UPI QR Payments vs. Card Payments: Fees, Settlement and Setup for Indian Merchants

For Indian merchants, neither UPI QR nor cards are automatically the cheaper or faster choice in every case. UPI QR requires merchant onboarding through an acquiring bank, and NPCI says funds reach the merchant pool or bank account immediately after the customer confirms, subject to the merchant agreement. Card charges must be disclosed by card type, while the government has announced new UPI merchant discount rate (MDR) rules scheduled to take effect on October 15, 2026. As of October 13, 2026, those UPI terms are upcoming, not yet in force. Compare written offers against your business category, transaction sizes, settlement terms and equipment needs.

UPI QR and card payments are different acceptance arrangements

A merchant UPI QR code is not simply a bank account number printed on a sign. To accept UPI as a merchant, a business partners with an acquiring bank, which handles onboarding, merchant identification and configuration. NPCI lists QR alongside intent, application-based and collect as merchant UPI modes. QR is the most direct fit for an in-person counter: the customer scans the merchant’s code and confirms payment in a UPI app.

Card acceptance follows a separate acquiring arrangement. A merchant may use a physical point-of-sale (POS) terminal, including mobile POS infrastructure, while QR is digital acceptance infrastructure. The RBI’s card MDR direction requires acquiring banks to explain charges and unbundle MDR for debit, credit and prepaid cards. It does not establish one current card rate that applies to every merchant.

The practical choice is not necessarily “QR or cards.” A merchant can assess both and accept the methods that fit its customers and operations. The comparison should include merchant-side fees, settlement destination and timing, reconciliation, onboarding, category classification and equipment—not just whether a customer can tap or scan.

What merchants should know about UPI MDR on October 13, 2026

The Department of Financial Services (DFS) FAQ dated September 15, 2026 describes a finalized UPI MDR framework scheduled to take effect on October 15, 2026. Because this article is current to October 13, the announced framework is not yet effective on the date stated here. The table summarizes the announced treatment for covered UPI person-to-merchant (P2M) transactions; the merchant’s classification and category can affect which treatment applies.

Covered transaction or merchant case Announced merchant-side MDR Qualification
P2M transaction up to ₹2,000 Zero MDR As described in the DFS FAQ for the framework scheduled for October 15, 2026.
Covered P2M transaction above ₹2,000 and below ₹75,000 0.4% DFS FAQ, September 15, 2026. Confirm that the transaction and merchant are within the covered treatment.
Covered P2M transaction of ₹75,000 or more 0.4%, capped at ₹300 per transaction DFS FAQ, September 15, 2026. The cap applies to the covered transaction amount; at ₹75,000, 0.4% equals ₹300.
Transactions above ₹2,000 in listed essential and thin-margin categories Flat ₹5 The FAQ lists railways, telecommunications, insurance, fuel and agricultural inputs. Verify the business’s assigned category and its application.
Listed capital-market transactions 0.02%, capped at ₹300 DFS FAQ, September 15, 2026. This is a specified category treatment, not a general rate for merchants.
Small merchant classified under P2PM, receiving up to ₹1 lakh per month through UPI QR Zero MDR on all transactions The Ministry of Finance describes this threshold and continuing zero-MDR treatment. Confirm P2PM classification and monthly receipt calculation with the acquirer.

The framework says MDR is a merchant-side charge; customers should not be charged MDR. The Ministry of Finance’s September 15, 2026 release estimates that approximately 96% of P2M transactions will remain unaffected. That figure is the Ministry’s estimate, not a guarantee about an individual merchant’s fees or transaction mix.

For a rough illustration of the announced standard percentage, 0.4% of a covered ₹10,000 payment is ₹40; 0.4% of ₹75,000 is ₹300, where the cap begins to match that percentage calculation. These are arithmetic examples of the announced rate, not a prediction of a particular merchant’s final charge. Special category treatment and merchant classification may change which line applies, and the rules are not scheduled to take effect until October 15.

Do not treat older zero-MDR descriptions as a substitute for this announced transition. Government historical material described a zero-MDR framework for BHIM-UPI and RuPay debit card transactions beginning in January 2020. Separately, the PMO described an incentive scheme for specified small-merchant UPI P2M transactions up to ₹2,000 in FY 2024–25, including a 0.15% incentive for eligible transactions. Those historical details explain earlier policy; they do not establish a current card rate or replace the DFS framework’s stated October 15, 2026 effective date.

Why the merchant’s classification matters

The new treatment is not a single percentage that every QR merchant can apply to every payment. A merchant should get the acquiring bank or provider to confirm in writing its merchant classification, assigned merchant category code (MCC), the applicable category treatment and how the relevant transaction thresholds will be applied. In particular, a small merchant should not assume that receiving less than ₹1 lakh through QR automatically qualifies for P2PM treatment: the Ministry’s description also specifies classification under P2PM.

If a business appears to fit a listed essential or capital-market category, it should ask the acquirer which category has actually been assigned and how that category interacts with the transaction rules. The available policy summary does not establish an individual merchant’s classification. Do not infer a rate from the nature of the shop alone. If onboarding records or the provider’s classification do not seem to match the business, ask for clarification before using the announced rates to forecast costs.

How card fees differ from UPI QR fees

For card acceptance, the RBI’s September 1, 2016 direction requires acquiring banks to make MDR transparent and unbundled across debit, credit and prepaid card categories, using separate agreements or annexes for those categories. It also says banks should educate merchants about charges during acquisition. The direction supports a comparison process, not a universal current card MDR figure.

Ask for the actual written fee schedule offered to your business, separated by card category. Ask the acquirer to identify any additional charges and terms relevant to your arrangement, such as terminal, service or settlement terms, and to show where each appears in the agreement. Do not compare a UPI percentage with an assumed “standard card fee”: a current card quote for your business is needed to calculate the actual difference.

In practical terms, MDR is the merchant discount rate associated with processing; it is not a customer surcharge in the announced UPI policy. The Ministry of Finance stated, “MDR is neither a tax nor a charge collected by the Government or NPCI.” For the merchant, the relevant question is what the acquiring arrangement charges and how the applicable rule or card agreement treats that business—not whether the customer sees a fee added at checkout.

Decision factor UPI QR Cards
Merchant-side processing cost Depends on classification, category, transaction amount and the announced rules’ effective date. Ask how the acquirer will apply the treatment to your account. Use the written MDR schedule for debit, credit and prepaid cards, plus any separate contractual charges disclosed by the acquirer.
Settlement NPCI says receipt is immediate after customer confirmation into the merchant pool or bank account, according to the agreement. The reviewed RBI card direction requires fee transparency but does not establish a settlement timetable for an individual merchant. Confirm timing and destination in the offer and agreement.

When the money arrives—and what “immediate” means

NPCI’s official UPI merchant FAQ answers the question “When will merchant receive the money after UPI transaction?” by saying the merchant receives the funds immediately after customer confirmation into the merchant pool or bank account, according to the agreement. The agreement matters: the FAQ does not promise that every merchant’s funds will appear in the same destination or on identical operational terms.

Before enabling QR, identify whether the agreed destination is a merchant pool or the business’s bank account, which account is involved, and how the provider’s transaction records reconcile with deposits. If the business needs a specific reconciliation process or payout destination, make that a question for onboarding rather than assuming the displayed QR determines it.

The materials available here do not establish a comparable card settlement timetable for a specific business. Ask the card acquirer for the contractual settlement timing, destination, reconciliation method and any conditions or charges attached to settlement. Compare the written card terms with the UPI agreement; do not assume card and UPI funds follow the same schedule.

How to set up UPI QR and card acceptance

  1. Choose an acquiring bank or payment provider and complete merchant onboarding. For UPI, NPCI says the merchant partners with an acquiring bank that supplies the infrastructure. Provide the information the acquirer requires to identify and configure the merchant.
  2. Verify the merchant category and classification. Ask what MCC and merchant classification will be recorded for the business. Get written confirmation of any UPI MDR treatment the acquirer says applies, including relevant thresholds and category rules. This is particularly important ahead of the framework’s scheduled October 15, 2026 start.
  3. Select the acceptance modes that suit the checkout. NPCI lists QR, intent, application-based and collect modes for UPI merchants. For a walk-in counter, ask the acquirer to configure its merchant QR. If considering card acceptance as well, establish what card equipment or integration the acquirer will provide and the associated terms.
  4. Get the card fee schedule by card type. Request separate, clearly explained charges for debit, credit and prepaid cards, as required by the RBI direction. Have the acquirer identify any additional terminal, service or settlement terms in the same written offer.
  5. Confirm where funds go and how to reconcile them. For UPI, verify whether funds enter a merchant pool or bank account under the agreement and how transactions map to deposits. For cards, obtain the settlement destination, timing and reconciliation terms from the acquirer.
  6. Arrange display or equipment only after the acceptance setup is clear. The acquirer-issued QR can be displayed at the counter. A stand is optional display hardware, not a way to create a merchant account or generate a valid merchant QR. Card POS equipment is a separate physical acceptance path; confirm compatibility and any related terms with the provider.

A printed display is a presentation choice, not payment acceptance by itself. If buying a counter stand, use it to show the valid QR supplied through the merchant’s acquirer; buying an accessory does not enroll the business, assign its MCC or replace provider configuration. Similarly, the sources distinguish QR from physical POS infrastructure but do not specify that every merchant needs a dedicated terminal. Ask what the selected workflow requires before committing to hardware.

How to decide whether to accept QR, cards or both

Start with the merchant’s actual sales and operations rather than a general claim that one payment method is cheaper. The relevant cost of UPI depends on the merchant’s eligibility, category and ticket sizes under the announced framework; card costs depend on the business’s quoted schedule by card category and its other contractual terms. Settlement and equipment can also affect the choice.

  • Review monthly UPI QR receipts and classification. If the business may qualify as a small P2PM merchant receiving up to ₹1 lakh monthly through UPI QR, ask the acquirer to confirm both the classification and how the threshold is determined.
  • Map UPI transaction sizes and business category. Estimate how many payments fall at or below ₹2,000, above ₹2,000, or at ₹75,000 and above, and check whether a specified category treatment may apply. Use the merchant’s real transaction mix, not just the maximum cap or headline rate.
  • Review the card mix using actual quotes. Ask for the debit, credit and prepaid MDR applicable to the business. Where customer card usage is material, compare expected charges using the acquiring offer rather than an unsourced universal rate.
  • Check workflow and equipment needs. QR provides a digital acceptance option; POS is physical infrastructure. Consider the checkout process and whether the business needs a terminal or a provider-integrated workflow, then compare the equipment and service terms in writing.
  • Compare settlement and reconciliation requirements. A payment method is only operationally suitable if its agreed destination and reporting work for the merchant’s accounting and cash-flow process. Get those terms from each provider rather than inferring them from how the customer pays.

A merchant that wants more than one acceptance path should compare combined provider offers carefully: confirm what is included for UPI QR and cards, how each fee is calculated, whether their settlement arrangements differ, and what equipment or service commitments apply. No provider or offer is established as best for every merchant; the business’s location, category, transaction mix, volume and written quotes determine the useful comparison.

Questions to put to an acquiring bank or provider

  • What merchant classification and MCC will be assigned to this business, and can you confirm them in writing?
  • For UPI, what MDR treatment applies to this merchant and its transaction categories under the rules scheduled for October 15, 2026? How will you handle the monthly QR threshold and covered transaction amounts?
  • Does the agreement send UPI funds to a merchant pool or directly to a bank account? What are the settlement and reconciliation terms?
  • What are the separate MDR charges for debit, credit and prepaid cards under this offer?
  • Are there separate terminal, service or settlement terms? Please identify each charge and term in the written agreement.
  • Which UPI mode and QR configuration are being provided, and what card terminal or integration is supported?

There is no merchant profile or provider quote that establishes an exact card MDR, terminal price or card settlement schedule for a particular shop. Those figures must come from current written offers for the merchant’s own category and requirements. The Ministry’s quoted policy position is that MDR is neither a tax nor a charge collected by the Government or NPCI; under the announced UPI framework, it is a merchant-side charge, not a customer surcharge.

Frequently Asked Questions

Is UPI QR payment acceptance free for merchants?

Not necessarily under the announced framework. The DFS FAQ says covered P2M payments up to ₹2,000 remain zero-MDR; covered payments above ₹2,000 have a stated 0.4% rate, with a ₹300 cap for transactions of ₹75,000 and above. Listed categories have specified treatment, and eligible small merchants classified under P2PM with up to ₹1 lakh monthly UPI QR receipts are described as retaining zero MDR. These rules are scheduled for October 15, 2026, so confirm the implementation and your account treatment with your acquirer.

When does a merchant receive money after a UPI transaction?

NPCI says immediately after customer confirmation, into the merchant pool or bank account according to the merchant agreement. Check the agreement for the destination, reconciliation process and any provider-specific terms.

Can a merchant charge customers the UPI MDR?

The announced framework describes MDR as a merchant-side charge and says customers should not be charged it. Confirm your own provider’s treatment, but do not present the merchant MDR as a customer fee under these announced rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What card MDR will my business pay?

There is no single universal current rate supported here. RBI requires acquiring banks to disclose and unbundle charges for debit, credit and prepaid cards. Request your own written schedule by card type and review any separate terminal, service or settlement terms.

Do I need to buy a QR stand or POS terminal?

A QR stand is optional display hardware; it does not create a merchant account or provide a valid merchant QR. The acquirer supplies and configures the merchant QR. Card POS is a separate physical acceptance path, so ask the provider what equipment or integration your chosen setup requires.

Should my shop accept UPI QR, cards or both?

That depends on your category, UPI receipt volume and ticket sizes, card mix, settlement needs and equipment requirements. Compare written offers and agreements rather than assuming one method is always cheaper or faster.

The Bottom Line

Bottom line: UPI QR is an acquiring-bank setup, and NPCI says funds arrive immediately after customer confirmation according to the merchant agreement. The announced UPI MDR rules are scheduled for October 15, 2026; at the October 13 research date they are not yet in effect. Card fees must be compared by debit, credit and prepaid category using a current written offer. Ask each provider to confirm classification, charges, settlement, reconciliation and equipment terms before deciding on QR, cards or both.
