India’s technology industry is large and growing, but the available figures do not show how many suitable jobs are open to returning workers—or whether employers can match their skills, seniority, salary expectations and location preferences. A reported estimate of about 7,300 people returning from the United States in 2026 is not an official count of Indian IT workers, and does not show that visa restrictions caused their return.
What the U.S. restrictions change
The latest policy action described here is U.S. Proclamation 11069. Issued on September 18, 2026, and published in the Federal Register on September 23, it extended the 2025 H-1B entry restriction for another 12 months, through September 21, 2027. The proclamation sets a $100,000 payment condition for covered petitions and provides exceptions, including a national-interest exception determined by the Secretary of Homeland Security (Federal Register proclamation, 2026).

This is not a blanket exclusion of Indian technology workers. The restriction concerns certain H-1B entries and employer practices; its stated payment condition applies to covered petitions, and exceptions exist. Whether a particular worker or employer is affected depends on the petition and circumstances, so the policy should not be described as requiring every H-1B holder to leave the United States or preventing all Indian workers from entering.

What the U.S. government says has changed
The 2026 proclamation reports substantial shifts in H-1B registration and consular-processing patterns. These are figures presented by the U.S. administration as measurable effects of the combined payment restriction and weighted-selection process—not an independent estimate of causation or a count of workers who moved to India.

These indicators describe activity in the U.S. program. They do not measure resulting changes in Indian employers’ revenues, hiring, or capacity to place returning workers.

India’s technology workforce is sizable, but headcount is not hiring capacity
Moneycontrol’s reporting on NASSCOM’s FY2026 Annual Strategic Review puts India’s technology workforce at 5.95 million, up 2.3% from 5.82 million the previous year, with roughly 135,000 net additions. Those are industry workforce estimates, not a tally of vacant jobs or positions available to returnees.

The figures appear inconsistent as written; the 2,000 headline figure should not be treated as equivalent to annual net workforce growth without a clear definition of what it counts.

To assess whether employers can absorb returnees, the useful measures would be openings by role and seniority, the match between those openings and workers’ skills, compensation, preferred location, employer demand, and actual hiring outcomes. The workforce estimate does not answer those questions. A large sector can still have limited demand for a particular specialty, experience level, pay range, or city.
What the reported returnee estimate can tell us
The Times of India describes a difficult technology hiring market in India and, citing an Economic Times report that attributes the estimate to Xpheno, reports about 7,300 professionals returning from the United States so far in 2026. This is a secondary estimate whose cohort definition and methodology are unclear in the available reporting. It is not an official migration statistic, does not establish that all those professionals worked in technology, and does not show that visa curbs caused their return.

“Reverse brain drain” is therefore a possible consequence to watch, not a demonstrated mass movement in these figures. People may return for different reasons, and a return does not by itself mean a person has found an India-based job. The available estimate cannot establish how many returnees are seeking technology work, what roles they qualify for, or how many have been hired.
India’s official position emphasizes two-way mobility
On September 20, 2025, India’s Ministry of External Affairs spokesperson said the government was studying the implications of the U.S. H-1B restriction and highlighted the value of skilled exchanges between the two countries: “Skilled talent mobility and exchanges have contributed enormously to technology development, innovation, economic growth, competitiveness and wealth creation in the United States and India.” That statement frames mobility as contributing to both economies; it is not an assessment of India’s current capacity to hire returning workers.

What would make India ready to absorb more returnees?
Readiness is not a single workforce number. A meaningful assessment would need to connect the workers who actually return with employers’ current requirements and the outcomes of their job searches. The evidence above does not provide a comprehensive score on any of these dimensions:
- Open roles: vacancies by job family, seniority and employer, rather than total industry employment.
- Skills match: whether returnees’ technical and managerial experience fits roles Indian employers are hiring for.
- Compensation: whether offered pay aligns with workers’ expectations and the value employers place on their experience.
- Location: whether suitable positions exist in the cities or regions where returnees are willing to work.
- Hiring outcomes: how many returnees are actually placed, in which kinds of work, and how quickly.
Without those measures, neither the sector’s overall scale nor the reported returnee estimate demonstrates readiness. The evidence supports a cautious conclusion: India has a substantial technology industry, but whether it can benefit from any visa-driven increase in returns depends on job-level demand and hiring outcomes that the available figures do not establish.
