payment method for every Indian merchant. UPI can have zero MDR for many transactions, but announced charges apply to some larger merchant payments from 15 October 2026. Card costs depend on the card and the merchant’s acquiring agreement. Cash avoids MDR, but still takes time and effort to handle. To compare them fairly, add all acceptance fees and the business’s own cash-handling costs.
How the costs compare
| Payment method | Published fee framework | What determines the merchant’s total cost |
|---|---|---|
| UPI | Under the framework announced by the Ministry of Finance on 15 September 2026, many P2M transactions have zero MDR; specified transactions above ₹2,000 may incur a charge. The provisions are stated to take effect on 15 October 2026. | Transaction amount, merchant category and eligibility, payment type, and any separate charges in the provider agreement. |
| Debit and credit cards | The Department of Financial Services describes debit MDR as capped up to 0.90% and standard credit card MDR as typically 1.5%–2.5%. These are general comparisons, not a quote for a particular merchant. | Card category and the merchant’s acquiring contract, plus any applicable equipment or other fees. |
| Cash | No MDR, but the official sources reviewed do not give a typical per-sale merchant handling cost. | The business’s own staff time, security, deposits or transport, reconciliation, and losses. |
UPI and card MDR figures are not an all-in comparison: provider or equipment charges may be separate. The Reserve Bank of India (RBI) has warned that bundled card charges can obscure category-specific costs. RBI circular on unbundling MDR charges

Do merchants pay for UPI?
It depends on the transaction and merchant category. The Ministry of Finance’s 15 September 2026 announcement says person-to-person (P2P) UPI transfers remain free, and P2M transactions up to ₹2,000 remain free of MDR. Eligible small merchants receiving up to ₹1 lakh per month through UPI QR codes under the P2PM category are also described as continuing to receive zero MDR on all transactions. The announcement also lists special rates for specified categories:
#1 Best Overall

- Faster sales processing: Use pre-set menus and catalogs to make transactions faster and smoother for you and your customers.
- Reliable and portable: Featuring a 6.5" HD touchscreen made from Corning Gorilla Glass and a powerful battery that lasts all day.
- Seamless connectivity: Stay connected with free mobile data and WiFi, ensuring uninterrupted transactions.
- Real-time payment tracking: Monitor payments and issue refunds right from your device, so you're always in control.
- Specified essential and thin-margin sectors: a flat ₹5 charge for covered transactions above ₹2,000. Listed sectors include railways, telecommunications, insurance, fuel, and agricultural inputs.
- Listed capital-market payments: 0.02%, capped at ₹300, for payments relating to mutual funds, securities, stockbrokers, and dealers.
Merchant eligibility and categorization matter, so a shop should check how its acquirer or payment provider classifies it and what charges its agreement specifies. The announcement says approximately 96% of merchant transactions will remain unaffected; separately, the Department of Financial Services says more than 95% of P2M UPI transaction volume is at or below ₹2,000. These are different measures and should not be treated as interchangeable. Department of Financial Services FAQ on MDR for select UPI transactions
When the announced UPI charges take effect
The Department of Financial Services FAQ dated 15 September 2026 states that the finalized framework and threshold structure take effect on 15 October 2026. Because that date is after the research date of 7 October 2026, the rates above are described here as announced provisions, not as charges already in force. Merchants should confirm implementation and their own applicable terms after the effective date.
Credit-linked UPI is a separate case
A UPI payment funded from a bank account is not necessarily treated like a credit-linked UPI payment. The Department of Financial Services says credit-linked UPI operates under separate credit-product rules. Merchants should not assume that the zero-MDR treatment described for ordinary UPI applies to every payment initiated through a UPI app.

Often, the published card MDR comparison is higher than zero-MDR UPI, but it does not establish what a particular business pays. The Department of Financial Services describes debit card MDR as capped up to 0.90% and standard credit card MDR as typically 1.5%–2.5%. Those figures are broad government-described comparisons; the available sources do not establish one rate for every merchant, card network, card product, or acquiring provider.
Ask the acquiring bank or provider for an itemized quote. RBI’s 1 September 2016 circular directs acquiring banks to unbundle MDR for debit, credit, and prepaid cards and educate merchants about those charges. Its point is practical: a blended figure can hide differences between card categories, making it harder to know what each payment actually costs. RBI circular on unbundling MDR charges

No MDR does not mean no cost. Cash can require staff time to count and reconcile, secure storage, deposits or transport, and procedures for managing losses. The RBI’s payment-system benchmarking report discusses printing, distributing, and maintaining currency as social costs borne by the central bank; it does not quantify a representative merchant’s cash-handling cost. RBI, Benchmarking India’s Payment Systems
There is no comparable per-transaction merchant estimate in the cited official sources. A business that wants to compare cash with digital payments should measure its own handling costs rather than assign cash a guessed percentage or assume it is free.
How to find the cheapest option for your business
- Sort transactions by amount and type. Separate UPI sales at or below ₹2,000 from larger payments, and distinguish ordinary bank-account UPI from credit-linked UPI where relevant.
- Confirm your merchant category. Ask your provider whether your business is eligible for P2PM treatment or a listed sector-specific rate. Do not assume eligibility from business size or a displayed QR code alone.
- Get itemized digital-payment costs. Request the applicable MDR by payment category and list any acquiring, aggregator, terminal, or other contract charges separately. For cards, ask for distinct debit, credit, and prepaid rates.
- Measure cash handling in your own operation. Track staff time, security, deposits or transport, reconciliation, and losses over a representative period. The cited sources do not provide a standard merchant cash-cost figure.
- Compare costs for your actual payment mix. Use the share and value of your own transactions, rather than applying one headline rate to every sale. Recheck terms when the announced UPI framework takes effect and if your provider changes its agreement.
A QR display or payment terminal can affect how a merchant accepts payments, but it does not by itself establish or reduce the MDR. The relevant figure is the fee in the merchant’s applicable agreement, together with any separate charges.
