President Donald Trump has pledged to refill the U.S. Strategic Petroleum Reserve (SPR), but the latest official update, dated September 29, 2026, does not show that the reserve is full or establish when it will be. The administration announced a plan to replace oil released in March and is continuing exchange arrangements; those announcements are not proof that all promised barrels have been delivered.
What Trump promised—and what is confirmed
During a March 2026 visit, Trump said the United States would release oil and then “fill it up.” The remarks, reported by Axios on March 11, referred to a 172-million-barrel SPR release that the Department of Energy (DOE) said he had authorized as part of an International Energy Agency-coordinated action.

DOE estimated the release would take approximately 120 days to deliver. It also announced that the United States had arranged to replace approximately 200 million barrels within a year, describing the arrangement as having no cost to taxpayers. These were announced terms and a replacement plan—not a verified delivery total or confirmation that the reserve had returned to a particular level.
The latest dated official update in the available record is DOE’s September 29 announcement. It solicited proposals for an exchange of up to 40 million barrels, continuing work related to the release. The update does not report a completed inventory restoration or provide a date for the reserve to be full.

- Efficient Equipment: This 12V, 8 "L x 7" W x 4 "H oil pump has a powerful force of 60W. Drawing 5A of current, its motor delivers 0.8-1.0 liters/min flow rate while operating steadily and silently. It’s very portable and can be used anywhere without location limits, empowering convenient oil changes wherever desired.
- Easy Installation: First connect the hose's inlet and outlet to the oil inlet and outlet, and then connect the power clip with a red positive link and a black negative link to the car battery. Clamp the conductive clip, and press the button again. The control of the oil transfer pump is very simple, and you can run your engine smoothly by yourself.
- Safe Operation: Before using the oil pump extractor, you need to start the motor to warm the oil to 104°F-140°F. Then shut down the motor before pumping. It cannot be used for gasoline/petrol, water, gearbox oil, or flammable liquids (fuel, gasoline, etc.). Before use, please pay attention to whether the inlet and outlet directions correspond correctly to the hoses and positive and negative poles, and lock the hoses. Press the button only after all connections are installed.
- Full Accessories: The set of Motor Oil Diesel Fluid Transfer Pump contains an 8 x 7 x 4 inch, 1 pound oil change pump along with the following accessories: a 1.5 meter outlet hose, a 1.2 meter inlet hose, 2 hose locks, and 2 battery clamps.
- Wide Application: This 12V transfer change oil pump doesn’t have complex workflows, and can easily remove oil scavenged in the tube from cars, motorcycles, RVs, boats, trucks, quad bikes, and lawn equipment at any time. It is also an excellent choice for changing the oil in scooters, ships, marine trucks, tractors, truck forklifts ,and more.
What the September exchange announcement means
An exchange lets a company borrow crude from the reserve and return crude later, with additional barrels as a premium. DOE said four earlier exchanges had been completed, with more than 133 million barrels awarded across them, and reported a 25 percent premium in returned barrels. Those are DOE’s reported results for earlier exchange activity; they should not be read as the result of the newly solicited proposals or as the SPR’s net inventory.
A request for proposals is an invitation to companies to participate, not evidence that the oil has already been returned. For the newest action, DOE described an exchange of up to 40 million barrels and the return of borrowed oil with premium barrels, but the announcement itself does not establish how many barrels will ultimately be exchanged or when they will come back.

How replenishment routes differ
Federal policy materials distinguish purchases from exchanges as separate ways to affect inventory. The available announcements give more detail about exchange terms than about a new direct-purchase schedule.

| Direct purchase | The government acquires crude for the reserve rather than borrowing it and later returning it. | Congressional Research Service (CRS) identifies purchases as an inventory influence. The March DOE announcement describes a replacement arrangement, but does not establish that approximately 200 million barrels were all purchased and delivered, or state a direct-purchase delivery schedule. |
| Exchange | A company borrows SPR crude and returns crude later, with additional barrels as a premium. | DOE’s September 29, 2026 announcement sought proposals for up to 40 million barrels. DOE reported that four earlier completed exchanges awarded more than 133 million barrels and returned a 25 percent premium; the announcement does not give a delivery date for the newly solicited exchange. |
DOE characterized its March replacement arrangement as having no cost to taxpayers, but an announced financing characterization does not verify delivery or establish the final inventory. CRS also identifies appropriations and congressionally mandated sales as factors that can affect SPR inventory.

- Application: This oil extractor pump is ideal for DIY synthetic oil changes and vehicle fluid maintenance. Extracts motor oil, gear oil, diff fluid and transmission fluid for cars, motorcycles, lawn mowers, boats, and Jet Skis. (Not for gasoline, diesel, or water).
- Topside Oil Change Tool Kit: Upgrade from messy under-car draining to a cleaner, easier way to change oil. This electric oil transfer pump removes old oil through the engine dipstick tube—no crawling under vehicles, no drain plugs, no waiting for slow drips, or manual pumping.
- 100% Pure Copper Motor: Unlike look-alike pumps that use cheap copper-clad aluminum (CCA) to cut costs, we insist on 100% pure copper for fast, stable suction and long life. Please warm up engine 3–5 min for faster oil flow.
- Quality Control: We test every single oil pump before shipment. Our QC process includes adding a few drops of light oil to test performance, so any oil residue is normal and not a sign of prior use.
- Specifications: 12V DC, 100W motor, delivers up to 4.2 qt/min flow rate. This fluid transfer pump supports up to 30 minutes of continuous operation.
How much oil is in the reserve now?
The sources available for this article do not establish the SPR’s inventory on October 4, 2026. A precise current figure should not be inferred by subtracting the announced 172-million-barrel release from an older inventory number: the reserve has also been affected by exchanges, purchases, returns, and other inventory actions.
For context only, the Government Accountability Office (GAO) says the reserve was refilled to 405 million barrels in September 2025. That figure predates the March 2026 release and cannot serve as the current total. CRS reported that the SPR held approximately 394 million barrels at the end of 2024 and had approximate physical capacity of 714 million barrels; those are dated historical figures, not an October 2026 inventory update.

Does “full” mean physical capacity?
Not necessarily. Physical capacity is a storage limit; an operating target is a policy choice about how much crude the country should hold and what it can afford to store and maintain. The SPR was created by Congress in 1975 to help reduce the impact of petroleum supply disruptions and meet U.S. obligations under the International Energy Program.

In an April 2025 analysis, CRS said filling the reserve to approximate physical capacity could require congressional action, including appropriations and adjustments to mandated sales. GAO’s 2026 report describes the ideal size as a balance between disruption risks and fiscal and infrastructure costs. Accordingly, a pledge to refill the reserve does not by itself specify whether the goal is to replace a particular drawdown, reach an operational target, or fill every available storage space.

Could the Venezuela agreement supply oil for the SPR?
The White House’s August 31, 2026 fact sheet says the State Department received the right to purchase, at production cost, a guaranteed 20% of output from current and future fields operated by North American Blue Energy Partners (NABEP). The White House said that supply could facilitate SPR refilling. That is the administration’s account of an offtake right and its expected use; it does not establish that Venezuelan crude has been delivered to the reserve.
The Associated Press reported on September 1 that analysts cautioned it could take years to revive Venezuelan production. Trump also acknowledged consumers would not see an immediate change in fuel prices. The agreement is therefore a possible future supply route, not evidence of near-term deliveries to the SPR or a quick change at the pump.
