The new merchant discount rate (MDR) framework, announced by the Ministry of Finance, starts October 15, 2026. It does not introduce a general customer fee: MDR applies only to specified merchant transactions, while person-to-person transfers remain free.
UPI volume grew faster than the value of payments
For the first half of FY27—April through September 2026—reported UPI transaction volume reached about 145 billion, compared with 114 billion in the corresponding period a year earlier, a 27% increase. The reported value of those payments rose 20%, to ₹177 lakh crore from ₹148 lakh crore. The figures are attributed to NPCI by the two news reports; they are not a direct quotation from an NPCI dataset in those reports.

The difference matters: UPI processed more transactions, but the total rupee value grew at a slower rate. Transaction count and transaction value describe different kinds of growth and should not be treated as interchangeable measures.
September was slightly lower than August, but daily activity rose
The Times of India reported 24.07 billion UPI transactions in September, down 1.7% from 24.5 billion in August. Transaction value was ₹29.37 lakh crore, down 1.5% from ₹29.82 lakh crore. The same report put average daily transactions at 802 million in September, compared with 791 million in August, noting that August had 31 days and September 30. That monthly comparison alone does not establish a reversal in the half-year growth trend.

Will UPI payments above ₹2,000 now have a charge?
Not every payment above ₹2,000 incurs MDR. Under the Ministry of Finance framework, MDR applies only to specified merchant payments above that amount. The release says payments to merchants up to ₹2,000 remain free, and all person-to-person (P2P) UPI transfers remain free regardless of amount.
MDR is a merchant-side charge within the payment ecosystem, not a fee the policy describes as payable by the customer and not a tax collected by the Government or NPCI. The Ministry says banks have been advised to prevent merchants from passing MDR on to customers, and that UPI application providers are prohibited from imposing platform fees or hidden charges. These are provisions and statements in the Ministry’s September 15 release; they do not independently establish how every merchant or provider will comply in practice.

Which MDR rate applies to a specified merchant payment?
The applicable rate depends on the merchant category and payment amount. These are the rates stated in the Ministry of Finance release for the framework beginning October 15, 2026:

The release describes these rates as applying to specified merchant transactions. It does not make the general 0.4% rate universal across all UPI payments or merchant categories.

Who remains exempt from MDR?
- P2P transfers: All person-to-person UPI transactions remain free, regardless of transaction amount.
- Smaller merchant payments: Merchant payments up to ₹2,000 remain free.
- Qualifying small merchants: Merchants in the P2PM category receiving up to ₹1 lakh per month through UPI QR retain zero MDR on all their transactions, according to the Ministry’s release.
The Ministry estimates that about 96% of merchant transactions will remain unaffected and the framework will apply to about 4%. Those percentages are government estimates stated in the release, rather than independently measured results established by the news reports.

The Ministry presents the framework as a way to support the sustainability of the digital-payment ecosystem while protecting individuals and small merchants. It also says an amount equivalent to 5% of total MDR collections will go to a dedicated small-merchant adoption fund. These describe the policy’s stated rationale and design; they are not evidence that the intended effects have already occurred.
