Treasury alleges that IDB used access to Iraq’s former U.S.-dollar wire auction to support Iranian-linked transactions. That auction has since been dissolved. According to the department, the bank drew on Iranian capital, helped move or obtain dollars, and returned profits to Iran in U.S. currency.

Treasury also linked the bank’s leadership to a dual-Iranian Iraqi financier whom the United States had previously identified as working for the Islamic Revolutionary Guard Corps-Qods Force. These are Treasury’s stated allegations and the basis for the designation; the announcement does not itself establish a criminal conviction against the bank.
What the October 15 sanctions package included
Contemporaneous reporting described the package as covering 16 individuals and 11 entities. The entities reportedly included financial institutions, currency-exchange businesses, and companies involved in energy and trading. What an SDN designation means for IDB
An SDN designation is a blocking measure. In general, property and property interests of a designated entity that are in the United States or within the possession or control of U.S. persons are blocked, and U.S. persons may not conduct transactions with the blocked party unless an authorization applies. Banks and other firms outside the United States can also face serious exposure if they process prohibited transactions or help evade the restrictions, including the risk of losing access to the U.S. financial system.
The practical effect is broader than simply closing an account at a U.S. bank. Correspondent banks, dollar-clearing institutions, payment processors, insurers, traders and exchange houses typically reassess or stop dealings that could involve a blocked institution. The exact consequences for any particular customer depend on the parties, currency, location, payment chain and applicable OFAC authorization.

Can transactions with IDB still be completed?
OFAC issued General License FF on October 15, 2026. It authorizes a wind-down of transactions involving IDB that would otherwise be prohibited, but only within the activities and time limits stated in the license. The announcement materials available for this action do not establish a universal deadline that applies to every transaction type.
- Identify the transaction parties. Check whether IDB, an IDB subsidiary, an account controlled by the bank or another listed person is involved.
- Check the applicable OFAC text. Read General License FF and the related designation notice, including any definitions, exclusions and deadline.
- Separate wind-down activity from new business. A license intended to close out existing dealings does not automatically authorize new financing, new trade or continued services after the permitted period.
- Document the authorization. Banks and companies should retain records showing why a payment fits the license and obtain sanctions counsel or compliance review where the transaction chain is unclear.
- Stop if the terms are not met. A payment that falls outside General License FF may remain prohibited even if it is described as a routine settlement.
Customers should not assume that a payment will clear merely because it was initiated before the designation. Intermediary banks may pause or reject it while they determine whether the transaction qualifies for the wind-down authorization.

How the action fits Operation Economic Outcast
Treasury presented the designation as part of Operation Economic Outcast, a broader campaign against Iran’s access to foreign currency, shadow-banking channels and revenue streams that the department says support military and proxy activity. The campaign’s stated theory is that financial intermediaries outside Iran can be as important as Iranian entities themselves: if they provide dollar access, disguise the origin of funds or return proceeds to Iran, they become pressure points for sanctions enforcement.

- Confirm IDB’s exact SDN listing details and any aliases in the current OFAC records.
- Review the full list of the 16 individuals and 11 entities before onboarding, paying or settling with a counterparty connected to the package.
- Map dollar payments for correspondent-bank exposure, even when neither the sender nor recipient is a U.S. company.
