UPI Payment Charges in India (2026): Who Pays MDR and When Fees Are Allowed

For a normal UPI payment debited from a bank account, the customer should not pay a transaction fee, and a merchant should not add ordinary UPI MDR to the bill. RBI explains that section 10A of the Payment and Settlement Systems Act bars a bank or system provider from charging a person making or receiving payment through prescribed electronic modes, including UPI. The Government also directed that MDR not be collected on UPI transactions from 1 January 2020. The answer changes when UPI is funded by a RuPay credit card or a pre-sanctioned credit line, because those products follow separate pricing rules.

Are UPI payments free?

In India, the standard case is a bank-account UPI payment: you scan or enter a UPI ID, select a linked bank account, approve the transaction, and the exact payment amount is debited. Your bank or UPI system provider should not add a UPI transaction charge to either the person paying or the person receiving.

That protection comes from section 10A of the Payment and Settlement Systems Act, 2007, inserted through the Finance Act, 2019. In a response published on 7 June 2022, the Reserve Bank of India (RBI) stated that, with effect from 1 January 2020, no bank or system provider may impose, directly or indirectly, a charge on a person making or receiving a payment through an electronic mode prescribed under section 269-SU of the Income Tax Act. The Central Board of Direct Taxes (CBDT) notified UPI, described as BHIM-UPI, as one of those modes on 30 December 2019.

RBI separately records the Government direction that MDR must not be collected for transactions put through UPI and RuPay debit cards from 1 January 2020. Therefore, a shop cannot normally describe a routine bank-account UPI payment as an MDR cost and add it to your bill.

“Free” does not mean every product reachable from a UPI app has identical pricing. The funding source matters. PPI balances, RuPay credit cards linked to UPI, and pre-sanctioned credit lines have their own operating and pricing provisions.

What MDR means—and what it does not mean

MDR is a merchant-side payment cost

MDR means Merchant Discount Rate. It is a fee associated with accepting a digital payment and is handled among participants such as the acquiring bank, issuing bank, card or payment network, and payment-service providers. It is not automatically a fee that a consumer may be charged merely because a UPI QR code was used.

For ordinary bank-account UPI, the Government’s no-MDR direction means the merchant-side MDR is not to be collected for that transaction type. A merchant may still have other business expenses, such as equipment, rent, accounting, or a service contract, but those expenses do not turn a normal UPI payment into a customer MDR charge.

MDR is different from a separately named fee

A checkout screen or invoice might show terms such as “convenience fee,” “platform fee,” or “service charge.” The label alone does not establish whether the charge is lawful or applicable. Ask what funding source was used, who imposed the amount, and what contract or product terms authorize it. A merchant or provider should not relabel ordinary UPI MDR as a customer fee and present it as unavoidable.

UPI funding source What the customer-charge rule says MDR or pricing position Can a universal current rate be stated?
Linked bank account RBI’s section 10A explanation covers the person making or receiving payment; a bank or system provider should not impose a charge for the prescribed electronic mode. Government direction says MDR is not to be collected for UPI transactions from 1 January 2020. No routine UPI transaction fee should apply; no universal customer rate is needed.
PPI balance used through UPI NPCI’s FAQ says customers or PPI holders do not pay charges for UPI transactions from a PPI balance, and receiving UPI transactions from PPIs does not incur a customer charge. The FAQ addresses the customer charge; it should not be confused with credit-funded UPI. The cited FAQ does not provide a universal rate for every PPI business arrangement.
RuPay credit card linked to UPI This is credit-funded, not ordinary bank-account UPI. Applicable product and network pricing must be checked. NPCI’s 2022 operating circular discusses interchange and reimbursement and specifies nil MDR for a defined small offline merchant category for transactions up to ₹2,000. No single current rate applies to every card, merchant, or transaction on the available evidence.
Pre-sanctioned credit line on UPI Pricing depends on the credit-line product and its terms. NPCI’s Reserve Pay addendum dated 8 October 2025 says applicable extant pricing continues for successful financial transactions funded by RuPay credit cards or pre-sanctioned credit lines, as applicable. No universal current rate can be quoted.

Ordinary bank-account UPI: the rule in practice

What the customer should see

If you pay ₹850 from a linked savings account, the expected debit is ₹850. A separate line from your bank or UPI provider labelled UPI fee, transaction fee, or MDR would not fit the ordinary no-charge rule described by RBI. The recipient should receive the payment without a customer-facing UPI receipt charge under the same prescribed-mode protection.

What the merchant should do

A merchant accepting ordinary UPI should quote the price of the goods or service, accept the payment, and not add an MDR surcharge simply because the customer selected UPI. The Government’s direction is about the collection of MDR for UPI; it is not permission to pass that amount to the customer under another name.

Why the amount can look different from the invoice

Check whether the apparent extra amount is actually a tip, a donation, a late-payment amount, a delivery or booking fee, a tax, or a separate service selected before payment. Those items are not the same as a UPI transaction charge. The invoice should identify the item clearly instead of presenting a normal UPI payment as a fee-bearing payment method.

PPI-funded UPI payments

A prepaid payment instrument (PPI) is a stored-value balance issued under the applicable payment-system framework. Some UPI experiences allow a customer to pay from that balance rather than directly from a bank account.

NPCI’s FAQ states that customers or PPI holders do not pay charges for UPI transactions from a PPI balance. It also states that receiving UPI transactions from PPIs does not incur a customer charge. This answers the customer-facing question for the PPI case, but it should not be stretched to describe every credit product connected to UPI.

If a PPI transaction shows a fee, first confirm that the money came from the PPI balance and not from a linked credit card or credit line. Save the transaction reference, the debit description, and the PPI provider’s fee explanation. Raise the issue with the PPI issuer or app provider and ask it to identify the contractual basis for the amount.

UPI using a RuPay credit card or credit line

Why credit-funded UPI is different

When a UPI payment is funded by a RuPay credit card or a pre-sanctioned credit line, the transaction is drawing on credit rather than the customer’s bank-account balance. Network and issuer pricing can therefore apply even though the payment is initiated inside a UPI interface.

NPCI’s 2022 RuPay credit-card operating circular discusses interchange and reimbursement arrangements involving participating banks and payment-service providers. It specifies nil MDR for a defined category of small offline merchants for transactions up to ₹2,000. That threshold belongs to the category and conditions described in the circular; it is not a universal UPI rule saying that every payment of ₹2,000 or less is free, nor does it establish that every merchant falls within the category.

NPCI’s Reserve Pay addendum dated 8 October 2025 says applicable extant pricing continues for successfully executed financial transactions funded by RuPay credit cards or pre-sanctioned credit lines, as applicable. The available official material does not provide one current rate schedule covering every card, issuer, merchant category, and transaction. Do not rely on a generic percentage copied from an old article.

How to check a credit-linked charge

  1. Open the transaction details and identify the selected account or instrument. Look for the card name, credit-line label, or “pay later” indicator.
  2. Read the card, issuer, or credit-line fee schedule for UPI transactions and the merchant-category exclusions.
  3. Check the merchant receipt separately. A network or issuer charge is not automatically authority for a shop to add an MDR line to an ordinary customer bill.
  4. If the amount is unclear, ask the issuer, UPI app, or merchant acquirer which rule produced it and whether the transaction qualified for any nil-MDR category.

Can a shop charge extra for UPI?

For a normal bank-account UPI payment, a shop should not add ordinary UPI MDR to the customer’s bill. RBI’s section 10A explanation protects a person making or receiving payment through the prescribed electronic mode, and the Government’s direction says MDR is not to be collected for UPI transactions from 1 January 2020.

Credit-linked transactions require more care. A RuPay credit-card or pre-sanctioned-credit-line payment may be governed by applicable network and product pricing. That does not make every surcharge legitimate, and the available material does not establish a universal permission for merchants to add a percentage to any UPI purchase. Request an itemised bill and identify whether the payment was account-funded or credit-funded.

If a merchant refuses a discount offered for cash or adds a charge only when you choose UPI, do not assume the line is MDR without evidence. Record the displayed price, the final invoice, the payment instrument, and the transaction reference. Those details let your bank, issuer, UPI provider, or the merchant’s acquiring provider determine what happened.

Why was I charged for a UPI transaction?

Use this sequence before concluding that the no-charge rule was breached.

  1. Identify the funding source. Confirm whether the debit came from a bank account, PPI balance, RuPay credit card, or pre-sanctioned credit line. The UPI logo on the screen does not identify the source by itself.
  2. Separate payment from fee. Compare the amount you authorised with the amount debited. A higher total may include a tax, delivery amount, tip, donation, or another item selected at checkout.
  3. Read the statement description. Note whether the extra line came from your bank, the UPI app, the PPI issuer, card issuer, credit-line provider, or merchant.
  4. For bank-account UPI, challenge a provider fee. Tell the bank or system provider that the payment was an ordinary UPI transaction and ask why a charge was imposed on a person making or receiving payment under section 10A.
  5. For PPI payments, contact the PPI issuer. NPCI’s FAQ says customers or PPI holders do not pay charges for PPI-balance UPI transactions. Supply the reference number and request a written explanation or reversal where appropriate.
  6. For credit-funded payments, check product terms. Ask the card or credit-line provider for the applicable pricing and whether the transaction was successful and eligible under the relevant merchant category.
  7. Keep evidence. Save the receipt, transaction ID, date, amount, screenshots, and the provider’s response. These records prevent a bank-account payment from being confused with a credit-linked transaction.

What merchants need to know about MDR

Receiving ordinary UPI

For bank-account UPI, the Government’s direction means MDR is not to be collected for the transaction. A merchant should reconcile the amount received with the sale and avoid adding a customer-facing MDR line to a standard UPI invoice.

Accepting credit-linked UPI

If a merchant accepts RuPay credit-card or pre-sanctioned-credit-line payments through UPI, it should obtain the current terms from its acquiring bank or payment-service provider. The relevant category, transaction value, instrument, and successful-execution conditions can matter. The ₹2,000 nil-MDR provision in the 2022 NPCI circular applies to the defined small offline merchant category described there, not to every merchant.

Training counter staff

Staff should ask which payment option the customer selected only when a checkout system requires that information; they should not guess from the QR scan alone. The receipt should show the sale and any legitimate separately priced item, rather than an unexplained “UPI charge.”

Is a QR-code stand required?

No. A QR stand is optional merchant display equipment. NPCI’s merchant QR material supports scan-and-pay acceptance, but it does not make a physical stand mandatory and does not require a merchant to buy a particular accessory. A printed or displayed QR code can serve the acceptance purpose if it is provided through the merchant’s approved UPI arrangement.

For customers, the absence of a stand has no effect on whether a normal bank-account UPI payment should be free. The relevant questions remain the funding source and the fee shown in the transaction record.

Important dates and what each one establishes

Date Event Practical significance
30 December 2019 CBDT notified UPI (BHIM-UPI) as a prescribed electronic mode under the relevant Income Tax Act provision. UPI was brought within the prescribed-mode framework referenced in RBI’s section 10A explanation.
1 January 2020 Section 10A treatment became effective, and the Government direction on no MDR collection for UPI and RuPay debit-card transactions took effect. The ordinary bank-account UPI customer should not be charged a transaction fee, and routine UPI MDR should not be collected.
2022 NPCI issued its RuPay credit-card-on-UPI operating circular. It described interchange and reimbursement and included nil MDR for a defined small offline merchant category up to ₹2,000.
7 June 2022 RBI published its explanation of section 10A and the prescribed UPI mode. It provides the clearest institutional wording on charges imposed on a person making or receiving payment.
8 October 2025 NPCI issued a Reserve Pay addendum. It states that applicable extant pricing continues for successful transactions funded by RuPay credit cards or pre-sanctioned credit lines, as applicable.

A practical checklist

  • For a bank-account UPI payment, expect the authorised amount only.
  • Check the selected funding source before disputing a charge.
  • Do not treat a ₹2,000 threshold as a universal UPI rule; it belongs to a defined NPCI merchant category for RuPay credit-card transactions.
  • Ask for an itemised receipt when a shop adds a fee.
  • Use the bank, PPI issuer, card issuer, credit-line provider, or UPI app that actually posted the charge as your first complaint point.
  • Keep transaction IDs and screenshots until the explanation is resolved.
  • Merchants should obtain current acquiring terms instead of relying on an old MDR percentage.

These rules and distinctions reflect official material available through 13 October 2026. RBI, NPCI, banks, and issuers can amend operating terms, so a credit-linked transaction should always be checked against the current product and merchant agreement.
