Tom Cotton’s and press him to support the Sunshine Protection Act, according to an archive of Trump’s Truth Social post dated October 3, 2026. The archive confirms what Trump posted; it does not independently establish that the number belonged to Cotton or was current. The dispute is about making daylight saving time the year-round standard, not simply ending seasonal clock changes.
Why did Trump post Tom Cotton’s cellphone number?
Trump’s October 3, 2026 post called on “the Great People of Arkansas” to contact Cotton about the Sunshine Protection Act. The Trump Archive reproduces the post and attributes it to Truth Social, but does not verify the number’s ownership or validity. For that reason, the number should be understood as one Trump identified as Cotton’s, not as a confirmed personal contact detail. Trump Archive
In a separate post dated October 2, Trump blamed Cotton for holding up the bill and said the House had passed it 308–117 on July 14, 2026. That vote is a claim in Trump’s post; an official House record confirming it is not established by the available documentation here. Likewise, a recorded Senate objection in 2025 shows what happened on that date, not that Cotton continuously blocked the bill or that it remained in the same procedural posture through October 2026. What is the Sunshine Protection Act?
The Sunshine Protection Act, S. 29, would make daylight saving time the year-round standard. That is one of three broad choices: keep switching between standard and daylight time, keep daylight saving time all year, or keep standard time all year. Trump’s posts advocate the second option. The policy term is “daylight saving time,” although “daylight savings” is common in everyday usage.

What happened in the Senate?
The Congressional Record documents a specific attempt to pass S. 29 by unanimous consent on October 28, 2025. Sen. Rick Scott asked the Senate to consider and pass the bill. After the presiding officer asked whether there was an objection, Cotton objected, preventing that unanimous-consent request from proceeding. Scott and Sen. Sheldon Whitehouse supported the request; Sen. Tommy Tuberville also supported the measure and had joined Scott in reintroducing it. Congressional Record, October 28, 2025
In a floor speech that day, Cotton said he opposed permanent daylight saving time because it would make winter sunrise later, leaving children going to school and workers beginning their days in greater darkness. He also said that when the Senate passed a similar bill by unanimous consent in 2022, he had not clearly communicated his opposition to staff and expected another senator to object. Why do supporters and opponents disagree?
Supporters prioritize evening daylight and avoiding clock changes
Supporters of permanent daylight saving time emphasize having more daylight in the afternoon and eliminating the disruption of changing clocks twice a year. Those benefits do not resolve the separate question of whether the year-round standard should be daylight time or standard time.
Opponents prioritize morning light
Cotton’s objection reflects a central concern about permanent daylight saving time: winter mornings would be darker for people starting school or work. Supporters and opponents are therefore debating how to distribute daylight across the day as well as whether to keep changing clocks.

Energy effects are not settled by the cited figures
FactCheck.org summarizes a U.S. Department of Energy analysis from 2008 that estimated electricity savings of about 0.03% of annual national electricity consumption. It also discusses a 2011 Indiana study by Matthew J. Kotchen and Laura E. Grant that found electricity demand increased by about 1%. Poll results vary by pollster
FactCheck.org reports that a 2022 CBS News poll found 46% favored year-round daylight saving time, 33% year-round standard time, and 21% continuing seasonal clock changes. It reports different results from a 2022 Monmouth University poll: 44% favored year-round daylight saving time, 13% year-round standard time, and 35% continuing clock changes. These are results from separate polls, not a single measure of public opinion. FactCheck.org
