On 7 October 2026, Narendra Modi reaches 25 years in executive office: he became Chief Minister of Gujarat on that date in 2001 and became Prime Minister in 2014. The milestone invites a clear answer to whether his tenure has changed India: official figures show substantial expansion in several infrastructure and welfare measures, but they do not by themselves prove that one leader caused the changes or that every change has produced lasting improvements for people.
What the 25-year milestone means
The date marks the start of Modi’s service as Gujarat Chief Minister, not 25 years as Prime Minister. His national premiership began in 2014. The distinction matters because the available measures cover different periods: the highway series compares 2014 with 2025, while the other figures have their own programme start dates or reporting dates.

The 7 October 2026 India Live opinion article, signed by N. Chandrababu Naidu, Chief Minister of Andhra Pradesh, argues that leadership, public trust, technology, infrastructure, welfare delivery, cooperative federalism and India’s global posture have transformed the country. Naidu writes, “One lesson has become increasingly clear to me: ultimately, leadership matters.” That is the essay’s central political judgment, not a conclusion established by the figures alone.
What official figures show
Several indicators cited in the debate have dated official figures. They show changes in network size, operational capacity, reported service coverage and programme reach. Those are different kinds of measures, so they should not be treated as interchangeable proof of improved outcomes.
#1 Best Overall
| Indicator | Reported figure | What the figure measures and its limits |
|---|---|---|
| National highways | 91,287 km in 2014 to 146,560 km in 2025 — Ministry of Road Transport and Highways, 2025. | Length of the national-highway network; the figures show expansion, not road quality, travel time or who benefits. |
| Operational airports | 74 in 2014 to 164 in 2025 — Press Information Bureau, 2026, reporting the 2025 count. | Number of operational airports; this supports the description “over 160,” but does not measure affordability, passenger access or service quality. |
| Rural tap-water coverage | 16.7% at the Jal Jeevan Mission’s start to 81.02% as of 18 August 2025 — Ministry of Jal Shakti, 2025. | Reported household tap-water connections. Coverage does not, on its own, establish continuity, water quality or household experience. |
| Free foodgrains | About 80 crore people receiving free foodgrains — Department of Food and Public Distribution, 2025. Historical baseline comparison: not stated (Department of Food and Public Distribution, 2025). | Programme reach against intended NFSA coverage of 81.35 crore. Eligible priority households receive 5 kg per person monthly; Antyodaya households have a different entitlement, so the priority-household quantity should not be generalized to everyone. |
| Multidimensional poverty | 24.8 crore people moved out of multidimensional poverty between 2013–14 and 2022–23 — NITI Aayog estimate relayed by the Press Information Bureau, 2024. | An estimate of change over the stated period; the Press Information Bureau account describes the 2022–23 level as a likely estimate, not a final measured count. |
What these changes do—and do not—establish
Outputs are not the same as outcomes
More kilometres of highways and a larger count of operational airports describe infrastructure outputs. Water connections and foodgrain beneficiaries describe reported service coverage. The poverty figure is an estimate of an outcome. None of these measures alone establishes whether services are reliable, accessible across regions and income groups, or producing durable improvements in daily life.
National totals can hide uneven experience
Each figure is a national aggregate. The figures presented here do not show how results are distributed among states, districts or social groups. A national increase can coexist with gaps in particular places, and the indicators do not tell readers how large those gaps are.

Change does not settle the question of cause
The statistics establish reported changes within their stated periods; they do not isolate the effect of Modi’s leadership from state governments, public institutions, earlier policy, economic conditions or other factors. Naidu’s argument that leadership is the differentiator is an interpretation of the record. It should be read as political opinion rather than as a causal finding demonstrated by these figures.

Naidu also praises technology’s effects, cooperative federalism and India’s international standing, and presents the country’s future as an extension of the past 25 years. The figures set out above do not verify those broader claims. The essay’s renewable-energy figures—approximately 296 GW of renewable capacity and 168 GW of solar—are likewise not independently established by the official sources cited here, so they should not be treated as confirmed in this account.
The distinction is not between change and no change. The dated official measures point to real expansion in several areas. The harder questions—how much those changes improved people’s lives, how evenly they reached the country, how durable they are, and what share can be attributed to one leader—require evidence beyond headline totals.
