TSMC plans another 3nm fabrication plant in Tainan, Taiwan, with production targeted for the first half of 2028. The project responds to sustained demand for leading-edge silicon as AI models require more computation, although TSMC has not disclosed the fab’s capacity, investment cost or customer list.
The Tainan project is part of a wider expansion: Arizona Fab 2 is being accelerated toward high-volume 3nm manufacturing in the second half of 2027, while Japan’s second Kumamoto fab is planned to produce 3nm chips for AI-related demand.

What TSMC announced in Tainan
The Information reported on Oct. 15, 2026, that TSMC will build another 3nm factory in Tainan. Its report targets production in the first half of 2028 and attributes the decision to strong customer demand. Because that briefing is paywalled and the specific project details have not been published in a separate TSMC announcement, the date should be treated as a reported target rather than a guaranteed start of manufacturing.
Public information does not establish the new fab’s wafer-per-month capacity, construction cost, named customers or exact product mix. Those omissions matter: a fab announcement confirms planned supply, but not how much capacity will be available to any individual chip designer.

Why AI is absorbing more leading-edge capacity
More computation per model and per query
TSMC’s 2026 outlook says adoption of AI models by consumer, enterprise and sovereign customers is increasing computation requirements and supporting robust demand for leading-edge silicon. The company has also said that reasoning models could broaden AI adoption; these systems generally require additional computation during inference as well as training.
TSMC’s AI accelerator forecast
On its April 17, 2025 earnings call, TSMC said AI-related demand remained robust, reaffirmed that revenue from AI accelerators would double in 2025, and planned to double CoWoS packaging capacity in 2025. TSMC defines AI accelerators as AI GPUs, AI-specific application processors and high-bandwidth-memory (HBM) controllers used for data-center training and inference.

That commentary explains the investment direction, but it does not quantify what share of 3nm demand comes from AI chips. TSMC has not published a percentage dividing 3nm orders among AI, smartphones or other applications, so it is not possible to calculate an “AI share” of any 3nm shortage from the disclosed figures.

TSMC’s annual report also says it completed a second large land purchase in Arizona, preserving flexibility for strong multi-year AI-related demand. The company described a planned total U.S. investment of US$165 billion after adding US$100 billion to its Arizona expansion in 2025. That figure covers the broader U.S. program, not the cost of Arizona Fab 2 alone.

The financial and manufacturing scale behind the buildout
- 2025 revenue: NT$3,809.05 billion, up 31.6% year over year, according to TSMC.
- Advanced-process mix: 7nm-and-beyond technologies generated 74% of 2025 wafer revenue. This is a combined category and does not mean that 74% came from 3nm.
- Total capacity: More than 17 million 12-inch-equivalent wafers of annual capacity across TSMC-managed facilities and subsidiaries.
These figures show why TSMC can fund several sites at once, but they do not translate directly into available 3nm supply. The annual wafer total includes multiple process generations and facilities worldwide.
What the 3nm node changes
In a Dec. 29, 2022 technology announcement, TSMC said 3nm could provide up to 1.6 times the logic density of 5nm and 30% to 35% lower power at the same speed. “Up to” describes the maximum improvement cited by TSMC, not a result every chip will achieve; actual benefits depend on a designer’s circuit, library choices and operating conditions.

At the ceremony announcing 3nm volume production, TSMC Chairman Dr. Mark Liu said: “TSMC is maintaining its technology leadership while investing significantly in Taiwan, continuing to invest and prosper with the environment.” Fab 18’s 2022 production milestone is the operating baseline for the newer plants now being planned or accelerated.
Which companies are ordering TSMC’s 3nm chips?
The disclosed material does not name customers for the new Tainan fab, Arizona Fab 2 or the second Kumamoto fab. TSMC’s statements identify demand categories—especially AI accelerators and other leading-edge computing products—but naming a specific chip company would go beyond the public evidence. Customer commitments, allocation sizes and contract terms have not been released.
What the schedule means for supply
- Now: TSMC already has 3nm volume production at Fab 18 in Taiwan.
- Second half of 2027: Arizona Fab 2 is targeted to reach high-volume 3nm manufacturing under the accelerated plan.
- First half of 2028: The newly reported Tainan fab is targeted to begin production.
- Date not stated: Japan’s second Kumamoto fab is planned to include 3nm production, but TSMC has not supplied a public start date in the disclosed material.
The sequence adds capacity in Taiwan, the United States and Japan rather than relying on a single location. It also leaves uncertainty: the 2028 Tainan date is a reported target, and neither capacity nor customer allocation has been published. TSMC’s expansion therefore improves the potential supply outlook for AI chips, but it does not guarantee that every designer seeking 3nm wafers will receive them.
