Separately, a $20 million Russian bounty for information about Brovdi’s whereabouts has been reported, but the available accounts do not include a primary offer or official record.
What Brovdi warned about
A report published by Wilson’s Media attributes the phrases “humanity is losing control” and “digital panopticon” to Brovdi’s warning in an interview with The Daily Telegraph. The interview transcript itself is not available in the accounts cited here, so those phrases should be understood as reported characterizations—not as a full verbatim quotation or independently verified technical finding. The panopticon image points to a concern about surveillance and control: systems that can observe, process information and act across a battlefield may make monitoring more pervasive, while making it harder to see who is responsible for decisions. It is a warning about the direction and governance of technology, not evidence that every drone already operates autonomously.
AI assistance is not the same as autonomous targeting
“AI-powered” can describe different roles. A system might use AI to help perceive objects or navigate while people still choose targets and decide whether to engage. A more consequential form of autonomy would be a system selecting or engaging targets without timely human intervention. The report does not identify particular systems or establish which of these arrangements Brovdi was discussing.

- Tasks performed by AI: Does it assist with perception or navigation, or take on target selection or engagement?
- Human decision-making: Who selects a target and authorizes an attack?
- Ability to intervene: Can a person intervene in time to change or stop the system’s action?
These are useful questions for assessing human control, but the cited reporting does not classify any specific Ukrainian or Russian system on these measures. It therefore does not show that a particular drone independently selected and attacked a target.
What is known about the reported $20 million bounty
The Wilson’s Media report says Ukraine’s command claimed Russia was offering $20 million for information about Brovdi’s whereabouts and refers to reporting by The Wall Street Journal. A July 2026 Le Monde profile also reported a $20 million bounty for Brovdi’s capture, alongside a sentence in absentia to life imprisonment in March. Le Monde’s profile.

Conflict context—and what it does not establish
In August 2026, the Associated Press reported that Russian drone use threatened civilians and humanitarian operations in Ukraine. UN humanitarian chief Tom Fletcher described dangers to aid workers and communities. Associated Press report.
