Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →For most Indian merchants, the deciding question is who handles the customer’s money. A payment aggregator (PA) receives payments, pools them and settles the proceeds to the merchant. A payment gateway (PG) supplies the technology that routes and facilitates payment processing without handling the funds. Those roles can be supplied by different companies, or combined in one arrangement, so the labels alone do not tell you how your money will move.
For UPI acceptance, the National Payments Corporation of India (NPCI) says a merchant partners with an acquiring bank. You then choose the acceptance mode—QR, intent, application-based or collect—and confirm in the contract who performs onboarding, processing, settlement, refunds and support. A UPI-only shop may need an acquiring-bank arrangement rather than a separate, full-stack PA service; a web or app business that wants UPI alongside cards and other methods may prefer a consolidated provider.

The short answer
Choose a payment aggregator when you want one provider to accept payments, receive and pool customer funds, and settle the money to your business. Choose a payment gateway when you already have an appropriate bank or regulated participant handling the funds and you primarily need routing, checkout and integration technology.

NPCI’s official FAQ says: "To enabling UPI system, merchant need to partner with the acquirer bank. Acquiring bank will provide the UPI infrastructure to merchant." The acquiring bank (or a provider acting within that arrangement) onboards the merchant, performs risk and compliance checks, assigns identifiers and enables the selected UPI mode.

| Merchant situation | Usually the practical starting point | Why |
|---|---|---|
| Physical store that only needs a static or dynamic UPI QR | Acquiring-bank UPI acceptance | QR acceptance can be enabled without buying a separate, multi-method checkout stack. |
| Website or app needing UPI plus cards, net banking or wallets | PA-led or consolidated acquiring and checkout arrangement | One integration and one reconciliation flow may be simpler, subject to the provider’s actual coverage and contract. |
| Business with its own bank relationship and payment infrastructure | PG technology connected to the bank or regulated fund handler | The gateway can route transactions while the bank or other participant remains responsible for funds. |
| Merchant selling to customers outside India | Arrangement that explicitly covers cross-border collections | Cross-border payment-aggregator (PA-CB) rules can apply separately from domestic UPI arrangements. |
Do not assume that a company called a gateway never touches funds, or that every UPI merchant must sign up for a PA. Read the fund-flow and settlement clauses and identify the legal entity that is contractually responsible for your money.
What “payment gateway” and “payment aggregator” mean under RBI guidance
The Reserve Bank of India’s March 17, 2020 Guidelines on Regulation of Payment Aggregators and Payment Gateways draw the operational line at fund handling. The definitions below describe that distinction; later RBI directions and amendments may change detailed obligations, so use the current framework when checking a provider.
| Point | Payment aggregator (PA) | Payment gateway (PG) |
|---|---|---|
| Core function | Enables merchants to accept payment instruments without each merchant building a separate integration, connects merchants with acquirers, receives customer payments, pools them and transfers the proceeds after the agreed period. | Provides technology infrastructure that routes and facilitates an online payment. |
| Handling of customer funds | Receives and holds or pools funds for settlement to merchants. | Does not handle funds as part of its technology role. |
| Typical relationship | Interfaces with merchants and acquiring participants and is responsible for the contracted settlement process. | Acts as a technology provider or outsourcing partner of a bank or non-bank participant. |
| RBI treatment in the 2020 guidance | Non-bank PAs require RBI authorization under the Payment and Settlement Systems Act, 2007. Bank PAs provide the service as part of their normal banking relationship and do not need separate authorization under that guidance. | The circular sets baseline technology recommendations; a PG is not automatically a PA merely because it appears in a checkout. |
The legal substance is more important than a product name. If a service receives, pools or settles your customer funds, examine it as a fund-handling arrangement. If it only supplies APIs, hosted checkout or routing while another regulated participant handles the money, its role is closer to a PG.

The acquiring bank is the UPI entry point
NPCI describes the acquiring bank as the party that provides UPI infrastructure to the merchant. During onboarding, the acquiring side carries out compliance and risk assessment, creates merchant identifiers and configures UPI. It also supplies or confirms the merchant category code (MCC), which identifies the nature of the business for processing and risk controls.
Your contract may place the merchant-facing work with a PA, a bank, a gateway or a technology partner, but ask which acquiring bank is behind the UPI service and which entity is responsible for settlement. The answer determines where KYC documents go, who can suspend the account, and whom you contact when a payment is missing.

QR acceptance
A QR arrangement lets a customer scan a merchant-presented code in a UPI app. It is suited to a counter, invoice, delivery vehicle or other physical point where the payer can scan. Confirm whether the QR is static or dynamic, how the amount and order reference are carried, and where successful payments appear for reconciliation. A QR display stand can make a code visible, but it is only a presentation aid; it does not create a UPI relationship or replace bank onboarding.
Intent
Intent sends a customer from a mobile website or app to an installed UPI app with the payment details prefilled. It can reduce manual entry on supported devices. Test the return path, cancellation handling and what happens when several UPI apps are installed, because those implementation details are provider-specific.
Recommended Free Tools
Application-based integration
An application-based integration embeds UPI payment initiation in a merchant’s mobile application through the provider’s approved software interfaces. It is appropriate when the business controls its own app experience and needs order status, retries and payment confirmation tied to an internal order ID.
Collect
Collect asks the customer’s UPI app to approve a payment request, often using a virtual payment address or other identifier. It may suit an invoice or assisted-sale flow, but the customer must actively approve the request and the merchant needs a reliable way to match approval, expiry and rejection events to the order.
NPCI lists QR, intent, application-based and collect as merchant UPI integration modes. Availability, user experience, transaction limits and implementation requirements depend on the acquiring arrangement and provider documentation.

Match the arrangement to your sales channel
| Need to solve | Questions to ask | Likely implication |
|---|---|---|
| Counter or field collection | Can the acquiring bank issue the required QR? Is a static code sufficient, or do you need order-specific dynamic QRs? | A direct UPI acquiring setup may be adequate; a full PA checkout is optional unless you need other methods or centralized controls. |
| Mobile checkout | Does the provider support intent and application-based flows, return URLs, deep links, callbacks and failed-payment retries? | Prioritize a tested mobile integration and clear transaction-status APIs. |
| Web checkout | Do you need UPI together with cards, wallets or net banking? Can one integration reconcile all methods? | A consolidated PA or gateway stack can reduce engineering work, but verify which participant handles settlement for each method. |
| Invoices and payment requests | Does collect support expiry, reminders, partial or duplicate requests, and a dependable webhook or report? | Choose the mode that gives your accounts team an unambiguous order-to-payment match. |
| International sales | Is the service authorized and contracted for import or export payment flows, and in which countries and currencies? | Check PA-CB scope separately; domestic UPI approval alone is not evidence of cross-border permission. |
A practical selection process
- List every acceptance point. Write down stores, invoices, website, Android or iOS app, marketplaces and international checkout. Mark whether each needs QR, intent, application-based or collect.
- List the payment methods you actually need. Separate UPI from cards, wallets, net banking and any other instrument. Do not pay for a bundled method you will not use, but do not assume a UPI-only integration will later cover cards without a new contract and technical project.
- Draw the money flow. From the customer’s account, identify the acquiring bank, any PA, the account in which funds are pooled, the settlement account and the expected settlement event. Ask who is legally responsible if a transaction is reversed or a settlement is delayed.
- Confirm the merchant identity and MCC. Ensure the legal name, tax details, bank account and business category in onboarding documents match the entity that will receive settlement. Ask how a change of business model or product category is handled.
- Compare integration and operational features. Check APIs or hosted pages, test and production credentials, webhooks, idempotency, status queries, exports, refund APIs, role-based access and incident contact paths. Get limits and maintenance procedures in writing.
- Read the commercial schedule. Compare applicable fees, taxes, payout timing, reserves or holds, refund treatment, chargeback or dispute handling, minimums and termination terms. Current pricing is provider- and contract-specific; there is no universal UPI gateway or PA price to rely on.
- Verify regulatory status. For a non-bank PA, verify the current RBI authorization of the legal entity named in your agreement. If the arrangement is cross-border, confirm the separate PA-CB position and permitted activity before launch.
What happens to the money after a UPI payment
NPCI states that a merchant receives funds immediately after customer confirmation into the merchant pool or bank account according to the agreement. “Immediately” in that statement does not guarantee that every provider credits your usable bank balance at the same moment: the contract may define a merchant pool, a later settlement batch, a reserve or a reconciliation step.
Ask for a written timeline with each event:
- customer authorization and the UPI success response;
- the transaction appearing in the provider or acquirer dashboard;
- credit to a merchant pool or nodal account, if applicable;
- release to your bank account;
- treatment of reversals, refunds, failed callbacks and disputed transactions.
Your accounting system should store the merchant order ID, UPI transaction reference, amount, timestamp, status, refund reference and settlement reference. Reconcile both successful orders and money received; a dashboard count alone cannot prove that a payout reached your bank.
Onboarding, KYC and risk checks
NPCI describes merchant onboarding as including compliance and risk assessment. Expect the acquiring bank or provider to request information such as the legal business name, constitution, address, bank account, tax details, beneficial-owner information and a description of goods or services. The exact document list varies by entity type and risk category.
Business-category accuracy matters. An incorrect MCC can trigger additional review, restrict a payment mode or create reporting problems. Tell the provider about subscriptions, marketplaces, digital goods, regulated products, donations or other activity that may require special controls instead of selecting a generic category to accelerate approval.
Before going live, establish who can pause transactions, what notice is provided, which documents are needed to restore service and how a genuine customer payment is handled during a risk review. Keep a second payment or order-confirmation procedure for operational continuity, but do not ask customers to pay twice when a status is uncertain.

Commercial and support questions that belong in the contract
Ask for answers that are specific to your legal entity, channel and plan rather than relying on a sales page:
- Which payment methods and UPI modes are enabled in production, and are any restricted by MCC, geography or device?
- Who owns the customer-funds account and who signs the settlement report?
- What are the ordinary payout schedule, cut-off times, bank holidays and exceptional holds?
- How are refunds initiated, how long can they take, and how are partial or multiple refunds represented?
- Who handles a customer dispute, a UPI reversal, a duplicate debit or a missing callback?
- Which reports contain gross amount, fees, taxes, refunds, reversals and net settlement, and can they be exported?
- What support channel is available during an outage, and what information must your team provide for an investigation?
- What happens to unsettled funds, credentials and data when either party terminates the agreement?
The reviewed official material establishes the broad PA and PG roles, not current provider-by-provider fees, service-level guarantees or method coverage. Obtain those details directly and retain the version of the schedule that you accepted.

The 2020 RBI guidance says a non-bank PA requires authorization under the Payment and Settlement Systems Act, 2007. It treats bank PAs as providing the service within their normal banking relationship and describes PGs as technology providers or outsourcing partners. These statements are the foundation of the PA-versus-PG distinction, not a complete checklist for 2026 compliance.
RBI identified a newer Master Direction on Regulation of Payment Aggregator (RBI/DPSS/2025-26/141) for 2025–26. Because detailed requirements can be amended, verify the current direction, applicability and transition provisions before relying on older authorization, capital, escrow or governance descriptions.

RBI’s October 31, 2023 framework for Payment Aggregator–Cross Border (PA-CB) separately covers entities facilitating online import and export payments. A merchant collecting from overseas customers should confirm whether its provider and flow fall within that framework; do not infer cross-border permission from a domestic UPI setup.

Common mistakes and how to avoid them
- Treating the labels as interchangeable: inspect the fund-flow clause and the name of the settlement-responsible entity.
- Assuming UPI requires a separate PA: start with the acquiring-bank requirement and add a PA only when its consolidated acceptance, settlement or operational services solve a real need.
- Choosing a mode before mapping the channel: QR, intent, application-based and collect serve different physical, web and mobile journeys.
- Promising a payout date to customers without a contract: distinguish UPI authorization from credit to your bank account.
- Ignoring reconciliation: require transaction and settlement references, refund records and downloadable reports before launch.
- Using an inaccurate business category: disclose the actual goods, services and sales model so the acquiring side can assign the appropriate MCC and controls.
- Assuming domestic approval covers international payments: check PA-CB obligations and the permitted countries and currencies separately.
- Relying on an old compliance summary: review the current RBI directions and the exact legal entity in the agreement.
Three example decisions
Local retailer with one counter
The retailer sells in person, needs a QR at the register and has no website. It should begin by asking an acquiring bank for UPI onboarding, merchant identifiers and the desired QR type. A PA could still be useful for consolidated reporting or additional payment methods, but it is not automatically necessary just to display a UPI code.
Online seller with a mobile app and website
This business needs UPI on web and mobile, plus cards and possibly other methods. It should compare consolidated PA and gateway arrangements, test intent and application-based flows, confirm the acquiring bank, and design reconciliation across all methods. The contract must state whether the provider or another participant receives and settles each payment type.
Exporter taking overseas orders
The exporter needs a provider that explicitly supports the intended import or export flow. It should verify PA-CB applicability, currencies, countries, settlement accounts, refund routes and documentation before enabling checkout. A domestic UPI agreement is not enough evidence that the cross-border collection is permitted.
Pre-signing checklist
- Acceptance channels and required UPI modes are written down.
- Acquiring bank and every fund-handling legal entity are identified.
- Settlement account, timing, holds and reversal treatment are documented.
- Merchant legal name, bank details, business category and MCC are correct.
- Production support, outage escalation and refund ownership are clear.
- Reports include transaction, refund and settlement references needed for reconciliation.
- Fees, taxes, reserves, dispute costs and termination treatment are in the signed schedule.
- Current RBI authorization or banking basis has been verified for a non-bank or bank PA, as applicable.
- Cross-border permissions have been checked separately if customers or funds are outside India.
- Technical tests cover success, failure, timeout, duplicate request, reversal, refund and delayed callback cases.
Make the choice from the fund flow, not the product name
A merchant that only needs UPI at a physical counter can often work directly through an acquiring-bank arrangement. A merchant that wants one checkout for UPI and several other methods may value a PA’s consolidated onboarding and settlement, while a business with its own regulated fund handler may need only PG technology. In every case, select the UPI mode that fits the sales channel, verify the current regulatory position and sign only after the fund flow, payout terms, support duties and reconciliation data are unambiguous.
