TSMC vs. Samsung Foundry vs. Intel Foundry: How to Choose a Chip Manufacturer

There is no universal winner. Choose the foundry whose qualified process, capacity, packaging flow, design ecosystem, geography and contract terms fit your specific chip. Start with the product specification and a named process variant—not with a marketing label such as “2nm.” Then require evidence for performance, power, area, yield, reliability, schedule and lifecycle support before committing.

Public information makes TSMC the best-documented scale and pure-play benchmark, Samsung a credible option spanning leading-edge and specialty logic with multi-project-wafer (MPW) prototyping, and Intel Foundry a differentiated option when its process, advanced packaging and U.S.-based manufacturing model match the program. Those are starting points for diligence, not guarantees for an individual design.

What you are actually choosing

A foundry decision is a manufacturing and supply-chain decision, not a contest between node numbers. Your design may need high-density logic, large SRAM, analog, radio-frequency (RF), embedded memory, high-voltage devices, image sensors, chiplets, high-bandwidth memory (HBM), or a combination of these. A process that looks attractive for one requirement can be unsuitable for another.

For each candidate, compare the exact process revision and site that would build your wafers. Ask for the process design kit (PDK), design rules, standard-cell and SRAM options, input/output libraries, analog and RF devices, embedded-memory choices, qualified intellectual property (IP), expected design-rule-check and signoff flow, and the change-control policy after tape-out.

“2nm,” “3nm” and similar labels are not standardized measurements across companies. They do not, by themselves, establish transistor density, power, die size, yield, wafer price or availability. Use foundry-supplied process data and your own design benchmarks under confidentiality agreements.

TSMC: scale and a pure-play customer model

Why buyers consider it

TSMC describes itself as a pure-play foundry: it manufactures customer products and does not design, manufacture or market semiconductor products under its own name. That separation can simplify discussions about competing products and information barriers, although your contract should define confidentiality, data access and audit rights rather than relying on a general corporate description.

Its 2025 annual report records 534 customers, 305 distinct technologies and 12,682 products manufactured during the year. It also reports annual capacity above 17 million 12-inch-equivalent wafers. These are company-reported scale measures across the entire portfolio; they are not a promise that a new customer can obtain starts at a particular node, fab or quarter.

TSMC reports facilities in Taiwan and subsidiaries in Nanjing, Arizona and Japan, and says construction began in 2024 on a specialty-technology fab in Dresden. Its first Japan Advanced Semiconductor Manufacturing (JASM) facility in Kumamoto entered volume production at the end of 2024, while construction of a second facility began in 2025. Confirm which site is qualified for your exact process and whether moving between sites would require a new qualification.

Leading-edge timing

TSMC states that N2 volume production started in the fourth quarter of 2025 and describes N2 as using first-generation nanosheet transistors. Its technology page schedules N2P volume production for the second half of 2026. The first statement is a reported production milestone; the second is a plan. For a product schedule, request risk-production data, customer tape-out history, PDK release dates, design-rule stability and a written ramp plan.

TSMC also describes a 3DFabric family for stacking and advanced packaging. If your design uses chiplets, interposers or stacked dies, obtain the complete flow: die-to-die interface options, substrate and reticle limits, known-good-die criteria, thermal analysis, assembly ownership, test insertion points and HBM availability.

TSMC diligence questions

  • What wafer starts, cycle time and allocation priority are contractually available for the named node and fab?
  • Which PDK release, standard-cell libraries, SRAM compilers and third-party IP blocks are production-qualified?
  • What process changes are planned during your product’s lifetime, and how are mask, layout or qualification costs handled?
  • Can the selected packaging flow support your die count, interconnect bandwidth, thermal design and final test limits?

Samsung Foundry: broad process coverage and MPW prototyping

Where it can fit

Samsung presents a logic portfolio from 180nm through 2nm and beyond. Its specialty offerings include embedded non-volatile memory, RF, CMOS image sensors, high-voltage devices and BCD (bipolar-CMOS-DMOS). That breadth matters when a product combines digital logic with power management, radio, sensing or embedded memory, or when a mature node delivers a better total cost and qualification path than a leading-edge node.

Samsung’s published performance, power and scalability descriptions are vendor claims. Treat them as hypotheses to validate with your netlist, libraries, voltage corners, memory configuration, package and workload. Require comparable measurement conditions before accepting a claimed advantage.

MPW as a lower-risk prototype route

Samsung offers Multi Project Wafer services for design and IP validation and prototyping. Multiple designs share wafer and mask costs, which can reduce the expense of an initial shuttle run. An MPW result is not automatically a production qualification. Ask whether the shuttle uses the same process revision, materials, design rules, assembly flow and test limits planned for volume.

Define the handoff from MPW to production before submitting the prototype. Your plan should specify electrical characterization, reliability testing, failure analysis, mask revisions, yield targets, package qualification, production-site approval and the point at which a capacity reservation becomes binding.

Manufacturing and packaging checks

Samsung says its Korean and U.S. sites form a multi-continent manufacturing network and lists advanced heterogeneous integration, turnkey packaging and prototyping in its manufacturing portfolio. Request the actual fab and assembly/test locations for your process, export-control implications, logistics routes, disaster-recovery arrangements and the rules for transferring a design between sites. Public information does not establish Samsung’s comparative yield, available capacity or delivery performance for your design, so those items belong in the request for information and contract.

Intel Foundry: manufacturing plus packaging and test

What is distinctive

Intel Foundry offers process technology together with wafer fabrication, advanced packaging, assembly and test. Its manufacturing materials identify Intel 18A, Intel 3 and Intel 16, and describe 2D, 2.5D and 3D interconnects. Packaging options include EMIB bridge technology and Foveros 3D integration. This integrated scope can simplify responsibility for a chiplet system, but you still need one accountable schedule covering wafer, package, substrate, assembly and final test.

18A production evidence

Intel’s 2025 Form 10-K says Intel 18A entered high-volume manufacturing in late 2025, uses RibbonFET and PowerVia, and is used in its first Core Ultra Series 3 processor. That demonstrates an internal product and production milestone. It does not, by itself, establish the qualification, yield or delivery record of an external customer’s design. Ask for external-reference evidence under an appropriate confidentiality agreement and for data from a process revision that matches your intended tape-out.

14A and roadmap risk

The same filing describes 14A as in active development and says Intel is seeking external customers. It also states that Intel may pause or discontinue 14A and later leading-edge development if it cannot secure significant external demand and meet milestones. A buyer considering 14A should therefore link every major payment and schedule commitment to measurable PDK, IP, risk-production, yield and capacity milestones. Include an exit plan: mask-data portability where feasible, a qualified alternate process, ownership of design collateral and remedies if a roadmap gate is missed.

Ecosystem engagement

Intel’s April 29, 2025 Foundry Direct Connect announcement named Synopsys, Cadence, Siemens EDA and PDF Solutions among ecosystem participants, and identified executives from MediaTek, Microsoft and Qualcomm. This shows named ecosystem collaboration and customer engagement, not proof that every tool, IP block or design service is qualified on every Intel process. Confirm the exact tool versions, signoff decks, library corners, IP warranties and support windows for your process revision.

How to compare candidates without being misled by node labels

1. Freeze the product requirements

Document throughput, latency, active and standby power, die-area ceiling, memory capacity, analog/RF performance, operating temperatures, reliability target, package dimensions, unit volume, launch date and expected product life. Identify which requirements are hard limits and which can trade off against cost or schedule.

2. Shortlist named process variants

For each foundry, select a specific node and variant, not a family name. Record PDK version, design-rule maturity, standard-cell and SRAM choices, I/O voltage options, specialty devices, available IP and the status of engineering, risk and volume production. A mature 16nm- or 28nm-class option can be the rational choice for an analog-heavy or long-life product even when a newer logic node is available.

3. Run the same benchmark

Provide equivalent RTL, memory configuration, clock targets, voltage corners, package assumptions and workload traces. Compare synthesized area, timing, dynamic and leakage power, memory density, estimated die size and thermal behavior. Label every result as an estimate, simulation or silicon measurement, and record who generated it and under what conditions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Check production evidence

  • Current status: development, risk production, customer tape-out, qualification or high-volume manufacturing.
  • Yield-learning data from a comparable die size, design type and package, shared under NDA.
  • Reliability results, process-control limits and failure-analysis capability.
  • Change-control procedures, obsolescence policy and minimum lifecycle commitment.
  • Evidence that the intended assembly and test flow has shipped comparable products.

5. Secure capacity and schedule

Request available wafer starts by month, expected cycle time, ramp assumptions, reservation deposits, allocation priority, engineering-lot timing, risk-production date, volume date and remedies for missed milestones. Separate a vendor’s announced roadmap from a date committed in your contract.

6. Price the whole manufacturing flow

Build a total-cost model covering wafers, masks and non-recurring engineering, engineering lots, probe, assembly, substrates, interposers, HBM or other memory, final test, yield loss, logistics, field returns, engineering support and redesign. Comparable public wafer prices were not established, so obtain quotes for the same die, volume, package and test conditions. Include the cost of migrating to another process if a milestone fails.

Packaging, chiplets and test can decide the outcome

For advanced systems, front-end wafer fabrication is only one part of the manufacturing chain. Compare interposer or bridge technology, die stacking, HBM integration, substrate supply, thermal and mechanical limits, known-good-die requirements, burn-in, final-test coverage and ownership of assembly/test data.

Ask each foundry to map your complete bill of materials and test flow. Clarify whether the foundry, an approved subcontractor or your own operations team owns substrate procurement, package qualification, test-program development, failure analysis and yield attribution. A lower wafer quote can be overwhelmed by package shortages, low assembly yield or a test bottleneck.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Geography, resilience and customer governance

Identify the actual wafer fab and assembly/test sites assigned to the process, not merely the company’s global footprint. Review export controls, sanctions and jurisdiction, cross-border data handling, shipping lanes, disaster recovery, utility redundancy, insurance and the ability to qualify a second site. If customers or regulators require regional production, make that a selection criterion before tape-out because a later site transfer can require extensive requalification.

Define how the foundry handles confidential design data and competing products. Your agreement should cover IP ownership, permitted internal access, information barriers, audit rights, incident notification, engineering escalation, forecast obligations, minimum commitments and termination assistance. A pure-play structure can reduce some conflicts, but contractual protections remain essential for every supplier.

A practical decision framework

Choose TSMC when

  • You value the most extensively documented scale and a broad portfolio of customer technologies.
  • Your design needs a mature, well-populated ecosystem and an advanced packaging path that can be qualified with the same supplier.
  • You can obtain a firm allocation at the required node and accept the geographic and contractual terms of the assigned sites.

Choose Samsung Foundry when

  • Your product benefits from a combination of leading-edge logic and specialty capabilities such as RF, embedded memory, image sensing, high voltage or BCD.
  • An MPW shuttle can validate the design and IP before a full production commitment, with a clearly defined qualification handoff.
  • The assigned Korean or U.S. site, packaging flow and capacity plan meet your resilience and schedule requirements.

Choose Intel Foundry when

  • You need one supplier to coordinate wafer fabrication, advanced 2D/2.5D/3D packaging, assembly and test.
  • Intel’s qualified process, IP and package flow meet your product targets and the program can be protected by milestone-based contracts.
  • You are prepared to scrutinize external-customer evidence and roadmap risk, especially for 14A and later nodes.

These are fit conditions, not blanket rankings. A specialty-node design, a chiplet accelerator and a high-volume mobile processor can rationally select three different suppliers.

Common mistakes and how to avoid them

  • Picking the smallest advertised node: replace the label with a process-specific PPA, IP, yield and cost comparison.
  • Assuming announced dates are guaranteed: distinguish a public plan from a contractual risk-production or volume date.
  • Using MPW silicon as production proof: require a documented prototype-to-production qualification and site-transfer plan.
  • Evaluating wafers without packaging: model package, substrate, assembly, HBM, thermal and test constraints from the first quote.
  • Ignoring external-customer evidence: an internal product milestone does not prove that your design will tape out, qualify or ship on the same terms.
  • Leaving capacity until after tape-out: secure allocation, escalation paths and remedies before committing masks and engineering lots.
  • Forgetting migration: preserve portable RTL, verification collateral, abstracted IP boundaries and a realistic alternate-process plan where business risk warrants it.

Recommended selection sequence

  1. Write the product and lifecycle requirements, including package, test, geography and volume.
  2. Issue the same technical and commercial questionnaire to all three foundries for named process variants.
  3. Execute confidentiality agreements and obtain PDK, IP, packaging and reliability evidence.
  4. Run matched design benchmarks and, where appropriate, an MPW or engineering wafer.
  5. Audit the proposed wafer and assembly/test sites and confirm export-control and recovery plans.
  6. Negotiate capacity reservations, milestone dates, change control, yield responsibilities, pricing assumptions and termination remedies.
  7. Approve tape-out only after the process, package, test flow and supply plan pass a cross-functional review.

The strongest choice is the one that can demonstrate a credible path from your current netlist to qualified, packaged and testable units at the required volume—not the one with the most impressive node name.
