Some work is underway; possible legal and incident-reporting changes remain under consideration. The announcement does not create a new comprehensive AI-security law or set new reporting duties.
What the UK Government announced
The package brings together measures at different stages: an operational programme for government systems, developing incident-response plans, evaluations of advanced AI models and a review of whether existing cyber-resilience arrangements need strengthening. The Government describes these as part of a response to the possibility that increasingly capable AI could make cyberattacks faster, broader or more effective.

| Area | What is happening | Status described in the announcement |
|---|---|---|
| Government cyber defence | Continue using frontier AI to find and address weaknesses in high-risk government systems. | The Government announced an urgent extension of a programme following two pilots. |
| AI-agent incidents | Develop plans for responding when autonomous AI agents cause serious harm. | Initial planning is underway; no complete response protocol was published. |
| Essential-service protections | Consider whether the Cyber Security and Resilience Bill regime and wider system need stronger protections against emerging AI-related risks. | Exploration and discussion, not settled new legal duties. |
| Incident and near-miss reporting | Consider how serious incidents and near misses could be identified and reported. | Details remain to be worked through with parliamentarians, technical experts and operators. |
| Model evaluation | The AI Security Institute is evaluating advanced models and testing safeguards. | Evaluations are reported to be underway; the statement gives no findings. |
The package therefore pairs prevention and evaluation with work on response and possible governance changes. Its scope is not limited to government departments: the Government also says businesses have a responsibility to maintain cyber security as AI may increase the speed, scale and efficiency of attacks.
What the government cyber-defence pilots reported
In its written ministerial statement of 12 October 2026, the Government said two pilots used AI to find and address 1,352 vulnerabilities across 548 code repositories in 18 participating departments. The Government said departments would continue work to address weaknesses in their highest-risk systems under the extended programme.

Those figures are the Government’s account of its pilots, not an independently audited result established by the statement. The statement does not provide a full methodology, so the total should not be read as a measure of all vulnerabilities in government systems, or as a guarantee that the affected systems are now secure.
Why the Government is planning for AI-agent incidents
The announcement says an incident involving AI agents could unfold faster and more broadly than incidents governments are used to handling. The Government is taking initial steps with the National Cyber Security Centre, the Department for Digital, Culture, Media and Sport, and the AI Security Institute to develop response plans for cases in which agents cause serious harm.

What possible legal and reporting changes mean
The Government said it would explore strengthening parts of the Cyber Security and Resilience Bill regime and the wider system to protect essential services, including hospitals and utilities, from emerging AI-related risks. It will also consider ways to identify and report serious incidents and near misses.

- One Unified Security System, Powered by 1st-Gen aosuBase: 32GB of local storage comes ready to use, holding about 120 days of loop recording. No subscription required. Connect up to 4 cameras to one base with a stable wireless connection and centralized local storage. Recordings saved to aosuBase are event-based, triggered by detected activity.
- Multi-Cam Live View for All-at-Once Monitoring: Watch up to four live camera feeds simultaneously in the aosu app and monitor multiple areas on one screen without opening each camera individually. Live View is available through the aosu app only; the base does not support HDMI or TV output.
- 360° Coverage with Pan, Tilt, and Smart Auto Tracking: Pan and tilt to see all around your property. When activity is detected, the camera automatically follows people and other movement to keep the action in view while recording, giving you a more complete view of what happens around your home.
- 2K (3MP) Clarity with Full-Color Night Vision: Capture clear details in 2K and zoom in up to 6x for a closer look. Built-in spotlights enable full-color night vision, helping you see important color details like clothing and vehicles after dark. For more discreet monitoring, switch to infrared mode for black-and-white night vision without visible lighting.
- Quick Setup with a Pre-Paired System: Connect aosuBase to your router's LAN port with the included Ethernet cable. Cameras connect wirelessly to aosuBase instead of your home Wi-Fi. The system comes pre-paired, so simply power on the cameras and complete setup in the app without pairing each camera one by one. The cameras are designed to work with the included aosuBase, and add-on cameras connect through the base as well.
For businesses and essential-service operators, this signals policy attention and a possible future discussion of resilience and reporting rules. The 12 October announcement itself does not set a new compliance deadline, reporting threshold or immediate legal obligation. The Government said the detail would be worked through with parliamentarians, technical experts and operators.
Which AI models are being evaluated?
The 12 October written ministerial statement says the AI Security Institute is conducting evaluations of the latest generation of models, including Gemini 4 Argon, to identify risks early and test safeguards. The statement reports that the evaluation is taking place but provides no results. It therefore does not establish that the named model passed or failed a test, or that a particular risk was found.

How this follows earlier warnings about AI capability
A 7 September 2026 ministerial statement reported that, in AI Security Institute testing, the length of cyber tasks frontier models could reliably complete had doubled every five months since late 2024, with the latest models substantially exceeding that trend. This is a reported result from a particular testing programme, not a universal forecast or timeless rule about how AI capability will develop.
In the October announcement, Minister for Artificial Intelligence Kanishka Narayan urged developers: “Listen when your scientists warn of serious dangers. Investigate unexpected behaviour. And if you cannot adequately control the risks, do not release the system.” This is the minister’s stated message to developers, not a binding legal requirement.

What organisations should take from the announcement
- Government departments: the announced programme extension focuses on addressing weaknesses in high-risk systems.
- Essential-service operators: the Government is considering stronger resilience protections and reporting arrangements, but has not announced new duties or deadlines.
- Businesses generally: the Government’s message is to maintain cyber security as AI may make attacks faster or more efficient; an upcoming National Cyber Action Plan was mentioned, but no publication date was given in the announcement.
- AI developers: the minister’s statement emphasizes investigating unexpected behaviour and not releasing systems when their risks cannot be adequately controlled.
The core distinction is between what has been announced as current work and what remains a policy question. The government cyber-defence programme is being extended, model evaluations and incident-response planning are underway, while potential bill changes and reporting arrangements still need to be developed.
