On October 1, South Korea’s government said the two countries would initiate a review of Alaska LNG, referred to as “Project North.” Trade Minister Kim Jeong-kwan said the U.S. announcement included details the two sides had not agreed to, including formalizing South Korean participation. What is the proposed Alaska LNG project?
The plan would carry natural gas from Alaska’s North Slope to the state’s south by pipeline, then export it through an LNG terminal. The Associated Press describes the proposed pipeline as 807 miles (1,300 kilometers) long. South Korea’s government describes a large gas pipeline and export terminal; the project remains proposed and under review, not a completed facility or confirmed Korean purchase. Why is Seoul cautious?
Seoul has set conditions rather than approved participation. South Korea’s government says the project would proceed only if it meets the commercial conditions in the Korea–U.S. Strategic Investment Memorandum of Understanding and relevant domestic legal requirements. For a project spanning a long pipeline and export terminal, the review’s commercial questions include costs, financing, schedule, the price of LNG delivered to Korea, and the terms of any long-term purchase agreements. The cited statements do not provide project-level figures for those factors, so they do not establish whether the project is viable or unviable.

What could South Korea gain if the project proceeds?
South Korea’s Ministry of Finance and Economy says that, if the parties decide to proceed after review, the United States agreed to create favorable conditions for Korean equipment makers and suppliers, reduce tariffs on steel and other project equipment and materials, ensure commercially viable long-term LNG offtake agreements, and provide Korea preferential access to project LNG. The ministry presents diversified LNG supply as a potential energy-security benefit.
