An Unturned server manager is not one official application. A reliable setup combines the Unturned Dedicated Server, Valve SteamCMD for installation and updates, per-instance configuration files, workshop content management, and an operating-system service such as systemd on Linux. Optional OpenMod or RocketMod layers add permissions, moderation, and economy features.

The practical sequence is: install the dedicated server with SteamCMD, create a unique ServerID, configure Commands.dat, obtain a Game Server Login Token for public listing, declare workshop content in WorkshopDownloadConfig.json, and automate saves and shutdowns. Unturned does not require a separate, universal control panel to run a dedicated server. The official hosting model is a collection of components:
- Unturned Dedicated Server: the game-server software that hosts worlds and accepts players.
- SteamCMD: Valve’s command-line installer and updater for the dedicated-server files.
- ServerHelper scripts: the supplied launch wrappers for internet servers on Windows and Linux.
- ServerID directories and configuration files: the isolation boundary for saves, settings, and workshop declarations.
- OpenMod or RocketMod: optional extension frameworks for plugins, permissions, moderation, and economy systems.
- Windows services, screen, or systemd: process-management tools that keep a server running after logout or reboot.
A commercial control panel may put buttons around these functions, but it does not replace the underlying dedicated server, SteamCMD updates, network identity, or configuration files. Understanding the underlying stack makes migration and troubleshooting possible even when a panel is unavailable.

Install and update the dedicated server with SteamCMD
Prepare a separate server directory
Create a directory dedicated to the Unturned installation and give the account that will run the service permission to read and write it. Keep the installation separate from backups and from any other game server. A separate location makes it easier to copy the complete instance, roll back a failed update, or run more than one installation.
Install with the anonymous SteamCMD workflow
The official workflow uses SteamCMD with anonymous login and application ID 1110390. A typical SteamCMD session is:

quitRun the update again whenever you need to bring the dedicated-server files to the current Steam build. SteamCMD reports whether files were downloaded or were already current. Schedule updates during a maintenance window if players are active, because replacing binaries while a process is running can leave an instance in an inconsistent state.
Launch an internet server
On Windows, the supplied batch wrapper is launched with:

./ServerHelper.sh +InternetServer/MyServerMyServer is not merely a display name. It is the ServerID used to locate that instance’s save data and configuration. Choose a stable ID and keep it unchanged after the server is in use; changing it creates a different instance directory rather than renaming the existing world.
Use ServerID directories to isolate instances
Every ServerID gets its own configuration and save state. This is the key to hosting several worlds on one machine. For example, separate IDs can represent a public PvE world, a private test world, and a modded event world. Each one should have its own:

Do not point two live processes at the same ServerID. They would compete for the same files and could overwrite saves or lock configuration files. Distinct IDs also make migration straightforward: stop one instance, copy its directory, install the same workshop content, and start it under the intended ID.
Configure Commands.dat
Commands.dat contains startup directives for the instance. The settings include the map, visible server name, starting port, player limit, and PvE/PvP-related behavior, along with other server options supported by the current game build. Put one directive on each line and keep a versioned copy outside the live directory so accidental edits can be reversed.
When changing a setting, stop the server first unless the option is explicitly documented as runtime-safe. Then edit the file, restart, and check the console for parsing errors. A typo can prevent a desired setting from taking effect even though the process still starts.
Make a server reachable from the internet
Get a Game Server Login Token
A public internet server requires a valid Game Server Login Token. Without a valid token, the server may run locally but fail to appear or authenticate correctly in the public server list. Keep the token private, treat it like a credential, and replace it if it is exposed.

The hosting documentation describes two reachability methods:

If you use forwarding, allow only the required ports and bind the rule to the server’s fixed local address. Test from outside your LAN; a local connection can succeed even when an external firewall rule is wrong. Before accepting donations, paid access, or in-game perks, read the current Unturned server monetization and hosting rules. Network exposure and monetization are separate decisions, and compliance requirements can change.

Plan ports before adding a second server
Unturned uses consecutive ports for game traffic and server-list queries. Give each instance a different starting port and reserve the following port in the sequence for that instance’s query traffic. Document the assignments in a simple inventory, then mirror them in firewall and forwarding rules. If two instances are assigned overlapping ranges, one may fail to bind, disappear from listings, or interfere with queries for the other.
Add maps and workshop mods
Declare workshop content
Curated maps and other workshop additions are declared in WorkshopDownloadConfig.json inside the relevant ServerID configuration. At startup, the Map command searches installed workshop items for a matching name. The workshop configuration also identifies dependencies that connecting players need to download.

Keep a written inventory containing each item’s file ID, display name, dependency relationship, and the date it was added. The inventory is valuable when rebuilding a machine, comparing a test instance with production, or rolling back a mod that introduced errors.
Understand startup and client downloads
Workshop content is processed during startup, so a newly added map or dependency normally requires a restart. The first launch can take longer while files are downloaded. A player who lacks a required dependency may be unable to join or may load into a broken experience, so test the complete dependency chain with a clean client before announcing a modded event.
Troubleshoot workshop failures
- Map not found: verify the name used by the Map command against the installed workshop item and check that the item finished downloading.
- Players disconnect while joining: compare the server’s workshop inventory with the client’s downloaded dependencies.
- Startup errors after an update: remove or disable the newest item in a test copy, then confirm compatibility before changing production.
- Migration problems: restore the documented file-ID inventory and download items before starting the copied ServerID.
Administer a running server
Unturned commands can be entered in chat, the server console, or Commands.dat, depending on whether they are startup directives or runtime actions. Chat commands require administrator privileges and commonly use a slash or at-sign prefix. Limit administrator access to trusted accounts and avoid pasting credentials or tokens into shared logs.

Prefer a graceful save followed by shutdown over terminating the process. Forced termination risks losing recent progress and can leave files needing recovery.
Extend administration with OpenMod or RocketMod
What the frameworks add
OpenMod and RocketMod are optional server-extension frameworks. They provide plugin loading and can add permission systems, moderation tools, commands, and economy integrations that are not part of the base server. The official Smartly Dressed Games documentation lists OpenMod as a supported extension path and points administrators to the OpenMod.Unturned module installation workflow.
Choose a permissions and economy model
OpenMod can operate alongside RocketMod. Its integration settings can use RocketMod permissions, OpenMod permissions, or separate systems. Economy integration can likewise use RocketMod Uconomy, OpenMod Uconomy, or remain separate.

Verify every plugin against the current Unturned game build and framework version before upgrading. Test on a copied ServerID, take a database backup where an economy plugin uses one, and upgrade one dependency at a time.

Why a process supervisor matters
Closing an SSH session should not stop the game server. The Linux operating guide demonstrates a systemd service that uses screen to launch ServerHelper.sh, send save and shutdown commands, restart after failure, and start automatically at boot.
screen provides an attachable console for manual administration. systemd supplies boot ordering, restart policy, service status, and controlled stop behavior. Together they are a practical baseline for an unattended instance.
Build the service around graceful commands
A service definition should run the helper script as the dedicated server account, use the correct working directory, and keep the ServerID in the launch argument. Its stop procedure should send a save, wait long enough for disk writes, then send shutdown. A restart-on-failure policy is useful for crashes, but avoid an aggressive loop that repeatedly starts a broken mod configuration.

Enable the service only after an interactive launch succeeds. Then test all of these cases:
- Start the service and confirm the server appears in the expected listing.
- Attach to the
screensession and verify that commands work. - Stop the service and confirm a graceful save and shutdown in the console.
- Reboot the machine and verify automatic startup.
- Terminate the process in a test window and confirm systemd’s restart behavior.
Add production safeguards
- Back up each ServerID while the server is stopped or immediately after a confirmed save.
- Rotate logs so a busy server cannot fill the disk.
- Monitor process health, disk space, memory, and failed service restarts.
- Keep a dated copy of Commands.dat, workshop file IDs, plugin versions, and port assignments.
- Practice restoring a backup on a separate test instance instead of assuming that a copied file is usable.

A repeatable maintenance and migration routine
- Announce maintenance: broadcast a warning and record the planned stop time.
- Save and stop: issue a save, then a graceful shutdown through the console or service.
- Back up: copy the ServerID directory and any external plugin or economy data to dated storage.
- Update: run SteamCMD’s
app_update 1110390and record the resulting build date. - Review extensions: check OpenMod/RocketMod and plugin compatibility before enabling them.
- Validate workshop files: compare the workshop inventory and dependencies with the documented list.
- Start in a controlled window: watch logs, confirm ports, and test an administrator login.
- Verify player access: connect from an external network and test the most important map and plugin functions.
If an update breaks the instance, stop it, preserve the new logs, and restore the last known-good server files and ServerID backup. Because configuration, workshop IDs, ports, and plugin versions are documented separately, you can identify whether the failure came from the base server, a mod, or the network rather than replacing everything at once.
Choosing the right management approach
For one small server
Use SteamCMD, one ServerID, Commands.dat, and the supplied helper script. Add a Game Server Login Token and either Fake IP or correctly tested forwarding. A manual console is sufficient until you need automatic restarts or staff roles.
For several public servers
Assign a unique ServerID and starting port to every instance, keep separate workshop inventories, and use a service supervisor. Linux operators can combine one systemd unit per instance with screen sessions; Windows operators should use an equivalent service or scheduled-process arrangement that supports graceful stop and restart.
For a mod-heavy community
Add OpenMod or RocketMod only after the base server is stable. Decide which framework owns permissions and which system owns economy balances, then document that decision for every administrator. Test plugin and workshop updates on a clone before applying them to the public world.
Bottom line
The dependable Unturned server-management toolkit is deliberately modular: SteamCMD keeps the dedicated server current, ServerID directories isolate worlds, Commands.dat defines each instance, workshop configuration supplies maps and dependencies, and a token plus a planned network path makes the server public. OpenMod or RocketMod handle advanced administration, while screen and systemd provide unattended Linux operation. Build around those foundations, document ports and workshop IDs, and rehearse backups and graceful shutdowns before inviting players.
