The Ministry of Finance announced revised merchant discount rate (MDR) rules on 15 September 2026, with a provider guide identifying 15 October 2026 as the start date. As of 4 October 2026, that date is still upcoming: confirm implementation and your merchant classification with your bank or acquirer. MDR is separate from any gateway or platform fee charged under a provider contract, so a zero-MDR payment is not automatically fee-free when processed through a gateway.
What UPI MDR is announced to be
The Ministry of Finance’s 15 September 2026 release sets out the following announced MDR treatment for India. These are network-level merchant charges, not a single tariff that every QR or gateway provider necessarily bills in the same way. The provider guide identifies 15 October 2026 as the start date; check the official implementation notice and your acquirer before treating the revised rates as active for your transactions.

The 0.4% examples in Cashfree’s guide illustrate the arithmetic: ₹3,000 produces ₹12 MDR, ₹10,000 produces ₹40, and the ₹300 cap is reached at ₹75,000. They are calculations using the announced rate, not a quote for your account or a complete gateway invoice. The Ministry estimates that about 96% of P2M transactions remain unaffected and that MDR applies to about 4% of merchant transactions; those percentages are the Ministry’s estimates, not an independent audit. The Ministry says MDR is neither a government or NPCI tax nor a charge on customers. It is a merchant-side charge within the payment ecosystem, and the release says banks have been advised to prevent it being passed through to customers. Ministry of Finance release.

Why a zero-MDR QR payment can still have a fee
MDR and gateway pricing are different parts of the cost. MDR is the applicable merchant acceptance charge under the announced framework. A payment gateway may separately charge for its services, such as hosted checkout, plugins, SDKs, dashboards or reporting. Cashfree explicitly describes its platform fee as separate from payment-instrument charges. Razorpay’s guide also distinguishes gateway fees from network MDR, but the provider’s exact current tariff is not established by that guide.
Ask the provider or acquirer for a written, transaction-level settlement example for your business category, payment method and order value. Have it identify the MDR, platform fee, applicable taxes, settlement charges, any recurring or mandate charges, and how refunds are handled. Also ask whether a stated promotion covers only the provider fee or affects any other charge, and how each deduction will appear on the settlement statement. Choose between an in-person QR and a gateway by how you take payments

- Confirm when the revised framework applies. The Ministry announced it on 15 September 2026; Cashfree’s guide names 15 October 2026 as the start date. Since that date is upcoming as of 4 October 2026, ask your bank or acquirer for the applicable implementation notice and effective date. Ministry release; Cashfree framework guide.
- Get your merchant category confirmed in writing. If you expect the qualifying small-P2PM treatment, confirm both your classification and how the monthly QR-receipt condition is assessed; do not infer eligibility from being a small shop or using a QR code.
- Separate each charge on the quote. Request the MDR, provider/platform fee, taxes, settlement charges and any recurring or mandate charges as separate line items, with refund treatment explained.
- Compare your actual payment mix. Use representative transaction values and methods, including the split between in-person QR and online checkout, and ask for the expected settlement calculation for each.
- Read promotion conditions. Confirm qualifying status, covered payment methods, exclusions, end date or remaining offer period, and tax treatment rather than treating a headline rate as a permanent total price.
- Check operational fit as well as price. Compare the features you need for integration, links or QR, reconciliation, reporting, settlement timing, support and refunds. Published feature lists alone do not establish service quality or success rates.
