Uber Elevate’s “three years” meant a target set in 2019: demonstrate electric vertical-takeoff-and-landing aircraft in Texas and California, then begin certified commercial operations in 2023. That commercial Uber Air launch did not happen on that timeline. Uber sold Elevate to Joby Aviation, and Joby’s U.S. flights reported in September 2026 are demonstrations—not evidence of a paid Uber flying-taxi service you can book.
What did Uber promise in three years?
In written testimony for a 2019 U.S. House aviation hearing, Uber Elevate said it aimed to conduct meaningful electric vertical-takeoff-and-landing (eVTOL) demonstrations in Texas and California “over the next 3 years” and to “commence certified commercial operations in 2023.” The clock began with that 2019 statement; it was not a rolling promise made whenever the headline was read. The testimony described affordability, reduced congestion, low noise and broad adoption as ambitions for the proposed service, not results already demonstrated. Did Uber launch flying taxis by 2023?
No. The 2023 target did not become a certified commercial Uber Air launch on that schedule. The distinction matters: an aircraft demonstration, route test or technology milestone is not the same as a certified service carrying fare-paying passengers on a public route.

The FAA’s 2023 advanced-air-mobility blueprint explains that early operations would be limited in scale and use existing aviation infrastructure such as helipads and early vertiports. Who owns Uber Elevate now?
Joby Aviation acquired Uber’s Elevate business in 2021, including planning and operations software. Uber did not continue as the owner of the aircraft program. That partnership should not be confused with a completed electric-air-taxi service. Uber’s account of Uber Copter describes a conventional helicopter trip in New York in 2019, with car travel to and from the helicopter flight booked through one app. It shows that app-based helicopter transportation existed; it does not show that Uber launched electric VTOL taxis. Can you book a flying taxi now?
The reviewed evidence does not confirm a paid U.S. electric-air-taxi service available to book. Joby’s September 10, 2026 announcement described a week-long eIPP flight campaign in Texas, including flights across the Dallas–Fort Worth area, to gather operational data for FAA safety rules. Joby said it was continuing through the fifth and final stage of FAA type certification. Those were demonstration flights supporting future service, not a public passenger launch. Uber’s current Uber Air page reports more than 50,000 miles of Joby flight testing and says U.S. commercial operations require extensive FAA testing and certification. In an August 2026 shareholder letter, Joby said its eIPP participation could enable early operations and targeted first passengers in 2026. It described a progression from pilot-only flights to non-paying passengers and, eventually, paying passengers. What about flying taxis in Dubai?
Joby reported piloted readiness flights in Dubai in a June 2025 announcement and said it anticipated carrying first passengers in 2026. The release also described proposed routes and infrastructure work, while treating the passenger timing as a forward-looking target. Conventional helicopter transport is a separate category from electric VTOL taxis. Uber has said Blade’s commercial helicopter service was planned for Uber app booking in 2026, but that statement alone does not establish current availability in a particular city. Check the Uber app for your location; do not treat a helicopter booking as an electric flying-taxi ride. Uber Air page
