The UK’s Competition and Markets Authority (CMA) is proposing to designate Microsoft with “strategic market status” in business software, examining whether links among Windows, Microsoft 365/Office and Defender make it harder for organisations to choose, combine or switch to competing products. The proposal is not a final ruling and does not order Microsoft to separate any products.
What the CMA announced
On 16 October 2026, the CMA opened consultation on a proposed strategic-market-status (SMS) designation for Microsoft’s business-software ecosystem. Responses are due by 13 November 2026, and the regulator says it plans to make a final decision by 13 February 2027. Until then, the designation and any future remedies remain provisional. The CMA’s announcement and proposed decision describe a consultation, not an order to split Windows, Office or Defender.

The CMA says more than a million UK businesses and public-sector organisations use Microsoft business software, representing around 20 million monthly users. That scale is why the regulator is assessing how Microsoft’s commercial practices and product links affect competition, rather than treating each application as an isolated product.

Why integration is under scrutiny
Integration can make a technology stack easier to deploy and secure. A Windows device that is already connected to Microsoft identity, management and Defender controls may require fewer separate agents, consoles and contracts. Administrators can also gain consistent policy settings and a single view of alerts. Those are potential operational benefits, not findings that every organisation receives the same value.
The competition question is whether those benefits are available on genuinely open terms or whether Microsoft’s position in one layer gives it an advantage in another that rivals cannot match. The CMA is examining three linked mechanisms in particular:

- [Ideal for One Person] — With a one-time purchase of Microsoft Office Home & Business 2024, you can create, organize, and get things done.
- [Classic Office Apps] — Includes Word, Excel, PowerPoint, Outlook and OneNote.
- [Desktop Only & Customer Support] — To install and use on one PC or Mac, on desktop only. Microsoft 365 has your back with readily available technical support through chat or phone.
Bundling and licensing
When productivity, identity or security capabilities are packaged together, a customer may buy features it would not have selected separately. A bundle can reduce the apparent price or purchasing effort, while making a rival product look more expensive because the customer is already paying for Microsoft capabilities. The investigation asks whether these arrangements limit choice or create commercial barriers for competing software.
Default settings
Defaults influence what users and administrators encounter first. A preselected browser, security control, identity path or file-handling option can make an integrated Microsoft workflow the path of least resistance. The CMA’s 14 May 2026 announcement specifically invited views on whether customer choices may be limited by “bundling, lack of interoperability and default settings.” The case materials list those concerns.
Interoperability and technical links
Organisations often need to run multiple vendors: for example, a non-Microsoft endpoint security product alongside Windows, or a different collaboration and identity service alongside Office applications. The CMA is considering whether technical interfaces, data portability, licensing terms or administrative dependencies make such combinations harder than an all-Microsoft deployment.

Does the proposal mean Microsoft must split Windows, Office or Defender?
No. The CMA has proposed an SMS designation and is consulting on that proposal. It has not announced a separation remedy, ordered Microsoft to unbundle products, or required a specific change to Windows, Office or Defender. If the CMA makes a final designation, it could then impose conduct requirements under the UK’s digital-markets regime; the exact obligations would depend on later decisions and evidence.

What this means for an organisation choosing its software stack
The regulatory issue is not simply “integrated is bad” or “single-vendor is good.” A decision should measure the practical cost of dependence as well as the convenience of coordination.
| Decision factor | Integrated Microsoft stack | Multi-vendor or modular stack |
|---|---|---|
| Interoperability | Common identity, policy and management paths can reduce integration work inside the stack. | Requires tested connectors, supported APIs and ownership of cross-vendor failures. |
| Switching and migration | Standardised administration may simplify internal operations, but dependence can make later migration broader. | Individual components may be replaceable, while data, identity and policy migration still require planning. |
| Licensing dependence | Bundles and volume agreements can simplify purchasing; unused included features and renewal leverage need review. | Separate contracts can preserve negotiating choice but may increase procurement effort. |
| Security coordination | Windows, Defender, identity and Microsoft 365 controls can share telemetry and policy workflows. | Best-of-breed tools may offer flexibility, but teams must correlate alerts and maintain coverage across products. |
| Administrative workload | Fewer consoles may reduce routine work for a Microsoft-centred environment. | More consoles and skill requirements are likely when products come from several vendors. |
| Resilience and autonomy | A unified supplier can reduce compatibility surprises but concentrates operational and commercial risk. | Multiple suppliers can reduce concentration, while increasing the number of dependencies to govern. |
| Total cost | Depends on bundle contents, licence tier, support and features actually used. | Depends on individual licences, integration, training and duplicated capabilities. |
The table describes questions to test, not a universal winner. The CMA’s concern is whether customers can choose, switch and combine services without excessive technical or commercial friction.

How the cloud investigation connects to this case
The CMA’s earlier cloud-services work found that Amazon and Microsoft held positions of significant market power in its 2025 market investigation. It identified egress fees, interoperability barriers and Microsoft software-licensing practices as factors that can restrict customer choice. That context helps explain why the regulator is looking at links between business software products through the UK digital-markets regime, rather than considering Windows, productivity software and security tools entirely separately. See the CMA’s 31 March 2026 cloud and business-software announcement.
Checks IT leaders should make now
- Inventory dependencies: document which Windows, Microsoft 365, identity, device-management and Defender functions are essential, optional or duplicated by another product.
- Test a rival-tool path: run a controlled deployment of the alternative endpoint, productivity, identity or collaboration tool you might use, including policy enforcement and incident response.
- Measure migration effort: record data-export formats, API limits, user retraining, device reconfiguration, identity changes and the time required to restore equivalent security coverage.
- Model renewal risk: review licence tiers, bundle terms, minimum commitments, price-change clauses and the consequences of removing one component from a wider agreement.
- Check operational resilience: identify what happens if a Microsoft service, account, update channel or administrative console is unavailable, and document a workable fallback.
- Record interoperability evidence: keep test results for logging, directory synchronisation, email and calendar coexistence, endpoint telemetry, data portability and support escalation.
Why the CMA says choice matters beyond price
The regulator links software choice to resilience and strategic autonomy, particularly for government and critical organisations. Its 16 October release says that the ability to “choose, switch and combine digital services (especially AI), without being overly dependent on a single technology provider” is increasingly important. The full release is available from the CMA.
For customers, the immediate consequence is not a forced product change. It is a reason to quantify how much of the organisation’s identity, data, security policy and day-to-day administration would need to move if a competing product became preferable. The CMA’s consultation may lead to further obligations, but organisations should make those technical and commercial assessments independently of the regulatory timetable.
