President Donald Trump announced on October 4, 2026, that Jay Clayton would lead a new federal task force called the “Super Intelligence Force.” The Associated Press describes its purpose as coordinating federal engagement on artificial intelligence; it reports to Trump and White House chief of staff Susie Wiles. The announcement identifies members from the Federal Trade Commission, Pentagon and Office of Personnel Management, but does not provide a detailed budget, regulatory mandate, implementation schedule or individual assignments.
What is the Super Intelligence Force?
It is a newly announced federal coordinating group, not a detailed AI program with publicly specified rules or an operating plan. AP reported that Clayton would lead it and that its stated purpose is to coordinate federal engagement on AI. Its reporting line is to Trump and Wiles. Trump described its goal as “to ensure that America continues to lead the World in Super Intelligence, which many say is bigger than the Industrial Revolution, and the Internet, and will protect the interests, and improve the lives, of all Americans,” according to AP’s account of his social-media post.

Who was named alongside Clayton?
AP named FTC Chairman Andrew Ferguson, Pentagon technology official Emil Michael and Office of Personnel Management Director Scott Kupor as members. The announcement, as reported, does not assign them specific roles or describe how the group will operate.
How does the task force relate to the White House terminology order?
The task force’s name follows a White House executive order issued five days earlier. Executive Order 14434, “Inaugurating the Era of Super Intelligence,” is dated September 29, 2026. It directs executive departments and agencies, to the maximum extent permitted by law, to use “Super Intelligence” and “SI” in place of “Artificial Intelligence” and “AI” in specified official communications and other non-statutory documents.
#1 Best Overall
The order does not establish a new statutory category in its own right. For implementing the order, it initially applies the existing statutory definition of AI to the technologies and systems covered by the terms. It also directs the Assistant to the President for Science and Technology to submit proposed legislative language for a federal definition within 60 days. The order governs terminology and calls for a definition proposal; the task force announcement concerns federal coordination and engagement. They are related administration actions, but they are not interchangeable.
Why is Jay Clayton associated with the Ripple case?
Clayton chaired the Securities and Exchange Commission from May 2017 through December 2020, according to the Office of the Director of National Intelligence. During his chairmanship, the SEC announced on December 22, 2020, that it had filed a complaint against Ripple Labs and executives Christian Larsen and Bradley Garlinghouse.
Rank #2
The SEC alleged that Ripple and the executives raised more than $1.3 billion through an unregistered XRP offering. That figure and description are allegations stated by the SEC when it announced the complaint; the announcement is not a complete account of later court proceedings or their outcome. Clayton’s leadership role at the agency overlapped with the filing, but the cited announcement does not establish his individual role in bringing the case.

The announcement establishes the task force’s leadership, several members, broad coordinating purpose and reporting line. It does not set out a budget, a regulatory mandate, an implementation timetable, members’ individual responsibilities or a detailed plan for engaging agencies and outside stakeholders. Those operational details should not be assumed from the group’s name or the separate executive order.
