As of 8 October 2026, the UPI merchant discount rate (MDR) framework was still scheduled to start on 15 October 2026. On that day, news reports said requests had been made to postpone the start to 1 January 2027. The reporting did not establish a final decision from NPCI or the government, so the deferral should be treated as a proposal under consideration rather than a confirmed change. Shares of Paytm parent One 97 Communications, Pine Labs and MobiKwik were reported lower the same day.
What is confirmed and what is still only proposed
The fastest way to read this story is to separate official government statements from the news reports about timing. The two classes answer different questions.

| Planned MDR start of 15 October 2026 | Cited in the 8 October reporting as the planned start; not established as a final implementation date | News reports, 8 October 2026 |
| Requested deferral to 1 January 2027 | Reported as a request under consideration by NPCI; no final confirmation found | News reports, 8 October 2026 |
| Consumer and person-to-person UPI payments remain free | Stated government position | Ministry of Finance statement, 8 August 2026 |
| MDR is neither a tax nor a charge collected by the Government or NPCI | Stated government clarification | Press Information Bureau (PIB) clarification, 15 September 2026 |
Read the table as a timeline with two layers. The government’s fee boundaries have been published in official statements. The date change is still a matter of reporting, and no official notice setting 1 January 2027 had been identified in that coverage.

Reports attributed the requests to merchant bodies, fintechs and payment companies. The reasoning described in coverage was to avoid introducing the change during the festive season and to give merchants and the wider payments ecosystem more time to adjust. That reasoning comes from reports and from sources familiar with the discussions, not from an official explanation published by NPCI or the government.

Who would pay MDR, and who would not
MDR is a merchant-side concept. Most of the confusion around UPI charges comes from treating it as a fee on the person paying at a shop or sending money to a friend. The Ministry of Finance’s 8 August 2026 statement drew that line in four points:
| Transaction type | Position in the government statement |
|---|---|
| Consumers making UPI payments | Will not face any transaction charges |
| Person-to-person (P2P) transfers | Remain free |
| Most UPI merchant transactions | Remain free |
| A limited set of merchant transactions above a certain threshold | The only category where MDR could apply, if charges are introduced |
The reporting cited does not state the threshold value. The statement also said the NPCI-headed UPI and Services Steering Committee would decide on any MDR only after Parliament passed the proposed amendment. The PIB clarification of 15 September 2026 added that MDR is “neither a tax nor a charge collected by the Government or NPCI,” and that customers would not be charged for the payments it described.

Business Standard reported declines in Paytm’s parent One 97 Communications, Pine Labs and MobiKwik on 8 October 2026. Other outlets gave different percentage moves for the same stocks. Those differences usually reflect the measurement point, such as an intraday low, the time of observation or the closing price, so no single percentage should be treated as definitive.
The move is best understood as a reaction to uncertainty about timing. The reports linked the declines to the possibility of a later start, not to a confirmed change in the fees payment companies can charge.
How to check whether the deferral becomes official
- Look for a formal NPCI notice or circular that states an effective date for UPI MDR. A notice naming 1 January 2027 would be the first official confirmation of the deferral.
- Check for a decision by the UPI and Services Steering Committee. The Ministry of Finance said this committee would make the MDR decision.
- Check PIB releases for any further government statement on the charge framework.
- If you cite a share move, record the outlet, the time of measurement and whether it is an intraday or closing figure.
- Until an official notice appears, describe the start date as 15 October 2026 as reported, with the 1 January 2027 deferral described as requested or under consideration.
Expect the next news to hinge on whether NPCI or the steering committee publishes a notice. Until then, the statements from August and September describe the intended boundaries, not the start date.
