Tribal Members Saw Pinyon-Juniper Decline. A New Study Finds Localized Areas of Poor Tree Health

Yes—but the findings are localized, not evidence that all pinyon-juniper woodlands are declining. Indigenous-led monitoring in the Eastern Sierra found that more than 80% of surveyed trees appeared healthy, while three areas had a high share of unhealthy trees. Those areas included Westgard Pass groves where tribal partners had already reported decline.

What did the monitoring find?

The study, “Pathways to care in pinyon–juniper woodlands: Insights from Indigenous-led monitoring and a public survey,” was led by Diana S. Macias and published in People and Nature on September 29, 2026 (DOI: 10.1002/pan3.70432). It combines woodland monitoring with a household survey of Eastern Sierra residents.

During monitoring in 2024–2025, participants assessed tree age and health, noted stress indicators, and estimated cone production. More than 80% of surveyed trees appeared healthy, but three areas had a high proportion of unhealthy trees. The pattern supports tribal members’ observations of decline in particular groves; it does not establish a uniform regional decline.

The geographic context is broad: a 2026 UC Berkeley Department of Environmental Science, Policy & Management report estimates that pinyon-juniper woodland covers more than 100 million acres on federal lands across ten western states, including more than 3 million acres in California. That range-wide estimate does not mean every woodland has the same condition or trend.

How did tribal knowledge shape the study?

The Bishop Paiute and Big Pine Paiute Tribes led the monitoring, building on a 2018 Tribal Citizen Wunupu (Pinyon Pine Nut Tree) Survey created with Monty Bengochia and tribal and land managers. The work was developed through the Pinyon Community Climate Action (PiCCA) Network, a collaboration of tribal nations, federal agencies, nongovernmental organizations, and university researchers that met quarterly from October 2023 through May 2026.

Community field days were led by tribal members and included volunteers from Friends of the Inyo and students from Palisade Glacier High School. Some field days were open to the public; others were limited to tribal members. The study therefore tested observations that helped motivate the monitoring, rather than treating those observations as an afterthought.

What did monitors measure—and what did they observe about cones?

At each grove, monitors estimated age from crown and bark, assessed health by the share of brown or dead needles, noted stress indicators such as foliage disease or dwarf mistletoe, and estimated cone production by counting green cones over 30 seconds. These were field estimates, not instrumented or laboratory measurements.

Green cone counts ranged from zero to 60 per tree across sites. In the reported observations, trees in poor condition produced 50% fewer cones than healthy trees, while mature trees produced about 60% more cones than younger trees. These are relationships observed in the monitoring, not proof that poor health alone caused lower cone production or that age guarantees a particular harvest.

Pine nuts are culturally significant and, in some areas, an important source of income for tribal communities. Pinyon-juniper woodlands also provide habitat for species including pinyon jays and bobcats, and the trees occur in dry environments with varying species mixes and densities.

What did the public survey add?

The household survey covered more than 700 residents in three Eastern Sierra counties. When shown a photograph, 69% correctly identified pinyon-juniper woodland. The survey also examined residents’ relationships to woodlands; political ideology and self-assessed climate knowledge were the strongest predictors of how much environmental care respondents reported. That is an association in survey responses, not evidence that either factor caused a person to care more or less.

Does the study explain why some groves are declining?

No specific cause has been established by these findings. UC Berkeley’s account says Inyo National Forest monitoring recorded fewer than 2,000 dead pinyon pines in 2021 and more than 70,000 in 2022 within the forest. Berkeley attributes those figures to a Forest Service 2022–2023 monitoring report; the figures are not a causal diagnosis.

Land managers plan follow-up assessments with forest-health specialists to investigate causes and use monitoring information to guide restoration. The account says the Big Pine Paiute Tribe is reforesting land near Westgard Pass that was excavated for satellite arrays used in a university research project a little over a decade earlier. Inyo National Forest and the BLM Bishop Field Office also plan restoration work informed by monitoring and follow-up assessments. The available findings do not compare restoration treatments, so they do not establish which intervention works best.

Why are grove locations and some data not public?

Tribal environmental departments collect, store, and control their own data and decide what to share. Berkeley researchers hold data gathered by other students and community volunteers. Locations shown in public versions of the study are aggregated and shifted to protect individual groves. That means public maps should not be used to identify or infer the position of specific sites.
