Why he says Ukraine cannot wait
Fedorov frames rapid development as a matter of survival. “The main thing for Ukraine is to survive and preserve our independence,” he told the newspaper. “And we need technology to defeat the Russians.” He argues that robots could help address shortages of personnel and reduce soldiers’ exposure to danger.
The report also cites Oleksandr Pivnenko, commander of Ukraine’s National Guard, as saying Russian forces outnumber Ukrainian troops six to one in some frontline areas. That is an attributed estimate for certain locations, not a nationwide force ratio.

Does Ukraine already use robots on the battlefield?

Would robots replace soldiers or solve the personnel shortage?
The case Fedorov makes is that machines could take on some dangerous or labor-intensive tasks, helping keep people out of exposed frontline roles. The reported uses of ground vehicles—moving supplies and evacuating casualties—fit that support function. The report does not show that robots can replace soldiers generally, or quantify how much manpower any system saves.

What does “autonomous” mean in this debate?
The report discusses robotics, semiautonomous systems and proposed AI-enabled weapons, but those terms describe different capabilities.
