The UK has appointed Barclays, HSBC, Lloyds, Morgan Stanley, NatWest and RBC Capital Markets as Joint Lead Managers for the planned pilot of its Digital Gilt Instrument (DIGIT). The first transaction is expected by Q1 2027, but it has not yet been issued.

Which banks were appointed?

HM Treasury announced the six appointments on 6 October 2026 after a competitive procurement process. The announcement does not rank the firms or set out separate responsibilities for each.

  • Lloyds
  • Morgan Stanley
  • NatWest
  • RBC Capital Markets

Their stated work includes traditional lead-manager services, underwriting, investor engagement and distribution on issuance day. The appointments complete the procurement process and allow investor engagement to begin. HM Treasury’s announcement describes the firms as Joint Lead Managers.

What does DIGIT’s digital design mean?

DIGIT is a planned UK government debt instrument intended to test how distributed-ledger technology (DLT) could be used in sovereign-debt issuance. In this context, “digitally native” refers to the planned issuance and lifecycle infrastructure—not a retail cryptocurrency or a consumer token. The published plans do not describe a consumer purchase route.

Planned features

  • A short-dated instrument, meaning one with a relatively short maturity; Treasury has not stated a specific term in the cited project information.
  • Issuance on a DLT platform operating within the Digital Securities Sandbox.
  • Support for interoperability with other systems.
  • On-chain settlement, in which settlement is recorded through the platform’s ledger.

The pilot is separate from the government’s main debt-management programme. Treasury says it aims to explore DLT’s application to sovereign-debt issuance and catalyse UK-based DLT infrastructure and wider adoption across UK financial markets. These are aims, not demonstrated outcomes: the cited announcements report no measured efficiency gains, savings, investor demand or completed pilot results. The DIGIT project collection sets out the published design and objectives.

What is the difference between the banks and HSBC Orion?

The six banks are appointed to lead the transaction and engage with investors; the platform provider is a separate role. Treasury appointed HSBC as provider of HSBC Orion in February 2026. HSBC therefore appears in both contexts: it is one of the Joint Lead Managers and the separately appointed platform provider. The announcement does not say that all six banks provide the DLT platform.

In a 16 July 2026 update, Treasury said HSBC had received Gate 2 approval in the Digital Securities Sandbox on 13 July, becoming the first sandbox entrant approved to provide live digital-securities-depository services. That is relevant platform context, not evidence that DIGIT has already been issued. Treasury’s update records the approval.

When could the bond be issued and listed?

The first transaction is expected by Q1 2027 on HSBC Orion. This is a target, not a completed issuance. Treasury also says it expects to list DIGIT on the London Stock Exchange main market as part of the pilot; the Economic Secretary’s 6 October 2026 speech described this as an intention. The listing is therefore planned, not completed. The speech transcript records the announcement and intention.

What the appointment changes—and what it does not

The appointment marks a step toward the pilot: procurement is complete and investor engagement can begin. It does not establish how the pilot will perform or whether DLT will deliver lower costs, faster settlement or other benefits in practice. Those outcomes will depend on the transaction and evidence from its operation, which Treasury has not yet reported.
