Most are developing or prospective rather than fully operating alternatives, so diversification currently reduces concentration risk at the margin instead of replacing China.
Why Turkmenistan wants more than one export outlet
China remains Turkmenistan’s anchor gas customer. An EBRD country assessment published in 2024 said, “More than 70 per cent of Turkmenistan’s gas is exported to China,” warning that this concentration leaves the country exposed to changes in Chinese economic activity. World Bank analysis similarly links Turkmen hydrocarbon production and exports mainly to China’s economic prospects and gas demand.

That exposure gives Ashgabat a reason to pursue several routes at once. The objective is not simply to find another buyer for the same molecule, but to spread demand across regions, sell more processed products, export electricity and reduce the amount of gas lost through inefficient or high-emission operations.

Iran provides the clearest near-term commercial example
On 11 February 2025, the Associated Press reported that Turkmengaz and Türkiye’s BOTAŞ had agreed on gas supplies scheduled to start on 1 March 2025. The arrangement sends Turkmen gas through Iran, allowing Türkiye to receive it without a new Turkmen-to-Türkiye pipeline. Turkish Energy Minister Alparslan Bayraktar said the agreement would strengthen the country’s and region’s gas-supply security and deepen strategic cooperation.

The same report described a separate Turkmen-Iran contract covering 10 billion cubic metres a year for delivery onward to Iraq. These deals illustrate how swaps can open markets when direct pipeline construction would be too slow or expensive. They also leave Turkmenistan dependent on transit permissions, Iranian infrastructure and the commercial reliability of intermediary arrangements. The cited reporting does not independently establish how much gas was ultimately delivered on a sustained basis after the scheduled start date.
TAPI is the southbound strategy
The Turkmenistan–Afghanistan–Pakistan–India pipeline is designed to carry Turkmen gas into South Asia. Official Turkmen material presents it not only as an export line but also as a regional-development project intended to create jobs and support economic activity along its route.

A 2025 sector review listed continued TAPI construction among the year’s strategic objectives. That confirms ongoing work, but the available material does not provide a verified commissioning date. TAPI must coordinate four governments, cross difficult security environments and secure financing and construction continuity. Its potential market reach is large, yet its execution risk is higher than that of a swap using existing infrastructure.
The Trans-Caspian route remains a proposal
At a Brussels Energy Club roundtable, Turkmenistan promoted a Trans-Caspian Gas Pipeline as a possible connection to Azerbaijan and, from there, the Southern Gas Corridor and European markets. The diplomatic account also referred to agreements signed with Türkiye, Iraq, Azerbaijan and Hungary during 2024–2025, including direct-supply and swap arrangements.

Those agreements show active diplomatic and commercial positioning, not a completed Trans-Caspian pipeline. The cited material does not establish a final investment decision, financing package, construction completion or a fixed date for large-scale European deliveries. The EU-Turkmenistan Working Group on Energy met in April 2024 to discuss route diversification, methane emissions and renewable deployment, providing an institutional channel while leaving volumes and infrastructure project-specific.
China will remain central while alternatives develop
Turkmenistan’s strategy documents pair diversification with expansion of the Central Asia–China gas system and higher production from the Galkynysh field. A 2025 sector review cited estimated Galkynysh reserves of 27.4 trillion cubic metres. That resource base can support several export directions, but it does not by itself create the pipelines, customers or financing needed to shift the country’s export mix.

The practical implication is a two-track policy: preserve the established Chinese market while adding routes that can absorb incremental production or provide bargaining leverage. A new outlet therefore supplements China before it replaces any substantial share of that trade.

Gas processing and petrochemicals
Government strategy documents identify polyethylene, polypropylene, rubber, polystyrene, PVC, methanol and synthetic fibres as target products. Processing gas at home can capture more value per unit than exporting only raw gas and can diversify revenue by product as well as by destination. The cited sources do not independently verify production volumes for each item, so these should be read as planned or strategic product lines rather than confirmed export totals.
Electricity exports and the Caspian plant
Turkmenistan’s 2024 energy conference reporting linked diversification to new power plants, expanded electricity exports, low-carbon fuels and underground gas storage. A government report in 2025 said a 1,574-megawatt combined-cycle plant was under construction on the Caspian coast. Combined-cycle generation can turn domestic gas into a transportable electricity export, although the commercial scale depends on transmission links and neighboring demand.
Methane reduction, efficiency and renewables
The April 2024 EU-Turkmenistan energy meeting identified methane reduction, renewable installations and energy efficiency as cooperation areas. Turkmenistan frames efficiency improvements as a way to save gas for sale while cutting emissions. Solar and wind pilots are part of that cooperation, but the available sources do not establish a scale of renewable electricity exports comparable to the country’s gas trade.
What is genuinely diversified today?
- Most concrete near-term channel: Iran-mediated contracts for Türkiye and Iraq, because they use existing transit and swap infrastructure, although sustained delivered volumes still require confirmation.
- Strategic corridor under development: TAPI, with continued work reported but no verified commissioning date.
- Prospective western option: the Trans-Caspian route to Azerbaijan and Europe; it remains a proposed pipeline rather than an operating export line in the cited material.
- Established anchor: China, supported by the existing Central Asia–China system and planned Galkynysh expansion.
- Domestic value diversification: petrochemicals, electricity generation, storage, methane reduction and renewable pilots, whose contribution will depend on completed facilities and market access.
Turkmenistan is therefore making real moves, but the energy-export map has not yet been transformed. The country is combining swaps that can start sooner, pipelines that require years of coordination and industrial projects that change what it sells. China remains the foundation while those alternatives move from agreements and construction plans to dependable commercial volumes.
