Messages and ordinary media are commonly covered. Video calls, external links, app downloads, cloud services and use after the main allowance expires are frequent exceptions. The exact rule belongs to the named plan and its current regulation, not to the carrier as a whole.
What “unlimited WhatsApp” means
Your phone still uses the carrier’s mobile network. The benefit is an accounting rule: traffic identified as eligible WhatsApp use is not deducted from the plan’s regular data counter. Traffic outside the covered service, or a feature excluded by the offer, uses the normal allowance.
“Unlimited” can therefore mean four different things:
- Unlimited eligible access: covered traffic does not reduce the main allowance.
- Not unlimited internet: YouTube, websites, app stores and other apps remain subject to your data plan.
- Not necessarily every WhatsApp feature: the regulation may distinguish messages, voice calls, video calls, links and live functions.
- Only while the benefit is active: promotions can expire, require renewal or depend on the main package remaining active.
The operator’s usage meter may update with a delay. When investigating a charge, use the carrier’s detailed consumption report and the regulation for your exact offer.

TIM: messages, media, files and voice calls
The current TIM Controle 2.0, Plus and Premium FAQ says WhatsApp text messages, audio, images, voice calls and file sharing do not consume the main allowance.
The same page lists important exceptions: video calls, downloads of external apps and redirects to links outside WhatsApp can consume regular data. A video file sent in a chat is not the same as a live video call. TIM’s broader Controle overview also promotes messages, audio, photos and videos, but the detailed FAQ is the better source for feature-level limits.

TIM’s Controle Redes Sociais offer covers several partner apps, yet its terms still distinguish activity inside those apps from external websites and services. None of these pages establishes one rule for every TIM product, so identify the exact plan before relying on the benefit.
Claro: unlimited in the offer, limited by the regulation
Claro’s Controle page advertises WhatsApp as unlimited, but Claro has separate prepaid, Controle, Flex and postpaid products. The applicable regulation controls what the label includes.
Current Claro regulations expressly exclude access to links from the WhatsApp benefit and state that the benefit is available while the plan’s main allowance remains active. Do not promise that WhatsApp will continue after the allowance reaches zero. The same regulatory listings include promotional validity dates through August 31, 2026, so prices and bonuses are time-sensitive.

Claro’s postpaid terms describe WhatsApp access without consuming the main allowance in the applicable offer, while excluding certain live-type functions. That does not establish the same treatment for every Controle or prepaid plan.

Vivo: Controle and postpaid rules are not identical
Vivo’s Controle FAQ says text messages, voice messages, photos, videos and voice calls can be used without deducting from the main allowance. It separately says video calls consume the allowance.

The same FAQ says Controle benefits renew monthly and do not accumulate. Some offers may impose a 12-month minimum term, and changing plans can cause benefits to be lost; check the offer before migrating.
Vivo’s postpaid documentation describes different inclusions: on applicable plans, WhatsApp may include text, voice and video calls, and some plans also cover Waze or Moovit. This difference is why “Vivo unlimited WhatsApp” is too broad a description without the plan category and regulation.

- Clicking a YouTube, news, shopping, social-network or other website link sent in WhatsApp.
- Joining a WhatsApp video call where the offer excludes it.
- Downloading an app or update from an app store; TIM explicitly lists external-app downloads as chargeable.
- Streaming content, browsing in another app, cloud storage and tethering.
- WhatsApp backups to Google Drive or iCloud unless the terms explicitly cover them; configure large backups for Wi‑Fi.
- Using WhatsApp after a promotion ends or after the plan’s main allowance is no longer active.
- Traffic routed through another SIM, a VPN or a phone that switched from Wi‑Fi to mobile data.
WhatsApp Web, Channels, Status, Communities, catalogs, payments and newly introduced features should not be assumed covered merely because they appear inside WhatsApp. Confirm them in the current offer terms.

What happens when the main allowance runs out?
There is no carrier-wide answer. Claro’s current regulation ties the benefit to the main allowance remaining active. For TIM and Vivo, the cited pages do not justify a blanket promise that WhatsApp continues after exhaustion. Read the exact regulation for your plan; the word “unlimited” alone is insufficient.
How to verify your own plan
- Find the exact plan name in the TIM, Claro or Vivo app or customer account.
- Open the plan’s benefits page and the current regulation or terms for that offer.
- Search for “WhatsApp,” “links,” “chamadas de vídeo,” “videochamadas,” “live,” “franquia principal,” “vigência” and “fidelização.”
- Confirm that the main allowance and the promotion are still active.
- Turn off Wi‑Fi and perform a small test, such as a text message or image—not a video call or external link.
- Record the balance before and after, then wait for the operator’s meter to update.
- If the result conflicts with the terms, request the detailed data-consumption record from the operator.
Choosing between TIM, Claro and Vivo
There is no universal winner. Match the plan to what you actually do:
- Mostly messages, photos and voice calls: a Controle offer whose terms explicitly include those activities may be sufficient.
- Frequent video calls: prioritize an offer that expressly includes them or choose a larger unrestricted data allowance; TIM Controle and Vivo Controle documentation treat video calls as chargeable.
- Heavy links, streaming or other apps: compare total unrestricted data rather than the WhatsApp label.
- Price-sensitive or flexible use: compare prepaid, Flex and Controle renewal rules, promotional end dates and any loyalty period.
- Multiple lines or high usage: postpaid may provide more data, but review billing for overage or additional services.
- Any plan: verify coverage at home, work and travel locations; an app exemption does not improve signal.
Use official signup pages—TIM, Claro and Vivo—and recheck the regulation on the day you subscribe. Promotional prices, bonuses, plan names, eligibility and loyalty conditions can change after the August 2026 information reflected here.
If WhatsApp works but your balance drops
First check whether you opened a link, made a video call, downloaded an app, used another SIM, lost Wi‑Fi, ran a backup or used an expired package. Also allow for delayed or grouped reporting in the carrier meter. A charge is not, by itself, proof that the operator misapplied the benefit; compare the timestamp and detailed usage with the plan terms before disputing it.
