In the current US pricing snapshots, Zoho Desk, Gorgias, and Help Scout provide the clearest evidence of unlimited human users or seats, but they use very different billing models. Zoho ties unlimited users to higher tiers, Gorgias bills by ticket volume and AI usage, and Help Scout reserves unlimited users for Pro with a 10-user minimum.
What “unlimited agents” actually means
In customer-support software, “unlimited agents” normally refers to the number of human staff who can receive a login and work tickets. It does not automatically mean unlimited tickets, unlimited automation, unlimited AI interactions, or unlimited phone and text conversations. Some products use “users,” “seats,” or “agents” for similar concepts; others separate full support agents from light users, collaborators, or customer-facing AI agents.
As an Amazon Associate I earn from qualifying purchases.
That distinction matters for a growing US small business. A per-agent plan becomes more expensive when you hire another representative, even if ticket volume stays flat. A ticket-based plan may let you add people without a seat surcharge, but your bill rises when marketing campaigns, product launches, or seasonal demand create more tickets. AI can add a third meter: a human-seat charge, a ticket allowance, and a fee for automated outcomes.
- Human-agent limit: how many staff can actively manage conversations.
- Ticket or conversation allowance: how much incoming support activity the plan covers.
- AI allowance: how automated resolutions or AI-agent interactions are counted and billed.
- Channel charges: possible additional costs for voice, SMS, social messaging, or other channels.
- Plan minimums: the smallest number of paid users or the minimum commitment required for an “unlimited” tier.
Always read the human-user terms separately from AI-agent entitlements. A free trial that offers unlimited AI access is not evidence that the paid plan permits unlimited human agents.

2026 comparison at a glance
The figures below are US pricing snapshots from vendor US pricing pages observed on October 13, 2026. Dollar amounts shown as annual-billed prices should be rechecked on each vendor’s live US page before purchase; monthly billing, taxes, promotions, and packaging can change.
| Tool | Pricing unit | Unlimited human access established? | Published figures or limits | Important qualification |
|---|---|---|---|---|
| Zoho Desk | Per user/month | Yes, on Professional and Enterprise in the listed tier structure | Express $7, Standard $14, Professional $23, Enterprise $40 per user/month, billed annually | Free has three users; Standard has five. Confirm monthly prices and the current distinction between full and light agents. |
| Gorgias | Ticket volume, with separate AI-agent charges | Yes; the plan page describes unlimited agent seats | “Helpdesk scales from 50 to 5,000 tickets a month, never priced per agent.” | Ticket usage, AI outcomes, and possible voice or SMS usage determine the real bill. The billing article was updated September 9, 2026. |
| Help Scout | Plan-based user allowance | Yes, on Pro | Free five users; Standard 25; Plus 50; Pro unlimited | Pro has a minimum of 10 users, so a very small team may pay for more users than it currently employs. |
| Freshdesk | Per agent/month | Not established by the published pricing material | Growth $19, Pro $55, Enterprise $89 per agent/month, billed annually | Do not treat these prices as proof of an unlimited-agent tier; verify the current user-limit matrix. |
| Zendesk | Per agent/month, with AI-agent pricing described separately | Not established | Support pricing starts at $19 per agent/month | Check the current seat caps and keep AI-agent charges separate from human seats. |
| HubSpot Service Hub | Calculator and package-based pricing | Not established | 14-day unlimited free access to Customer Agent is advertised | The trial wording does not establish unlimited paid human support seats or a comparable total price. |
Zoho Desk: the clearest tiered route to unlimited users
Zoho Desk’s US pricing page lists four annual-billed tiers: Express at $7 per user per month, Standard at $14, Professional at $23, and Enterprise at $40. The free plan includes three users, while Standard includes five. In Zoho’s listed structure, the higher paid tiers—Professional and Enterprise—include unlimited users.
Who should look at Professional or Enterprise
These tiers are the most direct fit when your primary requirement is adding human agents without increasing a seat count. The trade-off is that “unlimited” is tied to a higher feature tier, not available throughout the product. If you need only a basic shared inbox and have a small staff, paying for a higher tier solely to remove the seat cap may not be economical.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsHow to estimate a Zoho total
Multiply the annual-billed per-user price by every billable user under the tier’s rules. For example, eight users on the listed Professional rate would be 8 × $23, or $184 per month on an annual billing commitment, before taxes or optional services. That arithmetic is a planning example, not a quote. Confirm whether all staff require full users, whether light-agent permissions are available, and what monthly billing costs on the day you subscribe.

Gorgias: unlimited seats with a ticket-and-AI meter
Gorgias positions its help desk around ticket volume rather than headcount. Its pricing page says: “Helpdesk scales from 50 to 5,000 tickets a month, never priced per agent.” The plan page describes unlimited agent seats, so adding another human representative does not by itself create a new seat charge.
What replaces the seat charge
The billing article updated September 9, 2026 explains that helpdesk charges are based on tickets used, while AI Agent charges are calculated separately for AI-automated interactions. A business with many agents but modest ticket volume may value this structure. A lean team that receives a large surge of conversations may see the opposite effect: few employees, but a higher bill because the ticket allowance is exceeded.
Questions to answer before choosing it
- What counts as a ticket, and how are reopened or merged conversations treated?
- Does the selected tier include the channels you need, or are voice and SMS metered separately?
- How is an AI-assisted or AI-resolved interaction counted?
- What happens when monthly ticket volume exceeds the plan allowance?
Build your estimate from the last 6–12 months of ticket counts, then add a high-demand month. Do not compare Gorgias with a per-agent product using headcount alone.
Help Scout: unlimited Pro users, but a 10-user minimum
Help Scout’s plan comparison lists five users on Free, 25 on Standard, 50 on Plus, and unlimited users on Pro. Pro requires a minimum of 10 users. That minimum is the central pricing issue for a small business considering the unlimited tier.

When Pro can make sense
If you already have ten or more support staff, or you expect to reach that level soon, the minimum may align with your hiring plan. If you have three or four agents, however, an unlimited allowance does not mean you pay only for those three or four; the Pro commitment starts at ten users. Compare that minimum with the value of the features you would gain at Pro and with the cost of staying on a lower tier until your team grows.
Check what “user” includes
Before signing, confirm whether the stated user totals include light users, collaborators, or other restricted roles. A plan can advertise unlimited users while limiting certain permissions or charging differently for non-agent access. Ask for the exact definition of a billable user in the current US terms.
Per-agent, per-ticket, and hybrid pricing explained
| Model | Bill rises when… | Advantage | Risk |
|---|---|---|---|
| Per human agent | You add staff, even if ticket volume is unchanged | Predictable cost from a known roster | Hiring can make every month more expensive |
| Per ticket or conversation | Support volume increases | You can often add agents without a seat surcharge | Campaigns, incidents, or seasonal peaks can raise the bill quickly |
| Hybrid | Both headcount and usage increase | Can match a complex operation with multiple channels | Harder forecasting; AI and channel fees may be separate |
For a fair comparison, use the same billing interval and the same operating assumptions. A useful worksheet has four inputs: full human agents, monthly tickets, expected AI-automated outcomes, and paid channel usage. Add required minimum seats and any overage or implementation charges. If one vendor publishes only a starting price and another publishes a complete workload price, label the comparison as incomplete rather than declaring a winner.

- Count real staff. Include every person who needs to reply, assign, report on, or supervise tickets. Separate full agents from occasional collaborators.
- Measure ticket volume. Export at least several representative months and identify your peak month. For ticket-based tools, use the vendor’s definition of a billable ticket.
- Estimate automation. Decide how many conversations an AI agent might resolve and record whether the vendor bills per automated outcome, interaction, or another unit.
- List channels. Note email, chat, social messaging, voice, and SMS requirements. Confirm which are included and which add usage charges.
- Apply plan minimums. A 10-user minimum on an unlimited tier must be included even if your current roster is smaller.
- Normalize billing. Convert annual commitments to a monthly equivalent, but keep the commitment period visible. Do not compare an annual-billed rate with a month-to-month rate as if they were identical.
- Stress-test growth. Calculate the bill for today, your expected headcount in 12 months, and a peak-ticket month. The best fit is the one that remains understandable when either people or volume changes.

Freshdesk
Freshdesk’s US pricing page lists Growth at $19, Pro at $55, and Enterprise at $89 per agent per month when billed annually. Freshdesk’s published pricing does not establish an unlimited human-agent plan. Treat Freshdesk as a per-agent comparison candidate until you verify its current cap and packaging directly.
Zendesk
Zendesk’s official pricing page shows support pricing starting at $19 per agent per month and describes AI agents with outcome-based pricing. Zendesk’s published pricing does not establish a qualifying unlimited human-seat tier. Keep the human-agent starting price and AI-agent charges in separate calculations.

Common mistakes when shopping for unlimited-agent software
- Confusing AI agents with employees: an unlimited AI trial does not provide unlimited human logins.
- Ignoring minimums: Help Scout Pro’s 10-user minimum can dominate the economics for a tiny team.
- Using list prices from different billing periods: annual-billed rates are not directly comparable with monthly rates.
- Forgetting volume overages: unlimited seats do not protect a ticket-based operation from a demand spike.
- Assuming all channels are included: voice, SMS, and messaging may have separate meters.
- Counting every login as a full agent: light users and collaborators can have different limits or prices.
- Declaring a cheapest option without a workload: no source here supplies a common basket of headcount, tickets, AI outcomes, and channels for every product.
Which approach fits your growth pattern?
Fast hiring, predictable ticket volume
Start with a plan that removes the human-seat ceiling, then verify that its feature tier is acceptable. Zoho Desk Professional or Enterprise and Help Scout Pro are the clearest examples in this comparison, but Help Scout’s 10-user minimum changes the break-even point.
Small staff, volatile ticket volume
A ticket-based model such as Gorgias may align better because the bill follows conversations rather than the number of representatives. Forecast peak months and AI usage before committing.
Small staff, low volume, limited feature needs
An entry tier with a finite user allowance may cost less than an unlimited tier. Zoho’s free three-user allowance and Standard’s five-user allowance illustrate why “unlimited” should not be treated as automatically cheaper.
Unclear requirements or mixed channels
Delay the decision until you have a channel inventory, ticket export, and role list. Ask each vendor to price the same scenario and state every minimum and usage meter in writing.
Verification checklist before you subscribe
- Open the current US pricing page on the day you buy and record the date, currency, plan names, and billing interval.
- Verify the cap for full human agents separately from AI agents, light users, collaborators, and trial users.
- Confirm whether “unlimited” has a plan minimum, as with Help Scout Pro’s listed 10-user requirement.
- Ask how tickets, AI outcomes, voice, SMS, and messaging are counted and what overages cost.
- Run your headcount and peak-volume worksheet through the vendor’s calculator or sales quote.
- Save the plan terms and cancellation conditions with your purchase records, because commercial packaging changes.
Based on vendor pricing pages observed in October 2026, Zoho Desk offers the clearest published tier path to unlimited users, Gorgias offers unlimited seats with usage-based ticket and AI billing, and Help Scout offers unlimited Pro users subject to a 10-user minimum. Freshdesk, Zendesk, and HubSpot remain possible alternatives, but their published material does not prove an unlimited human-agent option. Choose only after matching the plan’s definition of “unlimited” to your roster, ticket pattern, channels, and automation goals.
