Under the Ministry of Finance framework published on 15 September 2026, person-to-person transfers remain free, merchant UPI payments up to ₹2,000 have zero MDR, and qualifying small merchants in the P2PM category receiving up to ₹1 lakh per month through UPI QR retain zero MDR on all transactions. Specified P2M payments above ₹2,000 carry a stated 0.4% MDR, capped at ₹300 for transactions of ₹75,000 or more. Card acceptance has no single nationwide merchant rate: RBI requires debit, credit and prepaid charges to be disclosed separately by the acquiring bank.
This guide separates merchant charges from anything a customer might see, explains what “immediate” UPI credit actually means, and gives a provider-question checklist so you can compare a written offer rather than a headline percentage.

UPI and cards at a glance
| Question | UPI QR or integration | Card acceptance |
|---|---|---|
| How is the merchant fee set? | The 15 September 2026 government framework uses payment type, amount and merchant category. Qualifying P2PM small merchants receiving up to ₹1 lakh per month through UPI QR have zero MDR on all transactions; other stated P2M transactions above ₹2,000 carry 0.4%, subject to the framework’s cap and exceptions. | The acquiring bank must unbundle MDR by card category. Debit, credit and prepaid pricing is set out separately or in agreement annexes, so the actual offer must be requested in writing. |
| When is money credited? | NPCI says the merchant receives money immediately after customer confirmation into the merchant pool or bank account, “as per their agreement.” The provider’s sweep, reporting and usability rules still matter. | There is no single card payout timetable for every small merchant. Settlement days, cut-offs, holidays, reserves and refund treatment are contract terms. |
| How is it set up? | Partner with an acquiring bank and select QR, intent, application-based or collect integration according to the sales flow. | Use the acquirer’s in-person terminal or online acceptance path, with equipment and integration requirements defined by that provider. |
| What should decide the mix? | Ticket-size distribution, eligibility for a zero-MDR category, counter or online workflow and the need for quick reconciliation. | Customers who prefer cards, card-type mix, terminal or gateway costs, and the written settlement and service terms. |
These are framework-level distinctions. A provider can apply additional contractual conditions, so treat the signed merchant schedule as the operational source for your business.
How UPI merchant fees work under the 15 September 2026 framework
Person-to-person transfers are not merchant sales
The Ministry of Finance release says P2P transfers remain free regardless of amount. That statement concerns transfers between individuals; it should not be used to assume that every business payment has the same treatment.

P2M payments up to ₹2,000
Merchant payments (P2M) up to ₹2,000 remain free of MDR under the stated framework. “Free” here describes the merchant discount rate. It does not mean that every provider feature, device, integration or service is necessarily free.
Qualifying small merchants in the P2PM category
The release gives a separate zero-MDR treatment to small merchants in the P2PM category that receive up to ₹1 lakh per month through UPI QR. The category label and monthly-receipts threshold both matter. Being a small business in ordinary language is not enough to establish eligibility. Ask the acquiring bank or payment provider to confirm your classification, how the monthly amount is measured and what happens if receipts exceed the threshold.
Specified P2M transactions above ₹2,000
For specified P2M transactions above ₹2,000, the release states a general MDR of 0.4%. Transactions of ₹75,000 and above are capped at ₹300 per transaction. The amount is a merchant-side ecosystem charge; the release says customers should not pay MDR and directs banks to prevent merchants from passing it through.

Sector and capital-market exceptions
The same release identifies different flat or percentage charges for specified essential or thin-margin sectors and for capital-market transactions. Do not apply the general 0.4% figure to one of those categories without written confirmation from the acquirer.
What the “96% unaffected” estimate means
Government analysis accompanying the framework estimates that approximately 96% of P2M transactions will remain unaffected. This is an estimate of transaction volume under the stated policy, not a promise that 96% of your sales, your industry’s sales or all small-business payments will be unaffected.
Why “card MDR” is not one price
Get separate debit, credit and prepaid terms
RBI’s card-fee directive requires acquiring banks to unbundle MDR by card category and to use separate agreements or annexes for debit, credit and prepaid cards. It also requires merchants to be educated about those charges at onboarding. Your written schedule should therefore identify the rate or fee for each card type you accept, rather than showing one blended “card rate.”

Check channel and card-type differences
Ask whether the offer changes for domestic or international cards, debit versus credit, prepaid instruments, network, in-person transactions or online checkout. The official material consulted does not establish one universal answer for those provider-specific distinctions, so they must come from the acquirer’s current tariff.

Use the 0.90% figure only as dated context
A Ministry of Finance release dated 19 March 2025 stated that, according to RBI, MDR of up to 0.90% of transaction value applied across card networks for debit cards. That is dated government context limited to debit cards. It is not a current quotation for every debit card and is not a price for credit or prepaid cards.
RBI’s 2017 publication discusses a draft-era debit-card table and differentiated physical and digital acceptance. It is useful policy history, not proof of a 2026 tariff. Obtain today’s schedule from the acquiring bank.
Look beyond MDR
Ask for terminal or device rental, installation, statement or service charges, online-integration fees, minimums and any other recurring or event-based cost. A low MDR can still be expensive if the business pays a substantial fixed charge or receives costly support terms.

UPI’s “immediate” credit is qualified
NPCI’s merchant FAQ states: “Merchant will receive the money immediately after customer confirms the payment into the merchant Pool bank account/ merchant bank account as per their agreement.” The words “as per their agreement” are important. Depending on the arrangement, funds may first appear in a pooled merchant account, then be swept to the operating bank account, or be exposed through a provider ledger before withdrawal.

Before going live, have the provider demonstrate where a successful payment appears, when it becomes usable, how pending or failed transactions are marked, and which report matches the bank statement. A customer’s success screen is not by itself a reconciliation record.
Cards have provider-specific settlement
Do not promise customers or staff that card receipts always arrive the same day or the next day. The official sources used here do not establish a single payout schedule for all small merchants and card providers. Your agreement should state settlement days, daily cut-off times, weekend and holiday handling, reserves or delayed-settlement conditions, refund timing and every settlement-related fee.
Questions that expose cash-flow risk
- Is the stated settlement time measured from authorization, capture or batch close?
- Are funds credited to a pooled account first, and when are they swept to the business bank account?
- What happens to a payment marked pending, reversed or failed?
- Are weekends and bank holidays excluded from the stated cycle?
- Can a reserve or delayed settlement apply, and under what written conditions?
- How are partial refunds, full refunds and the related fee entries shown in reports?
Setting up UPI acceptance
NPCI says a merchant must partner with an acquiring bank to enable UPI. It identifies QR, intent, application-based and collect modes. The right choice depends on where the customer starts payment and how your business raises a request.

Ask it to confirm your merchant category, P2PM eligibility, the ₹1 lakh monthly test for QR receipts and the fee treatment for each relevant transaction type.
- Choose the acceptance mode. A static QR display can suit a staffed counter. Intent or application-based flows can fit an app or online checkout. A collect request can suit an invoice or a payment request sent to a known customer. Have the provider explain the exact customer journey and reporting for the selected mode.
- Complete the provider’s onboarding. Obtain the merchant account or pool-account arrangement, written tariff, settlement schedule and support channel before displaying a QR or enabling an integration.
- Verify the assigned QR or credentials. Use the code issued for your merchant account. If you use a physical stand, ensure the printed code remains sharp, unobstructed and readable from the normal customer position.
- Run a controlled test. Make a small payment, confirm the customer and merchant status, check where the funds appear, and match the transaction identifier to the provider report and bank entry.
- Document reconciliation. Decide who checks daily totals, pending items, refunds and settlement differences, and retain the provider’s export or statement according to your accounting practice.

Setting up card acceptance
- Ask for the card schedule before accepting a transaction. Require separate debit, credit and prepaid terms and ask whether domestic, international, network or channel differences apply.
- Choose the channel. In-person sales may use a provider-supplied POS terminal or another approved device. Online sales use a different integration path. Equipment, software and setup requirements are provider-specific.
- Price fixed costs. Get installation, terminal rental, replacement, statement, service and online-integration charges in writing, including taxes or minimums if the provider lists them.
- Confirm settlement mechanics. Record the cut-off, settlement days, weekend and holiday rules, reserve provisions and refund treatment in the operating checklist.
- Test every accepted card category. Make controlled debit, credit and prepaid transactions if those categories are enabled, then verify the fee line and settlement report for each one.
- Train staff on reversals and receipts. Staff should know how the provider labels an approved, declined, reversed or refunded transaction and where to find the transaction reference for customer support.
Compare the written offers, not just the headline rate
| Decision axis | Question for the provider | Why it changes the decision |
|---|---|---|
| Merchant fee | Which UPI MDR category applies to this merchant and transaction? What is the separate debit, credit and prepaid card MDR? | The current UPI framework includes thresholds, exemptions and category exceptions; RBI requires card-fee transparency by category. |
| Other costs | Are there terminal rentals, setup fees, minimums, service charges, statement fees or online-integration costs? | MDR alone does not describe the total cost of acceptance. |
| Settlement | When are funds credited and usable? What are the cut-off, holiday, reserve and sweep rules? | NPCI qualifies immediate UPI credit by the merchant agreement, while card payout timing varies by provider. |
| Acceptance mode | Will customers use QR, a terminal, online checkout, intent or a collect request? | The channel determines equipment, integration work and the customer’s payment steps. |
| Business fit | What share of sales is at or below ₹2,000, above ₹2,000 or above ₹75,000? Which customers expect cards? | Your own sales mix determines effective cost; national transaction averages cannot answer this. |
| Operations | How are refunds, pending payments, failed transactions and daily reconciliation handled? | A method that is cheap but hard to reconcile can create accounting and service work. |
Choosing a practical mix by sales pattern
Low-ticket counter sales
If most payments are at or below ₹2,000, the framework’s zero-MDR treatment for those P2M payments is directly relevant. A QR display can keep the counter simple, but retain another acceptance option if customers regularly arrive with cards or if connectivity and device access make QR inconvenient.
A QR merchant near the ₹1 lakh monthly threshold
Track monthly QR receipts against the P2PM threshold rather than assuming eligibility will continue automatically. Ask the provider how it classifies receipts, when it reviews the threshold and how a change is communicated. The transaction-level 0.4% rule and the P2PM zero-MDR treatment are not interchangeable categories.
Higher-value purchases
For a specified P2M payment above ₹2,000, the stated general rate is 0.4%, with a ₹300 cap at ₹75,000 and above, unless an exception applies. Compare that exposure with the card schedule for the card types your customers use. Calculate both percentage and fixed costs on actual invoice values before choosing a default method.

Online or invoice-led businesses
Ask specifically about UPI intent, application-based or collect flows, online card integration, settlement reports and refund workflows. A static counter QR may not provide the order-level references an online business needs for automated reconciliation.
Businesses whose customers expect cards
Even when UPI is less expensive for a particular transaction, refusing cards can create friction for customers who rely on credit, prepaid balances or card-based expense controls. Model the cost of the card schedule alongside the operational value of serving those customers; do not substitute the dated 0.90% debit-card figure for a current quote.
Common mistakes and how to prevent them
- Calling all UPI “free.” Separate P2P, P2M up to ₹2,000, qualifying P2PM small merchants and specified P2M transactions above ₹2,000.
- Assuming “small business” proves P2PM eligibility. Obtain the provider’s written category and monthly-receipt interpretation.
- Passing MDR to customers. The September 2026 release says MDR is a merchant-side ecosystem charge and directs banks to prevent pass-through.
- Using one blended card percentage. Require separate debit, credit and prepaid terms, plus any channel or card-origin differences.
- Promising a universal card payout date. Put settlement days, cut-offs, holidays and reserves in the contract and staff guide.
- Confusing a QR stand with payment infrastructure. The stand only displays the merchant’s assigned code; it does not provide acquiring or authorization.
- Reconciling from customer screenshots. Match provider transaction IDs, status, fee entries and bank settlement reports.
- Using historical prices as current tariffs. The March 2025 debit-card statement and RBI’s 2017 draft table are context, not a 2026 quote.
Useful scale figures—and their limits
NPCI reported 24,508.96 million UPI transactions worth ₹29,82,355.95 crore in August 2026. Those national totals show the system’s scale, but they do not establish a particular merchant’s fee, settlement speed, eligibility or customer preference. Your own sales ledger and the provider’s written schedule are the relevant inputs.
What to put in the file before launch
- The acquiring agreement and the current UPI category or card-category schedule.
- A written list of MDR, fixed, rental, integration, service and refund-related charges.
- The settlement timetable, cut-offs, holiday treatment, reserve terms and sweep destination.
- The assigned QR or terminal identifiers and the support escalation route.
- A test transaction record showing customer status, merchant status, fee, settlement and reconciliation reference.
- A monthly review of UPI receipts against any ₹1 lakh P2PM threshold and a review of the actual debit, credit and prepaid card mix.
For a small business in India, UPI is often the simplest first acceptance channel because the current framework leaves several common transaction categories at zero MDR and NPCI supports multiple integration modes. Cards remain important when customers expect them, but their economics can only be judged from the acquirer’s unbundled card schedule and settlement terms. Select one or both after measuring the sales mix, not by treating either method as universally free or universally cheaper.
