Ultra Ethernet Consortium (UEC) Specification 1.1, announced October 12, 2026, expands Ultra Ethernet beyond large scale-out fabrics into scale-up AI systems. It adds more efficient endpoint framing, a Unified Forwarding Header, in-network collectives, four- or eight-byte congestion telemetry, and Programmable Congestion Management (PCM) APIs that let NIC vendors and users deploy workload-specific control algorithms.
What Ultra Ethernet 1.1 changes
Ultra Ethernet is an open, interoperable Ethernet communications stack designed for AI and high-performance-computing systems. UEC identifies bandwidth density, multipathing, rapid congestion response, higher scale and tail latency as the problems its stack must address. Specification 1.1 broadens that work to include the short, latency-sensitive paths inside a scale-up system as well as the larger fabric connecting many servers and accelerators.

The announcement describes five major additions: scale-up framing and transport improvements, Unified Forwarding Header (UFH), in-network collectives (INC), Congestion Signaling (CSIG), and Programmable Congestion Management (PCM). The complete announcement is available from the Ultra Ethernet Consortium.
Scale-up framing and Unified Local
Scale-up traffic often consists of very short transfers and frequent collective operations, so fixed packet overhead has a larger effect than it does on a maximum-size packet. Version 1.1 specifies a reduced inter-packet gap that can save as many as 11 idle bytes. It also introduces the Unified Forwarding Header, which UEC says saves 20 bytes compared with a traditional IP packet while retaining full IP-routing functionality and wire interoperability.

The Unified Local profile is aimed at scale-up endpoints. It simplifies transport for write, read and atomic operations, allowing implementations to use a profile tailored to tightly coupled endpoint communication instead of carrying every feature needed by a general routed fabric.
Why small messages expose overhead
UEC previously reported that a basic Ultra Ethernet Transport (UET) packet has 104 bytes of headers. That equals 2.5% overhead for a 4,096-byte packet, but the same fixed cost is proportionally much larger for a 256-byte transfer. The 2025 explanation of this trade-off is at UEC’s Ultra Ethernet overview.

How CSIG provides congestion telemetry
Congestion Signaling (CSIG) is a compact Layer-2 tag that is either four or eight bytes long. As a packet crosses the network, switches update the tag with high-fidelity information about the bottleneck. The receiving endpoint therefore gets both the magnitude and the location of congestion as in-band telemetry, rather than only an indirect indication that a packet was delayed or dropped.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →That information can serve several purposes:
- Fairness: UEC says its Network-Signaled Congestion Control (NSCC) can use CSIG queueing-latency information to distribute capacity more fairly.
- Credit decisions: Receiver-driven Congestion Control (RCCC) can use measured network delay or queue depth when deciding whether to grant credits.
- Operations: The same telemetry can help diagnose hot links, locate bottlenecks and optimize a production fabric.
CSIG is therefore more specific than a generic congestion mark: it carries a compact description of where the problem is and how severe it is, while remaining part of the packet path.

What programmable congestion control means
PCM is the main extensibility feature in version 1.1. UEC defines it as “a unified language and set of APIs that NIC vendors expose to users.” Vendors can use those APIs to develop workload-specific congestion-control and load-balancing algorithms, compile them for endpoints and preserve portability across PCM-capable NICs.
Fixed mechanisms versus PCM
| Approach | How control decisions are made | Best fit |
|---|---|---|
| NSCC | Uses network-signaled queueing-latency information, including CSIG data, to react to congestion and improve fairness. | Deployments that want a standardized behavior without writing an algorithm. |
| RCCC | Uses network-delay or queue-depth measurements when granting credits to senders. | Receiver- or credit-controlled traffic patterns. |
| PCM | Exposes standardized APIs and a language for compiling custom endpoint congestion-control and load-balancing logic. | Operators and NIC vendors tuning behavior for a particular AI or HPC workload. |
PCM does not mean that every NIC automatically supports every algorithm. A deployment needs PCM-capable endpoint hardware, the vendor’s implementation of the APIs and an algorithm suited to its traffic. Portability is the intended benefit of standardized interfaces, not a guarantee that binaries or performance are identical across vendors.

In-network collectives move reductions into switches
Ultra Ethernet 1.1 defines in-network collectives in which switches receive data, reduce it and broadcast the reduced result back to endpoints. For small collective operations, this can lower the amount of data that traverses the fabric and may reduce latency.

The latency advantage comes from the communication pattern. A tree-based broadcast adds a hop of forwarding latency at each level. A network broadcast can distribute a result without paying the same per-hop increment, provided the switch hardware and collective operation support the profile being used. INC is an optimization for appropriate operations, not a replacement for every host-driven collective.

How to evaluate a UE 1.1 deployment
A specification feature is not the same as a validated product. Use the following checks when comparing an implementation or architecture:
- Identify the traffic domain. Decide whether the priority is scale-up endpoint efficiency, a large scale-out fabric, or both. Unified Local and UFH address the former; the broader UET stack addresses the latter.
- Check congestion behavior. Establish whether the NIC and switch support NSCC, RCCC, PCM, or a combination. Ask which CSIG fields are generated, consumed and exposed to software.
- Confirm collective support. Determine which reductions and broadcasts are implemented in-network, what message sizes are supported and how software invokes them.
- Verify wire and routing interoperability. UFH is designed to retain IP routing and wire interoperability, but an actual network still requires compatible parsers, forwarding pipelines and configuration.
- Separate revision status from product validation. UEC publishes specifications; vendors must still demonstrate interoperable implementations and workload behavior in their own hardware and software.
Specification timeline and implementation status
UEC released Specification 1.0 on June 11, 2025. The specification-history page lists v1.0.1 dated September 5, 2025, v1.0.2 dated January 28, 2026, and v1.0.3 dated July 16, 2026. That page identifies v1.0.3 as the current published version for implementation reference. Specification 1.1 was announced on October 12, 2026, so organizations should check the exact revision and conformance statement supplied with any equipment or software they evaluate. The history is maintained at UEC’s specification-history page.
There is no evidence in the announcement of a retail NIC, switch or complete cluster that is certified specifically for UE 1.1. UEC describes the architecture as multi-vendor and interoperable, but it does not establish retail certification for a particular model. A June 23, 2026 announcement from VIAVI describes a GPU-free, full-fidelity validation offering for scale-out and scale-up AI back-end networks using the Ultra Ethernet Stack; that is a lab-validation solution, not proof that a production device is UE 1.1-certified. Its announcement is at VIAVI’s site.

- Which product revision implements Specification 1.1, and which features remain aligned to v1.0.x?
- Does the NIC expose PCM APIs, and can operators load or replace algorithms without changing hardware?
- Are CSIG tags generated, updated and reported at every required switch and endpoint?
- Which Unified Local operations and UFH packet paths are supported?
- Which in-network collective operations are available, and how are they integrated with the software stack?
- What interoperability testing has been completed across vendors, speeds, optics and routing configurations?
Until those answers are documented, “Ultra Ethernet 1.1 support” should be treated as a capability claim to verify, not as a universal feature of ordinary Ethernet NICs, switches or cables.
