Futurism’s June 27, 2025 report described a U.S.–China trade agreement involving rare-earth deliveries and said the Trump administration was preparing several AI-related actions. The report did not establish that those actions were signed or implemented, and it did not publish the agreement’s text. The available account therefore shows proposed policy and reported trade terms—not a verified change in U.S. AI regulation.
What the reported trade agreement covered
According to Futurism, the agreement was signed on a Tuesday after the administration’s tariff measures and was presented as one of ten deals with trade partners. Commerce Secretary Howard Lutnick said China would deliver rare earths to the United States and that the United States would remove its countermeasures. In Futurism’s account, Lutnick put it this way: “they’re going to deliver rare earths to us,” followed by “we’ll take down our countermeasures.”

Those terms are reported claims, not a substitute for the agreement itself. Futurism did not reproduce the text, and the account does not establish how deliveries, countermeasure removals or other obligations would be implemented.
Which AI actions were reportedly being prepared
The report said President Trump was on the cusp of signing actions in four areas. Futurism attributed the details to CNBC and anonymous sources, so they should be read as anticipated measures rather than enacted policy.

| Area | What the report described | Status established by the report |
|---|---|---|
| Power-grid access | Steps affecting AI companies’ access to power grids | Proposed or expected; signing and implementation were not verified |
| Federal land | Use of federal land for data centers | Proposed or expected; no final action text was supplied |
| AI action plan | A broader federal plan for artificial intelligence | Described as forthcoming, not confirmed as issued |
| Public messaging | Statements framing AI development as competition with China | Reported as an anticipated communications effort, not a documented policy change |
Did these measures become official?
Not on the evidence in the June 27 report. It said Trump was expected to sign the actions, but it did not provide executive orders, agency documents, an enacted plan or later implementation evidence. Readers should not treat the report alone as proof that grid rules changed, federal land was opened to data centers, an AI action plan took effect or a new competition policy became binding.
There is also an important practical distinction between federal announcements and outcomes. Grid connections involve utilities, regional transmission organizations, regulators and physical capacity; federal-land decisions require agency processes and site-specific approvals. A presidential announcement, even if issued, would not by itself resolve every local, environmental, permitting or infrastructure constraint.

Why China was central to the rationale
Futurism framed the proposed actions around an alleged U.S.–China race in artificial intelligence, linking the trade announcement and the planned infrastructure push in the same political narrative. That is the rationale described by the article, not an independently established finding that the two governments were engaged in an equivalent AI contest or that the reported measures were necessary to win one.

The story also challenged the arms-race framing. AI industry reporter Garrison Lovely was quoted saying: “Only one superpower has a government commission publicly calling for a militarized race to build superintelligent AI, and it’s not China.” Lovely is the source of that comparison; the report does not name the commission or provide enough evidence in the excerpt to verify the claim independently.

What remains unresolved
- The full text, scope and enforcement timetable of the reported trade agreement.
- Whether China actually delivered rare earths under the reported terms and whether U.S. countermeasures were removed.
- Whether Trump signed any of the four anticipated AI-related actions.
- What agencies, utilities or land-management rules would have been involved if those actions were issued.
- Whether the proposed measures produced measurable changes in AI infrastructure or competition with China.
How to read the headline
“Goes haywire” is Futurism’s characterization, not a formal description of government action. The substantiated core of the story is narrower: a report linked a claimed rare-earth trade arrangement with an expected federal AI push, while presenting the competition narrative as contested. Because the source is a single secondary report from June 27, 2025, it should not be used as a current account of U.S. AI regulation.
