UPI and RuPay debit-card transactions have had no MDR under the prescribed-mode framework effective 1 January 2020, but that does not make every card type or payment-provider service free. And UPI’s near-real-time payment-system operation is not a guarantee that an aggregator will pay a merchant immediately. Compare the exact methods, charges and payout terms in your provider agreement.
UPI vs card payments for business
The useful comparison is not simply “free versus paid” or “instant versus slow.” Separate the customer’s payment from the merchant’s eventual bank payout, and distinguish card categories rather than treating all cards alike.

| Payment method | What the cited RBI material establishes about merchant charges | What to check with your provider |
|---|---|---|
| UPI | No MDR under the prescribed-mode framework effective 1 January 2020, as recorded in the RBI benchmarking report. RBI benchmarking report | Any separately priced provider service, payout timing, reconciliation and applicable customer-facing charges. |
| RuPay debit card | No MDR under the same prescribed-mode framework effective 1 January 2020. This finding is specific to RuPay debit cards. RBI benchmarking report | Provider service charges and payout terms; do not assume the rule covers other card categories. |
| Other debit cards | The cited material does not establish a current universal merchant MDR. RBI says merchants onboarded by payment aggregators must not pass debit-card MDR to customers or separately charge it in its place; a convenience fee, if levied, is to be disclosed before payment. RBI discussion paper on payment aggregators and gateways | Your acquirer or aggregator’s current schedule, any permitted fees, and how charges are shown at checkout. |
| Credit cards | RBI says it has not issued instructions on levying charges on credit-card transactions; the cited official material does not give one universal current merchant rate. RBI public replies | The provider’s current rate by card type, plus any other applicable charges and payout terms. |
The no-MDR rule for UPI and RuPay debit cards is rooted in the prescribed-mode framework: RBI’s public replies refer to section 10A of the Payment and Settlement Systems Act, inserted by the Finance Act, 2019, and a CBDT notification prescribing UPI under section 269-SU. The effective date recorded in the RBI report is 1 January 2020. These sources do not establish that every service in a payment chain is free.

The cited RBI benchmarking report says MDR shall not be collected on UPI transactions under the prescribed-mode arrangement effective 1 January 2020. The same report applies that treatment to RuPay debit-card transactions. MDR is only one possible component of the cost of accepting payments, so check the agreement for any separately priced services rather than assuming a zero-MDR transaction means a zero-cost provider relationship.

Do not extend the rule to every card
RuPay debit cards are not a stand-in for all debit cards, and debit cards are not a stand-in for credit cards. RBI’s public replies distinguish credit-card charges from the debit-card MDR circular and state that RBI has not issued instructions on credit-card transaction charges. A merchant should verify the applicable rate and fees with its own acquirer or aggregator.
When do UPI payments settle in my bank account?
RBI classifies UPI as a fast payment system. Its system-level description refers to payment-message transmission and final funds being available to the payee in real or near-real time on a near-continuous 24×7 basis. That describes the payment system, not a guaranteed payout schedule from every provider to a merchant’s bank account. RBI benchmarking report

In an intermediary arrangement, a payment aggregator can receive and pool customer funds, then transfer them to merchants after a time lag. The merchant’s contract and operating setup determine when a bank payout is made and how it is reported. RBI discussion paper on payment aggregators and gateways

What happens if a UPI payment is debited but not received by the merchant?
A specific RBI failed-transaction rule applies when the payer’s account is debited but confirmation of the UPI merchant payment does not reach the merchant location. The framework sets auto-reversal within T+5 days; if reversal is delayed beyond T+5, compensation is ₹100 per day. This is a remedy for the specified failed transaction, not the normal payout time for a successful sale. RBI failed-transaction framework

Can a business charge extra for card payments?
RBI’s payment aggregator and gateway discussion paper says debit-card MDR must not be passed on to customers by merchants onboarded by payment aggregators, nor charged separately in its place. It says applicable convenience fees are to be disclosed before payment. This debit-card point should not be extrapolated to credit cards: RBI’s public replies say it has not issued instructions on levying credit-card transaction charges. The cited official material does not establish that customers universally prefer UPI or cards, or provide a comparative satisfaction score. The better choice depends on where and how you sell, which methods your customers can use, and how reliably your staff can verify and reconcile payments.

Online acceptance can involve different participants—including acquiring banks, gateways, aggregators and payment networks—depending on the method. As a result, do not assume that UPI and card payments share the same confirmation, settlement, refund or complaint process. RBI discussion paper on payment aggregators and gateways
How to choose a payment setup
- List the methods you need: Separate UPI, RuPay debit, other debit cards and credit cards rather than asking for one blended “card rate.”
- Request the full price schedule: Ask the acquirer or aggregator to identify MDR and any other provider services or fees separately for each method.
- Confirm payout mechanics: Get the bank-payout timing, cut-offs, reporting format and any differences between payment methods in writing.
- Map exceptions: Ask how uncertain confirmations, failed transactions, refunds and disputes are handled, and what records your staff need to retain.
- Test the checkout path: Review the customer flow and staff confirmation process on the channels where you actually sell.
RBI’s aggregator material describes a payment chain involving merchants, customers’ banks, acquiring banks, gateways and aggregators. The exact parties and responsibilities depend on the arrangement, so the provider agreement—not the general description of UPI or cards—answers what your business will pay and when its funds will be paid out.
