Geo-blocking is a restriction or change to an online service based on where it believes you are. It can prevent a page from loading, stop a purchase or payment, or make a different catalogue available. The reason matters: a streaming catalogue may differ because of territorial copyright licences, while some forms of unequal treatment of EU consumers buying goods or certain services are prohibited by EU rules.
What geo-blocking means
Geo-blocking is the use of a person’s presumed location to control what they can access or do online. The European Commission’s 2018 explanation describes it as practices by online sellers that deny access to websites from other Member States. In everyday use, the term also covers location-based restrictions on checkout, payment, and access to content.
A restriction can happen at several points. A site might refuse to load, redirect a visitor to a local version, show a different price or set of terms, or let the visitor browse but reject the order or payment. These are related outcomes, but they are not necessarily governed by the same rules.
Geo-blocking and geo-filtering
Geo-blocking denies or limits access or a transaction. Geo-filtering allows access but changes the offer or conditions according to location—for example, displaying a different set of products, prices, or terms. The labels describe what the service does; they do not by themselves determine whether the practice is lawful.

How a website infers your location
A service generally makes a location decision from signals associated with a visit, account, or transaction. Official EU examples include an IP address, delivery or payment address, and telephone number. A provider may rely on one signal or combine several. An IP address points to a network connection’s apparent location; it does not establish a person’s nationality or residence.
That distinction explains why the same person can see different results at different stages. A site may allow browsing based on the connection’s IP address, then apply delivery-country rules when an address is entered, or payment checks when an order is submitted. Account details and a phone number can also conflict with the apparent network location. A rejection at checkout therefore does not necessarily mean that the site blocked the initial page.
Why a video may be unavailable in your country
For films, series, music, games, e-books, and other copyright-protected content, regional differences commonly reflect territorial licensing. Rights to distribute a work can be granted for different territories, so a service may offer different catalogues to residents of different countries. A missing title does not, on its own, establish that a technical fault has occurred or that the provider is breaking the EU geo-blocking rules.
Regulation (EU) 2018/302, which applies from 3 December 2018, prohibits specified forms of unjustified discrimination in cross-border access to goods and certain electronically supplied services. It does not require every business to make the same offer everywhere. The regulation’s cited non-discrimination rule excludes services whose main feature is access to copyright-protected works, including audiovisual streaming, music, e-books, videogames, and software. The European Court of Auditors’ 2025 Special Report 03/2025 records this exclusion in its account of the rules.

That exclusion is important, but it is not a blanket explanation for every location-based decision a company makes. The type of service, the action being restricted, and the legal basis all matter. For example, a restriction on buying a physical product is a different question from a difference in a streaming catalogue.
What EU geo-blocking rules do—and do not—cover
The EU rules address specified unjustified differences in treatment between customers based on nationality, residence, or establishment in cross-border situations involving goods and certain services. Depending on the situation, the relevant obstacle may be access to a website, the ability to complete a purchase, a payment method, or a different offer. The rules do not create a general right to buy from every seller on identical terms, and they do not make every difference between countries unlawful.
For a particular complaint, identify what is being restricted and why the business says it is restricted. A denied website visit, an unavailable delivery option, a refused payment, and a different digital-content catalogue are different fact patterns. A location signal such as an IP address may trigger the restriction, but the signal alone does not tell you whether a particular rule applies.
- Website or checkout access: note whether the page itself is refused, or whether the restriction appears only after you enter account or order details.
- Goods and delivery: distinguish a seller refusing access or a transaction from a seller not offering delivery to a particular destination.
- Payment: record which payment method was rejected and what explanation was shown. The payment stage can apply checks that were not used to display the site.
- Copyright catalogue: treat territorial availability as a separate issue from the EU rules for specified cross-border access to goods and services.
This is a general explanation of the EU framework, not a determination of an individual dispute. The applicable rules can depend on the service, transaction, country, and facts.

Streaming while temporarily travelling within the EU
A paid EU online-content subscriber who is temporarily in another EU country can generally access or download the same films and series as at home under the portability rules. A provider may use checks such as IP verification to confirm the subscriber’s home-country connection to the service.
Portability is not a universal entitlement to every country’s catalogue. It concerns temporary travel by an eligible subscriber; it does not erase territorial licensing or give a resident of one country a general right to the catalogue offered to residents of another. A traveller should distinguish “I am temporarily away from my home country” from “I want to subscribe to or access another country’s resident catalogue.”
Can a VPN bypass geo-blocking?
A VPN routes a connection through another network, which can make a website see an IP address associated with a different location. It may therefore change the result of an IP-based location check. That is technical circumvention, not proof that the user is entitled to access the service.
Other checks may still apply, including account, billing, payment, or delivery details. A platform’s contract, copyright rules, and local regulation can also matter. A VPN is neither a guarantee that a blocked service will work nor a general legal permission to access a different region’s content.

In its 14 July 2026 summary of CJEU Case C-788/24, decided on 9 July 2026, the EU IP Helpdesk reports that IP-based geo-blocking can remain an effective technological measure even if some users bypass it using a VPN. The summary says that VPN providers do not thereby give users access to protected works, and notes: “The fact that some users may bypass it through a VPN does not render the measure ineffective in itself.” The decision as summarized concerns the effectiveness of a technological measure; it should not be read as a universal ruling on every user’s contract or every country’s laws.
How to diagnose a location-based restriction
Before changing settings or contacting a provider, work out where the restriction occurs. A simple record of the steps and messages can help separate a network-location issue from an account, payment, delivery, or catalogue limitation.
- Write down the outcome. Record the exact page, title, product, or transaction you tried to access and the displayed error or message.
- Identify the stage. Note whether the problem occurs on page load, sign-in, catalogue search, checkout, address entry, or payment.
- Check the relevant country details. Consider where you are physically located, whether you are temporarily travelling, the account’s country, and the billing or delivery address involved.
- Compare without changing several variables at once. If appropriate, retry on a different network or device and note what changed. Do not assume that an IP-based result answers the legal question.
- Ask the provider what rule or check caused the restriction. A specific explanation can clarify whether the issue concerns availability, account verification, payment, delivery, licensing, or a technical error.
Capturing a clear record of what a site shows
For a developer or support team investigating a regional difference, a screenshot can preserve the visible page and error message at a particular point in the investigation. A screenshot by itself does not prove the viewer’s location, identify the provider’s decision rule, or establish that access was legally permitted. Keep notes about the country, network, account state, and time alongside the image, and avoid including personal or payment information in a shared capture.
