UPI vs. Cards for Small Businesses in India: Fees, Settlement and Refunds

For a small business in India, neither UPI nor cards are automatically the cheaper or faster option in every case. UPI’s announced merchant discount rate (MDR) treatment depends on transaction value and merchant eligibility, while card fees depend on the card, channel and acquiring-provider contract. Settlement and refund timing also depend on how payments are accepted and the terms of the provider handling them.

Is UPI free for small merchants?

Not in every case. The Ministry of Finance’s 15 September 2026 announcement describes several different rules for UPI merchant transactions. A merchant should verify its classification and applicable rates with its acquiring provider rather than assume that every QR payment is free.

Transaction or merchant situation Announced MDR treatment
P2P UPI transfer Remains free, according to the Ministry of Finance announcement.
P2M transaction up to ₹2,000 Zero MDR, according to the announcement.
Qualifying small P2PM merchant receiving up to ₹1 lakh per month through UPI QR Zero MDR across transactions, according to the announcement. Eligibility and classification should be confirmed with the provider.
Specified P2M transaction above ₹2,000 Announced MDR of 0.4%; for transactions of ₹75,000 and above, the announcement specifies a cap of ₹300.
Essential-sector or capital-market transaction Separate announced terms apply; the Ministry’s announcement should be checked for the category and applicable rate.

The Ministry estimates that 96% of merchant transactions will remain unaffected and MDR will apply to about 4%. Those are national estimates in its 15 September 2026 announcement, not a prediction for an individual shop’s sales. A business needs its own transaction records to determine how much of its volume falls into each category.

These are merchant-side processing charges, not fees paid by customers. The Ministry says banks are advised to ensure merchants do not pass UPI MDR to customers, and that UPI app providers may not impose platform fees or hidden charges under the described framework. RBI materials also prohibit passing debit-card MDR to customers and require disclosure of other charges before payment.

How much do card payments cost a small business?

There is no single current card-processing percentage that applies to all small businesses. RBI defines MDR as the merchant rate charged for processing debit- and credit-card transactions and has directed that card MDR be unbundled by card category. A headline debit-card figure or a historical rate should not be treated as the total current cost of accepting every card.

Ask the acquiring bank, payment aggregator or gateway for the current itemized schedule that applies to your business. Check rates separately for debit, credit and prepaid cards; domestic and international cards; and in-person and online payments. The agreement may also specify fixed or recurring charges, taxes, minimums, refund handling and chargeback costs.

RBI’s Payment Systems in India report described zero MDR for UPI and RuPay debit-card transactions effective 1 January 2020 under the policy then in effect. That historical description should be read alongside the Ministry of Finance’s later, dated 15 September 2026 UPI announcement; it is not a current price list for all card acceptance or a basis for assuming every UPI merchant transaction has zero MDR.

Do not confuse bank-account UPI payments with RuPay credit cards linked to UPI. The fee schedule for the latter is not established by the cited materials here; ask the provider how it classifies and prices those transactions.

When does the money reach the business?

A customer’s successful payment confirmation and the merchant’s receipt of net proceeds are separate events. A payment aggregator can accept several payment instruments, collect or pool funds, and transfer them to a merchant after a time lag. RBI’s payment-aggregator materials describe that role but do not establish one universal payout time for UPI versus cards.

The actual schedule may depend on whether the business accepts payments directly through an acquiring bank or through an aggregator, as well as the contract and operational holds. Before choosing a provider, check:

  • Daily cutoff times and whether a payment after cutoff moves to the next payout cycle.
  • How weekends and bank holidays affect payout.
  • Whether the provider deducts settlement fees or other charges before transfer.
  • When reserves or holds can be applied, how long they can last and how the merchant is notified.
  • How gross sales, fees, refunds and net payouts appear in settlement and reconciliation reports.

For in-person card acceptance, a physical POS terminal can capture payment information at the retail point of sale. Confirm that the terminal works with the provider and payment types you intend to accept, and check purchase or rental charges alongside transaction terms. A QR-based or direct UPI setup and an online checkout through an aggregator have different operational arrangements; compare the setup actually offered to your business, not just the payment rail.

How long do UPI and card refunds take?

First distinguish a failed-transaction reversal from a refund for a completed sale. RBI’s 20 September 2019 notification sets auto-reversal deadlines for the specific failed-payment cases below. It provides compensation of ₹100 per day for delay beyond the stated deadline.

Specified failed transaction Auto-reversal deadline in the RBI notification
UPI transfer: account debited, but beneficiary not credited T+1
UPI merchant payment: account debited, but merchant did not receive confirmation T+5
Card-present POS payment: account debited, but no confirmation or charge slip was received T+5

T+1 and T+5 refer to the timelines stated in that notification for those specified failure scenarios; they are not general promises for every payment problem. The notification dates from 2019, so businesses dealing with a dispute or compliance question should check whether later amendments apply.

A return or cancellation after a successful purchase is an ordinary merchant refund, not a failed-payment reversal. The merchant’s refund policy and provider agreement determine who initiates the refund, how it is processed and what timeline is communicated. RBI’s payment-aggregator materials call for merchant terms to state return and refund timelines and for participant agreements to allocate responsibility for refunds, failed transactions, complaints and disputes. The cited materials do not establish a universal number of days for a completed-sale refund to appear in a cardholder’s account.

How should a small business compare UPI and cards?

Use the business’s own sales and transaction records, then compare the options on the terms that affect its operations. A shop with qualifying P2PM status and many modest QR payments may have a different UPI cost profile from a merchant with larger transactions or paid online-gateway acceptance; that follows from the announced thresholds and the role of intermediaries, but it is not a cost estimate for any specific business.

  1. Build the effective-cost comparison. Separate UPI transactions by value and merchant classification, then separate card transactions by card category and acceptance channel. Add provider charges, fixed fees and applicable taxes from the actual contract.
  2. Compare payout terms. Record when each provider makes funds available, how cutoffs and holidays affect the schedule, and what holds or deductions can apply.
  3. Check the acceptance setup. Compare direct or QR acceptance, a physical POS terminal and online checkout only where each fits the business’s sales channel. Confirm compatibility and all setup, rental or transaction terms.
  4. Test reconciliation and support. Check whether transaction references and settlement reports let staff match sales, fees, refunds and payouts to the books. Identify where to raise a missing payment or payout query.
  5. Read the refund and dispute terms. Find out who handles ordinary refunds, failed transactions, complaints and disputes, what evidence is required, and whether card chargeback procedures or costs apply.
  6. Include the customer’s payment preference. Accepting a method customers can and prefer to use is an operational consideration; weigh it against cost and administration rather than treating it as a fee calculation.

RBI’s payment-aggregator materials call for pricing and policies to be disclosed and responsibilities for settlement, refunds, failed transactions and disputes to be allocated. Request those terms in writing and compare the provider schedules rather than relying on a general claim that one payment method is always free or that card acceptance always costs a particular percentage.
