UPI QR is not automatically cheaper for every merchant. Under the Ministry of Finance framework described on 15 September 2026, many UPI payments carry zero merchant discount rate (MDR), but specified merchant payments above ₹2,000 can attract MDR. Qualifying small P2PM merchants receiving up to ₹1 lakh per month through UPI QR retain zero MDR on all their transactions. Card acceptance has no single current percentage: the price depends on the card category and your acquiring provider’s written agreement.
For a small Indian shop, the right comparison is the complete cost of each arrangement: applicable MDR, QR or terminal equipment, rentals, setup, settlement and service charges, and which customer payment types are accepted. Use the UPI classification and your provider’s card schedule—not a generic internet percentage—to calculate the answer.

Is UPI QR cheaper than card payments for a merchant?
Often, but only when your UPI transactions fall into a zero-MDR category and the QR arrangement has no separate paid service attached. A general P2M UPI payment above ₹2,000 may attract 0.4% MDR, subject to a ₹300 cap for transactions of ₹75,000 and above. A card transaction may cost more or less than that depending on whether it is debit, credit or prepaid and on the acquiring bank or payment provider’s contract.
The Ministry of Finance’s 15 September 2026 statement estimates that about 4% of merchant transactions would attract MDR and approximately 96% would remain unaffected under the described framework. Those are the Ministry’s estimates, not an independent merchant-cost study. The release does not state a precise operational implementation date, so a merchant should confirm the live schedule with its acquirer before relying on a rate.

How the 15 September 2026 UPI framework classifies merchant payments
UPI pricing depends on the payment relationship and the merchant category. “P2P” means person-to-person payments; “P2M” means person-to-merchant payments; and “P2PM” refers to the small-merchant category described in the Ministry’s statement. A shop should not assume that calling itself small is enough to qualify for P2PM treatment.
| UPI payment or merchant category | Framework treatment described by the Ministry of Finance | Example of the fee calculation |
|---|---|---|
| P2P | Remains free | No merchant MDR applies because this is not a merchant sale |
| P2M up to ₹2,000 | Remains free of MDR | A ₹1,500 customer payment has ₹0 MDR |
| Qualifying P2PM small merchant receiving up to ₹1 lakh per month through UPI QR | Zero MDR on all transactions | The merchant must meet the P2PM classification and monthly-receipts condition; the statement says the exemption covers all transactions |
| Specified general P2M above ₹2,000 | 0.4% MDR, capped at ₹300 for transactions of ₹75,000 and above | ₹3,000 × 0.4% = ₹12; ₹75,000 × 0.4% = ₹300; a larger qualifying transaction remains capped at ₹300 |
| Mutual funds, securities, stockbrokers and dealers | 0.02% MDR, capped at ₹300 | The category and provider’s implementation must be confirmed before applying the rate |
| Named essential or thin-margin sectors, including railways, telecom, insurance, fuel and agricultural inputs, for transactions above ₹2,000 | Flat ₹5 MDR | A qualifying transaction above ₹2,000 is charged the stated flat amount rather than the general 0.4% calculation |
The release describes these as specified categories, not a universal price list for every QR payment. Capital-market payments and other exceptions have separate treatment. Ask the acquiring bank or payment provider to identify your category in writing and explain how it will be applied to your account.
What the ₹1 lakh threshold does—and does not—mean
The ₹1 lakh figure is a monthly UPI-QR receipt threshold for qualifying P2PM small merchants in the Ministry’s statement. It is not a general legal definition of every small business, and it does not allow a merchant to self-certify without the provider’s classification process. A shop collecting more than ₹1 lakh, or a business placed in another merchant category, may not receive the same zero-MDR treatment.
Who is supposed to pay MDR?
The Ministry says banks have been advised to ensure that merchants do not pass MDR to customers. It also says UPI application providers are prohibited from platform fees or hidden charges under the described framework. Treat those as terms of that stated framework; they do not mean that every QR-related service, device or contract is free.
The same statement says MDR is distributed among ecosystem participants and is neither a government tax nor a charge collected by the Government or NPCI. The Ministry’s wording is: “MDR is neither a tax nor a charge collected by the Government or NPCI.” The statement is dated 15 September 2026 and should be read with the category and implementation terms supplied by your acquirer.
Worked examples for a small offline shop
Consider a neighbourhood shop that displays one UPI QR at the counter. The QR image itself does not determine the fee; the transaction amount, merchant classification and provider arrangement do.

Example 1: everyday purchases below ₹2,000
A customer pays ₹850 for groceries. Under the Ministry’s described framework, P2M transactions up to ₹2,000 remain free of MDR. The merchant’s UPI MDR for that payment is therefore ₹0, subject to the payment being processed in the stated P2M framework.

A customer pays ₹3,000 for an appliance. If the payment is a specified general P2M transaction and the merchant is not covered by a zero-MDR P2PM exemption, 0.4% produces an MDR of ₹12. The customer should not be presented with an MDR surcharge under the Ministry’s stated direction to banks.
Example 3: the cap at ₹75,000
For a qualifying general P2M transaction of ₹75,000, 0.4% equals ₹300. At ₹100,000, the uncapped calculation would be ₹400, but the stated cap keeps MDR at ₹300 for transactions of ₹75,000 and above. This is a per-transaction cap, not a monthly cap.
Example 4: a qualifying P2PM small merchant
If the shop is classified as P2PM and receives no more than ₹1 lakh per month through UPI QR, the Ministry’s statement says zero MDR continues across all transactions. That could include a payment above ₹2,000, but the shop must satisfy the category and monthly condition confirmed by its provider.
Example 5: a named thin-margin sector
A qualifying fuel or railway payment above ₹2,000 is described as carrying a flat ₹5 MDR. The shop should not substitute the general 0.4% rate simply because the payment exceeds ₹2,000; the sector classification controls.
What card acceptance costs in 2026
There is no universal current card MDR percentage supported by the available official material. Card pricing varies by card type and acquiring arrangement. A debit-card offer, credit-card offer and prepaid-card offer can have different rates or fee structures.

In its 1 September 2016 direction, the Reserve Bank of India said acquiring banks should clearly unbundle MDR for different card categories and use separate agreements or annexes for debit, credit and prepaid cards. It also required merchants to be educated about charges associated with the different categories. For a current decision, request that same separation in your written quote.
Why old debit-card figures are not a current quote
RBI’s 2017 debit-card circular contained historical caps that varied by merchant turnover and infrastructure. Its table covered QR-based card acceptance as well as physical POS and online acceptance, with rates effective from 1 January 2018. Those figures are historical and must not be presented as today’s debit-card price. They also do not establish credit-card pricing.
Credit-card pricing is especially provider-specific
RBI’s public information response dated 2024 says it has not issued instructions on merchant charges for credit-card transactions. That means this evidence cannot support a “typical” current credit-card MDR, terminal rental, settlement period or chargeback fee. The only reliable number for your shop is the one in the provider’s current written schedule.
MDR versus interchange
RBI defines MDR as the rate charged to a merchant for debit- or credit-card processing. Interchange is a fee paid to the card-issuing bank within the card-payment chain. Interchange is therefore a component of the ecosystem, not automatically the same as the total amount deducted from your settlement.
What to request before signing a card or QR arrangement
Ask for an itemised schedule that identifies every amount and the condition that triggers it. A provider should be able to answer these questions in writing:
- What MDR applies separately to debit, credit and prepaid cards?
- Does the quoted rate vary by domestic or other card category, transaction type or merchant industry?
- Is there a one-time setup fee, terminal or QR-device rental, replacement charge or monthly service charge?
- Are settlement, reconciliation, refund, dispute or chargeback services charged separately?
- Which payment methods does the arrangement actually accept: cards, UPI, or both?
- When does each payment settle, and what event starts the settlement clock?
- Which UPI category is assigned to the merchant, and how is the ₹1 lakh P2PM threshold measured?
- What happens if the merchant’s category or monthly receipts change?
The sources do not establish present-day prices for these line items. Their importance is practical: a low headline MDR can be outweighed by equipment, rental or service charges, while a QR display with no paid service may have a lower fixed-cost burden.

QR display, payment acceptance and equipment are different things
A countertop QR stand or printed display only presents the payment code to customers. It does not onboard the merchant, process a transaction, determine P2PM eligibility or establish MDR. A merchant can buy a physical display, but the fee and eligibility still come from the account and acquiring arrangement behind the code.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesCard acceptance generally involves digital acceptance infrastructure such as a POS or mPOS device, while QR acceptance is an app-based method. RBI material has discussed those infrastructure distinctions, but the available evidence does not establish current equipment prices. Compare the actual hardware, rental and support terms offered to your business rather than assuming one method has no operating cost.

- List your payment mix. Record the proportion of receipts below and above ₹2,000, the largest expected transaction, and whether you operate in a named sector such as fuel, telecom, insurance, railways or agricultural inputs.
- Confirm your UPI classification. Ask the provider whether the account is P2M or qualifying P2PM, how the ₹1 lakh monthly UPI-QR threshold is calculated, and which transactions receive zero MDR.
- Calculate UPI scenarios. Apply ₹0 to covered payments up to ₹2,000, the stated 0.4% and cap to specified general P2M payments, ₹5 to qualifying named-sector payments above ₹2,000, or the relevant 0.02% and cap for the listed capital-market categories.
- Obtain a card-category quote. Require separate debit, credit and prepaid MDR lines and a complete list of rental, setup, settlement and service charges.
- Compare monthly totals, not percentages alone. Multiply each rate by the expected value in that category, then add recurring and one-time contract charges. Keep UPI and card calculations separate so a zero-MDR QR offer is not incorrectly compared with a card rate that includes equipment or support.
- Check the operational date. The Ministry release dated 15 September 2026 does not state a precise implementation date in the opened text. Confirm when your provider applies each category and retain the written confirmation.
- Recheck after growth. A shop that crosses the P2PM monthly threshold, changes industry category or starts accepting larger-value payments should request a fresh classification and schedule.
When accepting both UPI and cards makes sense
UPI can minimise acceptance cost for a merchant that qualifies for zero MDR or handles mostly payments up to ₹2,000. Cards can still matter when customers want to pay by a card category that the QR arrangement does not support, or when the merchant’s card quote is competitive for its actual mix. The decision is not a contest between a QR image and a terminal; it is a choice between complete acceptance arrangements.
A dual setup also makes the comparison measurable. Keep separate settlement records for UPI and cards, note the transaction amount and category, and compare the deductions shown on statements with the written schedules. If a fee appears that is not on the quote, ask the provider to identify its contractual basis before treating it as a normal MDR.
Common mistakes and how to avoid them
Assuming every “small shop” gets zero MDR
The exemption is for qualifying P2PM small merchants receiving up to ₹1 lakh per month through UPI QR. Confirm both conditions. Informal business size or a low-value average bill is not enough.

Applying 0.4% to every UPI payment
The 0.4% rate is described for specified general P2M transactions above ₹2,000. Payments below that amount, P2PM exemptions and named-sector rules require separate treatment.

Using a 2018 debit cap as today’s card price
RBI’s historical debit-card caps were tied to an older circular and effective period. They are not a current quote and cannot be used for credit cards.
Calling the QR service “free” without checking the contract
Zero MDR does not prove that a provider charges nothing for hardware, support, rental, setup or settlement. Request the full schedule.
Adding MDR as a customer surcharge
The Ministry’s statement says banks have been advised to ensure merchants do not pass MDR to customers. Follow the provider’s current implementation guidance instead of adding a separate fee at the counter.

Bottom line for an Indian merchant
Choose UPI QR when your confirmed category gives zero MDR or when your payment pattern is dominated by transactions up to ₹2,000 and the QR arrangement has minimal fixed charges. Price cards from the written, unbundled debit, credit and prepaid schedules supplied by your acquirer; no single current card percentage can be assumed. For many shops, the sensible answer is not “UPI or cards” but a verified QR arrangement plus card acceptance whose total monthly cost and customer coverage justify the equipment.
