Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteFor most small businesses in India, UPI is the simplest low-cost acceptance option, but it is not automatically free for every merchant transaction after 15 October 2026. UPI person-to-person payments remain free, person-to-merchant payments up to ₹2,000 remain free of MDR, and qualifying small merchants receiving up to ₹1 lakh a month through UPI QR retain zero MDR. For specified regular person-to-merchant payments above ₹2,000, the announced rate is 0.4%, capped at ₹300 for transactions of ₹75,000 or more. Card fees and payout times remain provider-specific, so the sound decision is to compare the written fee schedule, settlement timetable, reconciliation tools and the payment methods your customers actually need.
What the comparison means on 13 October 2026
This article applies to India and is date-sensitive. The Ministry of Finance announced that its revised UPI merchant-discount-rate framework takes effect on 15 October 2026. On 13 October, that date is still in the future, so a merchant’s current invoice or agreement may not yet show the new treatment. Confirm the effective date, merchant category and billing rules with the acquiring bank or payment provider before relying on a particular fee.

UPI and cards are not two versions of the same settlement promise. UPI is an account-to-account system usually accepted through a QR code, payment intent, collect request or an application integration. Cards are accepted through an acquiring bank, terminal or gateway under a commercial contract. The customer experience, fee basis, payout schedule, refunds and disputes can therefore differ even when both methods are displayed at the same checkout.
UPI fees under the announced October 2026 framework
The Ministry FAQ dated 15 September 2026 states: “A MDR of 0.4% will be introduced on Person-to-Merchant (P2M) UPI transactions above ₹ 2,000/-.” That sentence applies only to the specified category and must be read with the FAQ’s exceptions and the 15 October effective date. The government’s release also says MDR is neither a tax nor a charge collected by the Government or NPCI; it is distributed among participants in the payment ecosystem.

| Transaction or merchant situation | Announced treatment | Qualification |
|---|---|---|
| UPI person-to-person (P2P) | Free | This is a consumer-to-consumer payment, not a merchant sale. |
| P2M payment up to ₹2,000 | No MDR | Applies under the announced framework from 15 October 2026. |
| Qualifying small P2PM merchant | Zero MDR | The stated threshold is receipts of up to ₹1 lakh per month through UPI QR. Eligibility depends on the merchant’s classification and rules; verify it with the acquirer. |
| Specified regular P2M payment above ₹2,000 | 0.4% MDR | The standard announced rate; a ₹300 maximum applies at transaction values of ₹75,000 and above. |
| Named essential or thin-margin categories | Flat ₹5 above ₹2,000 | Only the categories identified in the Ministry FAQ qualify. Do not apply this amount to an unrelated business. |
| Capital-market payment | 0.02%, capped at ₹300 | Separate treatment in the FAQ; it is not the standard retail P2M rate. |
| Credit-linked UPI | Separate treatment | The FAQ identifies it as a special case. Obtain the applicable rate from the provider. |
A small merchant does not lose the qualifying exemption merely because one individual payment is above ₹2,000, according to the FAQ, provided the merchant remains in the qualifying category. The practical issue is classification: the acquiring bank must identify the business correctly and apply the corresponding rule.
What the 0.4% rate looks like
- A specified ₹10,000 P2M transaction would produce a 0.4% MDR calculation of ₹40 before any contractually disclosed taxes or other charges.
- At ₹75,000, 0.4% equals ₹300, which reaches the announced cap.
- At ₹100,000, the same specified category remains subject to the ₹300 cap rather than a ₹400 MDR calculated without the cap.
These are illustrations of the announced percentage and cap, not a promise that every merchant or every UPI product will be billed this way. A provider may show other line items, such as gateway, device, reconciliation or tax charges, if its agreement allows them.
Why you may still see different UPI figures
The policy has changed over time. A 2025 government explanation described earlier rules under which UPI P2M MDR could be up to 0.30% and debit-card MDR up to 0.90%. Those figures describe the earlier framework and should not be presented as the October 2026 rate card. The same 2025 material discussed an FY 2024–25 incentive scheme with an approved outlay of ₹1,500 crore, which explains prior ecosystem support but does not replace the newer FAQ.
UPI usage has also expanded sharply: the government reported total UPI value rising from ₹21.3 lakh crore in FY2019–20 to ₹213.8 lakh crore through January 2025, with P2M value reaching ₹59.3 lakh crore. These are historical totals, not a forecast or a 2026 result.
The release estimates that approximately 96% of merchant transactions will be unaffected by the announced framework. That is a government estimate of transaction share under the policy, not a measured post-implementation outcome. A shop’s own mix of transaction values and category status matters more than the national percentage.

How card fees differ
There is no authoritative, current nationwide card-acquiring rate or normal payout interval for all Indian small businesses. Debit, credit and premium-card rates can differ, as can terminal rental, gateway or aggregator fees, minimum charges, taxes, reserves and refund costs. The number on a sales website or an informal quote is not a substitute for the merchant agreement.
Ask for a written schedule that separates:
- debit-card, standard credit-card and any premium-card MDR;
- one-time setup, monthly rental, per-device or gateway charges;
- taxes and any minimum monthly commitment;
- refund, reversal, dispute and chargeback fees;
- reserve, rolling hold or delayed-release provisions; and
- the exact settlement account and payout timetable.
Do not compare a card MDR percentage directly with the headline UPI rate until both quotes cover the same cost items. A card quote that looks higher may include equipment or support that a QR arrangement does not; a QR quote that looks free may still have provider-specific service charges.

When UPI money reaches the business
NPCI’s merchant FAQ describes UPI payments as instant and available 24/7. It says the merchant receives money immediately after the customer confirms payment into a merchant pool or bank account, according to the merchant’s agreement. The merchant normally onboards through an acquiring bank and can use QR, online intent, an application integration or a collect request.
“Immediate” should be read with the agreement, not as permission to skip verification. Some arrangements use a pool account or an intermediary reconciliation process before the amount appears in the operating bank account. Check whether the provider reports a successful transaction in its dashboard, sends a webhook or notification, and identifies the final bank-credit reference.
A safe UPI checkout procedure
- Display the business’s valid merchant QR or generate an intent or collect request through the approved provider.
- Ask the customer to confirm the payee name and amount in the UPI app before authorising.
- Wait for a success confirmation in the merchant dashboard, point-of-sale system or provider notification. Do not rely only on the customer’s screenshot.
- Match the transaction reference, amount and order number before handing over goods or marking an invoice paid.
- Retain the confirmation and reconcile it with the bank or pool-account statement at the end of the shift.
A countertop QR stand can make the code visible, but the stand itself does not onboard a merchant, verify payment, alter MDR or guarantee settlement. The QR must belong to the merchant’s approved account.

What card “settlement” means
Card payout timing is contractual and can depend on the acquiring bank, payment aggregator, card network, transaction type, cut-off time, weekends, holidays, reserves and risk review. This evidence does not support a universal “T+1” or same-day promise. Require the provider to state when a captured transaction becomes eligible for payout, the cut-off that applies, and what happens when a payout date falls on a bank holiday.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsThe Reserve Bank of India’s 2019 turnaround circular is relevant to failed-transaction resolution and customer compensation. It is not a normal merchant-payout service-level agreement. A merchant should therefore keep two separate questions apart: how quickly a successful sale is paid out, and how a failed or reversed transaction is corrected.
Questions to put in the card contract
- Is the stated interval measured from authorisation, capture, batch closure or the provider’s cut-off?
- Are Saturday, Sunday and public-holiday payouts deferred?
- Can the provider hold funds for fraud review, reserves or chargebacks?
- How are partial refunds, full refunds and duplicate captures handled?
- What evidence is required for a disputed transaction, and when is the merchant debited?
Customer convenience: QR versus card
UPI QR is a light-touch in-person option for a customer with a phone, a supported UPI app and an available bank connection. The customer scans, checks the payee and authorises. Online intent and collect flows can reduce manual entry when the sale begins on a website or in an app.
Cards serve customers who carry a debit or credit card, prefer card rewards or credit, or cannot use UPI at that moment. Whether that advantage is valuable depends on the business’s local customer base; no nationwide preference percentage is established here. A customer may also need a card when a phone is unavailable, a UPI app is failing or a bank limit has been reached.
Where fixed costs and operational capacity are acceptable, accepting both methods gives more customers a workable route. That is a practical recommendation, not a measured claim that every business will increase sales by adding both.

Compare the two methods with a merchant worksheet
Before signing or changing an arrangement, record the following in one sheet. Use the provider’s written terms and the merchant’s actual transaction mix.
| Decision item | UPI questions | Card questions |
|---|---|---|
| Eligibility and fee | What P2M category is recorded? Does the merchant qualify for the ₹1 lakh monthly P2PM threshold? Which transactions are above ₹2,000? | What are the separate debit, credit and premium-card rates? Are there minimums or taxes? |
| Acceptance hardware | Is a static QR, dynamic QR, intent or collect flow supported? | Is a terminal, gateway or other device required? Who pays rental, replacement and connectivity costs? |
| Payout | Does “immediate” mean direct bank credit or a pool-account release under the agreement? | What are cut-off times, weekend rules, reserves and release dates? |
| Reconciliation | Are transaction references, settlement batches and bank credits exportable? | Can the report separate authorisation, capture, refund and chargeback entries? |
| Exceptions | What happens after a customer is debited but the merchant sees no success? | What is the failed-payment, reversal and dispute process? |
| Customer coverage | Can the target customer scan and authorise from a phone? | Do customers need card, credit or rewards functionality at checkout? |
Operational controls that prevent payment mistakes
Use a merchant-controlled confirmation
Never release goods solely on a customer’s screenshot or a sound from a payment app. Confirm the transaction in the merchant channel and match the amount to the order. A static QR should show the merchant’s verified name; replace damaged or altered displays promptly.
Reconcile every batch
At closing, compare the point-of-sale total with the provider report and the bank or pool-account credit. Investigate unmatched references, duplicate entries, partial refunds and transactions marked pending. Keep records long enough to answer a customer query or a provider dispute.
Separate policy from provider pricing
The government framework determines the stated MDR treatment for qualifying UPI categories. It does not guarantee that every provider’s contract has identical onboarding, reporting, device or support charges. Put those commercial terms in the worksheet rather than assuming that “zero MDR” means zero cost for every service.
Choosing by business model
Low-ticket shop or service counter
If most payments are ₹2,000 or less, the announced no-MDR treatment removes the main UPI percentage for those transactions. A QR can also avoid terminal hardware, provided the merchant has reliable confirmation and reconciliation. The owner should still verify category status and any provider service fee.

Qualifying small merchant near the monthly threshold
Track monthly UPI QR receipts against the stated ₹1 lakh threshold. Keep evidence of the merchant classification and ask the acquirer how it determines eligibility. A single payment above ₹2,000 does not by itself remove the exemption described in the FAQ, but crossing or misreporting the qualifying conditions can change billing.
Higher-value or mixed-ticket business
For specified P2M transactions above ₹2,000, model the 0.4% rate and ₹300 cap using the actual distribution of ticket sizes. Then compare that result with the complete card quote, including payout holds and dispute exposure. Category exceptions may materially change the UPI calculation.
Business serving varied customer needs
A retailer, clinic, restaurant or professional service that sees both phone-first and card-first customers can offer both methods if the fixed costs and reconciliation workload are manageable. Assign staff responsibility for checking each channel and publish clear refund procedures.

Troubleshooting common disputes
Customer says the account was debited but the merchant sees no payment
Do not deliver on the debit claim alone. Record the transaction reference, check the merchant dashboard and provider status, and follow the provider’s failed-transaction process. If the payment later reverses or settles, update the order record rather than creating a duplicate charge.
The invoice shows an unexpected UPI MDR
Ask the acquirer to identify the merchant category, transaction type, effective date and calculation. Check whether the transaction was above ₹2,000, whether a special category applies, and whether the merchant is recorded as a qualifying P2PM small merchant. Request a corrected statement if the contract and policy do not match the charge.
A card payout is late
Check the contract’s cut-off, weekend and holiday rules first. Then look for a reserve, risk hold, refund, reversal or chargeback notice. Ask the provider for the batch identifier and expected release date; do not infer a universal settlement rule from another provider’s timetable.
Bottom line for a small business
Choose UPI when QR acceptance, low-ticket pricing and rapid confirmation fit the business, while verifying the merchant category and the post-15 October 2026 fee treatment. Choose cards when customers need card-based credit, rewards or an alternative to phone payments, and price the complete acquiring contract rather than only its headline MDR. For many businesses, offering both is the most practical coverage, but only if the owner can reconcile two reporting systems and understand each provider’s refund, hold and dispute rules.
