As of the reporting available on October 9, 2026, the National Payments Corporation of India (NPCI) had not announced a final decision on whether to defer the proposed Merchant Discount Rate (MDR) on select UPI merchant payments. The charge had been scheduled to start on October 15, 2026. Paytm’s parent One 97 Communications, One MobiKwik Systems and Pine Labs all closed lower on October 8, the day the deferment reports were published. A dated market report or NPCI communication confirming the October 9 share gains cited in the headline was not available when this article was prepared.
What the proposal would charge
Reports published on October 8, 2026 described a proposed MDR on certain UPI person-to-merchant (P2M) payments. These are the terms reported by Business Standard. They describe a proposal, not a framework that NPCI has confirmed or put into effect.

| Element | Reported proposal term |
|---|---|
| Planned start date | October 15, 2026, for select UPI P2M payments |
| Base rate | 0.4% on eligible transactions above ₹2,000 |
| Cap | ₹300 on transactions above ₹75,000 |
| Flat fee in certain categories | ₹5 on transactions above ₹2,000 |
| Consumer charge | Business Standard reported that consumers would not pay MDR |
The cap is internally consistent with the base rate. 0.4% of ₹75,000 is ₹300, so above that value the fee stops growing. Under the reported terms, a merchant accepting a ₹2,000 payment in an eligible category would pay 0.4% (₹8), while the same merchant accepting a ₹5,000 payment would pay ₹20. Because the reported charge applies only to eligible transactions above the threshold, most everyday small-ticket UPI payments would fall outside it.
The annual revenue figure circulating in coverage, ₹15,000–20,600 crore a year, is a brokerage estimate reported by Business Standard. The report did not identify the brokerage, so the figure should not be read as an NPCI, government or company projection.

Where the deferment decision stands
Two separate pressures appear in the October 8 reporting, and they point in different directions.
- Trader requests for a delay. NDTV Profit reported that trader associations had asked for the rollout to be postponed until after the festive season or early next year.
- NPCI consultation. NDTV Profit reported that NPCI was still consulting stakeholders and had not taken a final decision at the time of its report. Moneycontrol reported that NPCI was likely to decide after discussions with the Finance Ministry, and that a steering committee meeting was scheduled for October 9.
Neither report establishes the outcome. Whether the October 15 start proceeds, is deferred, or is changed in scope had not been confirmed by any NPCI announcement in the material available for this article.
RBI Governor Sanjay Malhotra was also quoted by Moneycontrol on October 8, 2026, at the central bank’s headquarters: “As of now, we do not see any drop in volumes. And I don’t personally think that a small fee will have a major impact on the volumes.” This is his view on transaction volumes. It is not a decision on the MDR and not a measured forecast.

Business Standard reported the following October 8 closing figures. Moneycontrol reported similar declines for the same stocks.
| Company (listed entity) | October 8 close (reported) | Change on the day (reported) |
|---|---|---|
| Paytm (One 97 Communications) | ₹1,640 | 5.42% lower |
| MobiKwik (One MobiKwik Systems) | ₹244.30 | 4.57% lower |
| Pine Labs | ₹169.75 | 4.39% lower |
The reports tied the sell-off to uncertainty about whether the charge would start on schedule. They do not show that MDR timing was the only factor behind the moves. A stock can fall on the same news for several reasons, including broader market conditions and positioning, and the reporting did not separate these.
Checking the October 9 move in the headline
The headline describes Paytm and MobiKwik gaining more than 2% and Pine Labs slipping on October 9, ahead of an NPCI decision. Confirming that requires three things the available material did not contain:
- A dated market report giving the October 9 closing or intraday prices for all three stocks.
- An NPCI circular, press release or official statement on the MDR decision.
- Reporting that links any October 9 move to a specific development rather than to general market activity.
Until those are available, the October 8 declines are the only verified share moves for these companies in the reporting reviewed. A gain on October 9 would not, by itself, mean the market expected the charge to be dropped, since the same stocks fell sharply on the prior day.

- An NPCI announcement stating whether the MDR start date stands, moves, or is withdrawn.
- Any revised terms, particularly changes to the 0.4% rate, the ₹300 cap, or the ₹5 category fee.
- Exchange filings or management comments from Paytm, MobiKwik and Pine Labs on the reported revenue exposure.
Reports from October 8 did not compare how much MDR revenue each company could receive, so the articles reviewed do not support ranking the three by expected benefit.
