Eligible categories can have higher ceilings—up to ₹2 lakh for some categories, up to ₹5 lakh for IPO and Retail Direct Scheme payments, and ₹5 lakh for tax payments—while each bank may impose a lower internal cap. UPI payments are designed to appear instant. If a beneficiary is not credited online, NPCI’s FAQ says the credit may arrive within 48 hours after the beneficiary bank completes daily settlement; that is a conditional delayed-credit statement, not a blanket refund guarantee.
For fees, person-to-person (P2P) transfers remain free for customers. A Ministry of Finance framework dated September 15, 2026 describes merchant-discount-rate (MDR) charges for specified merchant transactions above ₹2,000, but the release does not state an effective date and says merchants must not pass MDR to customers. Confirm the current rule with your bank and payment app before relying on any limit or fee.

UPI limits, fees and timing at a glance
| Question | What the official material establishes | Important qualification |
|---|---|---|
| Standard transaction limit | ₹1 lakh per transaction | NPCI FAQ ceiling; your bank, account, app or category can be lower. |
| Higher limits | Up to ₹2 lakh for some named categories; up to ₹5 lakh for IPO and Retail Direct Scheme payments; ₹5 lakh for tax payments | Only eligible categories qualify, and banks retain discretion to set lower caps. |
| Daily limit | No single India-wide daily amount is established by the cited material | Banks can set 24-hour, transaction-count and risk controls. |
| P2P customer fee | Free | The September 15, 2026 Ministry release says individuals must not be charged to send or receive UPI money. |
| Merchant MDR | Proposed framework for specified P2M transactions above ₹2,000 | It is not a customer fee, and the reviewed release gives no implementation date. |
| Successful payment speed | Normally immediate from the customer’s perspective | Payment initiation, beneficiary credit and interbank settlement are separate events. |
What is the UPI transaction limit?
The standard ₹1 lakh ceiling
NPCI’s UPI FAQ states a standard limit of ₹1 lakh for one transaction. Treat this as the network-level headline ceiling, not a promise that every user can send exactly that amount. A bank can apply a lower account limit, a payment app can enforce its own risk controls, and a transaction can be rejected because its category is not eligible for a higher ceiling.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsCategories with higher ceilings
NPCI’s FAQ lists higher ceilings for particular uses. Some named categories can go up to ₹2 lakh per transaction. IPO applications and payments through the Retail Direct Scheme can go up to ₹5 lakh per transaction under the category rules. These figures describe the maximum permitted by the applicable network rule; they do not turn an ordinary transfer into a ₹5 lakh payment.

The Reserve Bank of India separately announced an increase in the tax-payment limit from ₹1 lakh to ₹5 lakh per transaction. That change applies to tax payments and does not raise the ordinary P2P ceiling. Select the correct biller or merchant category in your app; misclassification will not make a payment eligible for the higher limit.
Verified merchants and bank discretion
NPCI’s August 28, 2025 addendum raises limits in specified categories for verified merchants. “Verified merchant” is therefore a material condition, not a marketing label: a payment to an unverified merchant may remain subject to a lower ceiling. The same circular explicitly leaves member banks discretion to impose internal limits within NPCI’s ceilings. In practice, the usable amount is the lowest applicable limit among the NPCI category, the merchant’s verification status, your bank and account, and the app’s controls.
Is there a daily limit on UPI payments?
There is no single daily UPI amount established for all Indian users by the material cited here. A bank may combine a per-transaction cap with a rolling 24-hour value limit, a maximum number of transactions, or additional controls for a new payee, device, account or unusual activity. Those controls can make your available amount lower than ₹1 lakh even when the transaction itself is ordinary.

Federal Bank’s published information page illustrates this bank-level approach by stating 24-hour and transaction-count restrictions alongside category ceilings. It is an example of one bank’s rules, not evidence that the same numbers apply to other banks. If you need to make several large payments, ask the payer’s bank for both the per-transaction and 24-hour limits, and ask whether the count resets at midnight or on a rolling 24-hour basis.
How do ordinary, merchant and special-category payments differ?
| Payment situation | Relevant ceiling or rule | What to verify |
|---|---|---|
| P2P transfer to another individual | Normally subject to the standard ₹1 lakh per-transaction ceiling and the bank’s lower internal cap | Bank/account limit, daily value limit and transaction count. |
| Ordinary P2M purchase | Normally the standard ceiling unless a specific category rule applies | Whether the merchant is verified and whether the bank supports the amount. |
| Tax payment | RBI-announced limit up to ₹5 lakh per transaction | Correct tax biller/category and the bank’s own cap. |
| IPO or Retail Direct Scheme | NPCI FAQ lists up to ₹5 lakh per transaction | That the payment is routed through the eligible service and supported by your bank. |
| Other named higher-limit category | NPCI FAQ lists up to ₹2 lakh for some categories | The exact category, eligibility and verified-merchant requirement. |
The table’s “up to” figures are ceilings, not guaranteed availability. A failed payment below the headline amount should prompt you to check category eligibility and bank rules rather than repeatedly retrying.
Are UPI payments free?
P2P transfers and customer charges
The Ministry of Finance release dated September 15, 2026 states: “No transaction fee, platform fee or other charge may be imposed on individuals for sending or receiving money through UPI.” In the same framework, P2P payments remain free. A bank or app should not ask the individual sender or recipient to pay a UPI transaction fee under that stated policy.

Merchant MDR is different from a customer fee
MDR is a charge within the merchant-payment ecosystem, generally settled among participating payment providers and the merchant’s acquiring side. It is not the same as a fee added to the customer’s UPI screen. The September release says banks must ensure merchants do not pass MDR through to customers.

Do not interpret ₹2,000 as a customer surcharge threshold. The September 15, 2026 Ministry framework describes MDR for specified merchant (P2M) transactions above ₹2,000 while keeping merchant payments up to ₹2,000 free of MDR. It also says individuals are not to be charged. The release does not state when the framework takes effect, so the rates below should be described as the announced framework unless an authoritative implementation notice confirms that collection has started.
| Covered transaction described by the Ministry | MDR in the announced framework | Customer treatment |
|---|---|---|
| General covered merchant transaction above ₹2,000 | 0.4%, capped at ₹300 for transactions of ₹75,000 and above | Not a customer charge; merchants must not pass it through. |
| Specified essential sectors above ₹2,000 | Flat ₹5 | Not a customer charge under the release. |
| Capital-market transaction above ₹2,000 | 0.02%, capped at ₹300 | Not a customer charge under the release. |
| Merchant payment up to ₹2,000 | No MDR in the described framework | Customer remains free of a UPI transaction charge. |
The Ministry says approximately 96% of merchant transactions are expected to remain unaffected and about 4% are described as subject to MDR. It also reports that P2P transactions represent 70% of total transaction value. These are prospective figures from the September 2026 release, not a guarantee about a particular merchant’s current settlement statement.

How long does a UPI payment take?
Successful online credit
UPI is built for immediate customer-facing processing. In a normal successful transaction, the app shows the payment as successful and the beneficiary’s account is credited within seconds. That visible result is different from the later settlement and reconciliation work performed between banks and payment-system participants.
Initiation, debit, credit and settlement are different events
- Initiated: you approve the transaction and your app sends the instruction.
- Debited: your bank records the outgoing amount, although the beneficiary may not yet show a credit.
- Beneficiary credited: the recipient’s bank posts the money and the recipient can use it.
- Interbank settlement: participating institutions reconcile and settle their positions, which can occur separately from the customer-facing confirmation.
Confusing these stages is why “instant” is sometimes reported alongside a delayed or failed payment. Instant initiation does not create a universal promise that every exception will be resolved immediately.

Conditional delayed credit
NPCI’s FAQ says that when the beneficiary account is not credited online, the beneficiary bank may process the credit and the amount can reach the recipient within 48 hours once that bank completes its daily settlement. The wording is conditional. It does not establish one 48-hour deadline for every failed transaction, chargeback, dispute or refund.

What should you do if money is debited but the recipient did not get it?
- Open the payment app’s transaction history and record the status, date, amount and transaction reference.
- Ask the recipient to check the correct bank account and its statement, not only a notification banner or SMS.
- Do not send a duplicate payment until the first transaction’s status is clear; a delayed credit can otherwise create two successful payments.
- Use the app’s official support path and contact your bank through its official channel, providing the transaction reference and the beneficiary details requested by the bank.
- Keep screenshots, confirmation messages and complaint numbers. If the bank asks you to wait for settlement processing, monitor the status rather than treating a pending entry as a final failure.
No universal refund or reversal deadline is established by the cited official material. Ask the bank for the specific complaint timeline that applies to your transaction status and keep the escalation reference.
Why can a UPI payment fail below ₹1 lakh?
- Lower bank cap: your account’s internal limit may be below NPCI’s ceiling.
- Daily value or count exhausted: earlier payments may have used a 24-hour allowance or transaction count.
- Wrong category: a payment submitted as an ordinary transfer cannot use a tax, IPO, Retail Direct or other special-category ceiling.
- Merchant verification: a higher category limit may require a verified merchant.
- Risk or account controls: a new device, payee, dormant account, KYC issue or unusual pattern can trigger a bank decline.
- Temporary service problem: the payer bank, beneficiary bank, app or UPI infrastructure may be unavailable.
Read the decline message and ask the bank which limit was applied. Repeated retries will not overcome a category or daily cap and can consume additional transaction attempts.
How to check your usable limit before sending
- Identify whether the payment is P2P, an ordinary merchant purchase, a tax payment, an IPO, Retail Direct Scheme payment or another named category.
- Confirm whether the merchant is verified when you are relying on a higher merchant ceiling.
- Check your bank’s UPI settings, help page or customer support for per-transaction, 24-hour value and transaction-count limits.
- Ask whether the bank applies a separate cap to newly added beneficiaries, new devices or particular account types.
- For a large payment, make one planned transfer rather than splitting it into many attempts unless your bank specifically advises otherwise; splitting can hit a count or daily limit.
What has changed, and what remains uncertain?
The RBI’s August 8, 2024 announcement raised the tax-payment ceiling from ₹1 lakh to ₹5 lakh per transaction. NPCI’s August 28, 2025 addendum introduced specified higher limits for verified-merchant categories while preserving bank discretion. The Ministry of Finance issued a fee statement on August 8, 2026 and a more detailed MDR framework on September 15, 2026. Because the later release does not state an effective date, do not assume its MDR rates are already being collected.
UPI limits and bank controls can change. For a time-sensitive payment, check the latest NPCI and RBI notices, the merchant’s category and your own bank’s current terms on the day you pay.
