But the evidence does not show that the heartland has broadly turned against Donald Trump—or that discontent will become Democratic votes. “Betrayal” is a judgment some farmers express; whether it costs Trump’s party seats will depend on how dissatisfaction affects turnout and voting choices.
What the evidence says—and what it does not
The signs of discontent are real, but they come from different groups and different kinds of evidence. A poll of rural registered voters measures perceptions of community health. A farmer survey measures operators’ concerns about costs and federal policies. Election results and approval ratings measure different things again. None can stand in for all people described loosely as the “heartland.”

The survey results suggest that dissatisfaction is worth watching, not that a political realignment has already happened. Rural residents, farm operators and residents of farming-dependent counties overlap, but they are not interchangeable populations.
Why some voters say they feel let down
Farm costs and markets
For farmers, the complaints include costs as well as the conditions for selling what they grow. In the April 2026 survey, 78% of respondents put machinery and other key costs—including fertilizer, fuel, seed and chemicals—among their top three concerns. A striking 94% said the Iran war was increasing those costs. Because the survey was commissioned by Amato Advisors and conducted by Farm Journal, those figures describe its 974 respondents; they should not be treated as a census of American farmers.

The same survey found more respondents saying federal policies had hurt their operations over the previous year than saying they had helped: 55% versus 19%. The result captures farmers’ assessment of their own businesses, not a causal accounting of which policies produced each expense or loss.
Other figures point to pressure across the sector. The Washington Post reported that more than 300 farms filed for bankruptcy in 2025, 46% more than in 2024, citing the American Farm Bureau Federation. It also reported a U.S. Department of Agriculture forecast of $624.7 billion in total farm-sector debt for 2026, described as a record. Those indicators establish strain; they do not show that one administration policy caused every bankruptcy or the projected debt level.
Policy concerns extend beyond the farm gate. Brookings identifies tariffs affecting agricultural exports and farm inputs, immigration enforcement that can affect labor availability, and fuel costs as pressures on rural communities and agriculture. The Center on Budget and Policy Priorities (CBPP), a policy organization with an advocacy orientation, argues that rural households are especially exposed to several policy and price pressures because of income distribution, participation in Medicaid and SNAP, dependence on cars, and longer commutes. These are policy analyses, not survey measurements of how many voters will change their minds.

Health care and local services
The AP/KFF survey asked rural registered voters about the effect of Trump administration policies on community health. About 8 in 10 said the effect had been negative or there had been no impact. The combined result matters: it is not the same as saying 8 in 10 reported harm. Among rural voters identifying with MAHA, 68% gave one of those two responses.

The report also found that nearly half of rural voters thought their communities lacked enough doctors or other health-care providers, and more said there were too few mental-health workers. Thirty-five percent said their community did not have enough hospitals, compared with 21% in a similar question in a KFF–Washington Post survey in 2017. That comparison suggests a changed concern, but the questions should not be assumed to be identical without comparing their wording and survey methods.
Why “betrayal” resonates with some farmers
“Betrayal” is not a survey category or a measurable description of every rural voter’s politics. It is a moral interpretation of a gap between expectations and outcomes. In June 2026, The Washington Post quoted Joe Maxwell, president of Farm Action Fund, saying: “A lot of farmers today have lost and are losing faith and are feeling betrayed.” His statement describes the farmers he was discussing; it does not establish that most farmers share that view.

The dispute is also about what support should look like. Rebecca Cooke, a Democrat running in a competitive rural Wisconsin House district, argued: “Farmers don’t want government handouts, which Trump is proposing to give money back to people. They want stable marketplaces to be able to sell their goods to the world.” That is a candidate’s argument, not a representative finding about farmers as a whole. It draws a distinction between short-term financial relief and predictable access to markets—two different kinds of help.
Berwood Yost, director of the Center for Opinion Research at Franklin & Marshall College, told OPB: “Looking at the vote of farmers is a good way to view the concerns that extend beyond the farming community about the costs of living and about how some of the policies of the Trump administration … have really harmed everyday working people’s economics.” The broader point is that cost concerns may reach well beyond farm operators, even though the farmer survey itself cannot quantify how prevalent they are among other rural residents.

There are at least three plausible paths from frustration to election results. The survey evidence can help identify those possibilities, but it cannot yet tell us which will prevail.

Some voters switch parties
Some dissatisfied voters could support a candidate from another party. OPB reported that 39% of respondents to the April farmer survey were classified as “persuadable” for the 2026 elections. The survey’s definition was broad: it included people considering a different party, an independent or third-party candidate, not voting, or unsure how they would vote. It does not mean that 39% planned to vote against Trump, or even that all of them planned to vote.
Some become less likely to turn out
A voter does not need to switch sides to hurt a party’s prospects. Lower enthusiasm or staying home could matter in a competitive race, especially if the opposing side turns out reliably. The concerns in the farmer and health surveys could affect participation, but neither survey establishes how many respondents will actually vote.
Some remain with their party despite discontent
Frustration with particular policies does not automatically override party identity or other priorities. Brookings notes that rural sentiment and cost-of-living concerns do not by themselves mean larger numbers will vote Democratic. A voter can dislike the cost of fuel or doubt a policy’s effect on local health and still prefer the Republican candidate on other issues.

Brookings’ analysis points to cost-of-living concerns, weak approval on that issue and pessimism about long-term effects as potential threats to Republican enthusiasm. But Trump’s 64% rural vote share in 2024 is a powerful baseline, while the 50% rural approval figure reported by The Washington Post is a separate measure from a different poll and time. Neither number predicts how rural voters will cast their ballots in 2026.
What will show whether the warning was right
The phrase “will cost him” is a forecast, not a result that can be confirmed before Election Day. The clearest test will be whether competitive races show changes in Republican vote share, turnout or both, particularly in places where farm and rural concerns are salient. A fall in approval alone would not prove a vote shift, just as strong past support does not guarantee future enthusiasm.
The evidence supports a narrower conclusion: some farmers report that federal policies hurt their operations, many surveyed farmers are worried about costs, and rural voters express substantial concern about health care and local services. Those findings give Republicans a reason to take the discontent seriously. They do not prove a wholesale heartland break with Trump, and whether the frustration becomes defections, abstention or no electoral change remains to be decided by voters.
