Mesabi Metallics’ proposed Lee County steel complex could bring large private investment and thousands of projected jobs, but those benefits are not yet delivered—and Iowa has just opened a new tax-incentive pathway for the project. As of October 3, 2026, the final site, state incentive agreement, hiring terms and local infrastructure plan remain unsettled. The project is an announced proposal, not a mill under construction or in operation.
What has been announced—and what is still a plan
President Donald Trump announced the proposal on September 28, 2026. Mesabi Metallics, a Minnesota company owned by India’s Essar Group, describes a $15 billion steel complex in Lee County, Iowa, linked to a $3 billion iron-ore mine in Minnesota. The company calls the combined mine-and-mill investment $18 billion. Those are proposed investments, not money already spent.
The planned supply chain would send direct-reduction-grade iron-ore pellets from the Minnesota mine to an Iowa complex using direct-reduced iron and electric-arc-furnace technology. Senator Joni Ernst’s office says the process would also use recycled scrap steel. Mesabi says its use of hot direct-reduced iron and electric-arc furnaces would reduce energy use and emissions; that is a company claim about intended performance, not an independently verified result.
Mesabi projects production beginning in 2030. The capacity figures describe different stages: Ernst’s office gives an initial 7.5 million tons of steel per year, potentially rising to about 10 million; the Associated Press reports 10 million tons per year at full build-out. Neither figure describes current production.

Mesabi also projects $95 billion in total economic output from construction and the first ten years of operations. That is the company’s projection, not a measured outcome or independent economic analysis. A large projected output figure does not by itself show how much income will remain in Iowa, who will receive it, or what public costs will accompany it.
How much might Iowa taxpayers pay?
On October 2, Governor Kim Reynolds signed House File 2801, amending Iowa’s Major Economic Growth Attraction program. The state says a qualifying business in a rural county could receive tax incentives of up to 10% of qualifying investment over ten years, with the incentives transferable. The change creates a potential route for Mesabi’s proposal to seek support; it does not establish that the company has received the maximum or any particular amount.
The 10% ceiling cannot be applied automatically to the $15 billion headline. The amount ultimately available depends on what investment qualifies and on the final agreement and claims. The materials reported as of October 3 do not establish a negotiated award, the value actually claimed, or an independent estimate of the net cost to Iowa after any resulting revenue and public expenses. The $770 million EXIM loan belongs to the Minnesota mine and should not be added to Iowa’s incentive as if both were the same subsidy.

For taxpayers, the useful comparison is not simply “investment versus incentive.” It is the public support actually granted and used, alongside the promised jobs and activity that are delivered, plus costs for public services and infrastructure. The announcement does not yet supply the figures needed to make that comparison.

The Associated Press reported that Mesabi had not disclosed the specific Lee County site and had not committed to one, according to the county board chair. Without a selected location, residents cannot assess the project’s precise effects on nearby roads, utilities, landowners, housing or services. Those are open questions, not evidence that particular harms will occur.
The Associated Press also reported that Lee County lacks general zoning and permitting ordinances applicable to the project, although the company would need a permit to haul on county secondary roads. The report relayed concerns that a project of this scale could exceed a rural community’s administrative capacity. The Lee County Economic Development Board identified workforce, infrastructure, housing and community services as ongoing questions. Its president and CEO, Emily Benjamin, said: “We take both seriously. Our job is to help make sure growth like this benefits the people who live and work here.”

Before a site is chosen, key practical questions include what infrastructure would need to be built or expanded, who would pay for it, how construction traffic would be managed, and whether housing and public services could accommodate added demand. The available reporting does not quantify land acquisition, traffic, utility demand, housing pressure or environmental effects around a selected site.
Will local workers get the jobs?
The projected Iowa permanent-job figures—at least 1,700 or 1,750, depending on the source—do not specify hiring dates, wages, benefits, union status, training requirements or the share of roles expected to go to Lee County residents. More than 6,000 projected construction jobs are a separate, temporary phase of work; the announcement does not say how that workforce would be recruited or for how long each position would last. Mesabi’s projected 350 full-time mine jobs are in Minnesota, not Iowa.
Iowa Senate Democratic Leader Janice Weiner raised whether skilled union labor would be prioritized. Representative Zach Nunn separately called for workers to be prepared through skilled-trades training. Those statements identify questions to resolve; they are not employment terms or commitments from the company.

Weiner also asked about safeguards for landowners and local communities, transparency and accountability, and why the process needed to move quickly. Her full statement to Iowa Public Radio was: “We don’t know whether transparency and accountability measures will be included to safeguard Iowans and the local communities, whether Iowa’s skilled union laborers will be prioritized, how any potential deal will impact landowners, or why haste is necessary.”

Trump credited 50% tariffs on imported steel with bringing investment to the United States, and American Iron and Steel Institute CEO Kevin Dempsey endorsed the view that tariffs energize the steel sector. Those are attributed positions. The announcement and reporting do not establish that tariffs caused Mesabi’s specific decision.
Nor do the available figures measure what tariffs or this project might mean for prices paid by steel users, consumers or businesses. The proposed complex could add domestic steelmaking capacity if it is completed and reaches its projected output, but that does not prove lower prices or identify who would benefit. The effects on steel buyers remain unsettled.

What would make the promised benefits accountable?
A meaningful assessment depends on details beyond the headline investment and job projections. The central tests are whether the proposal advances, what public support is ultimately awarded, and whether commitments translate into durable local benefits.
- Project delivery: whether Mesabi commits to a specific Lee County site, begins construction, and meets its proposed production timeline and capacity targets.
- Public support: the final Iowa incentive agreement, the qualifying investment basis, the amounts actually claimed, and a credible accounting of public costs and resulting revenue.
- Employment: hiring schedules, wage and benefit terms, union arrangements, training plans, and how many permanent and construction positions go to Iowa residents.
- Local readiness: plans and funding for roads, utilities, housing, workforce capacity and community services, along with clear responsibility for construction-related demands.
- Local protections: the process for addressing landowner concerns, environmental and traffic impacts, public transparency and accountability.
- Independent evaluation: an analysis of who captures the economic gains and what the project costs taxpayers and nearby communities, rather than relying only on company projections.
Brookings Institution senior fellow Anthony Pipa, speaking to the Associated Press about rural development, put the distributional risk this way: “While there’s a lot of potential upside, the asymmetry can also leave those communities vulnerable and without leverage.” Whether Lee County sees broad gains will depend not only on whether the complex is built, but also on the terms, public capacity and protections established before the promised scale arrives.
