Treasury Bills vs. High-Yield Savings Accounts: Where to Keep Cash When Yields Are Volatile

There is no universal winner. A high-yield savings account is usually the better home for cash you may need to move or withdraw without a maturity date. A Treasury bill can fit money with a known holding period because its purchase discount is set at auction and it pays face value at maturity. When rates are moving, decide by matching the product to your cash date, access needs, after-tax return, protection framework and tolerance for a rate reset—not by chasing one advertised number.

The comparison below explains how each option works, what happens if you need the money early, how to compare yields without overstating them, and how to build a practical cash plan when no current rate can be assumed to stay fixed.

  • Treasury bill: A short-term U.S. government security with a defined maturity. Treasury offers terms from 4 to 52 weeks. You generally buy it below its face value (or at par), then receive the face value at maturity. The difference between the purchase price and face value is the interest.
  • High-yield savings account: A bank deposit whose annual percentage yield (APY) is variable. The bank can change the APY after you open the account, so the rate shown today is not a promise for the entire period you hold the cash.

That distinction matters most when yields are volatile. A bill locks in its auction pricing for its stated term, while a savings account keeps repricing exposure with the bank and the broader rate environment. Conversely, the savings account is designed for deposits and withdrawals; a bill is designed to mature on a date you select, with an early sale requiring a market transaction.

How Treasury bills work

Maturities, minimums and auction timing

TreasuryDirect lists regular bill maturities of 4, 6, 8, 13, 17, 26 and 52 weeks. The 52-week bill is auctioned every four weeks; the shorter regular terms are auctioned weekly. The stated minimum purchase is $100, in $100 increments. You can buy through TreasuryDirect or through a bank or broker.

At auction, the bill’s price is established for that maturity. Treasury bills are sold at a discount or at par. TreasuryDirect describes the outcome plainly: “When they mature, you are paid its face value.” Bills do not send a monthly interest payment. The return is realized when the bill pays its face value at maturity.

For example, an illustrative $10,000 face-value bill bought for $9,850 would produce $150 at maturity, before considering taxes and any transaction costs. That example explains the mechanism only; it is not a current quote or a forecast of an auction rate.

Holding to maturity versus selling early

You can keep a bill until maturity or sell it before then. Holding to maturity gives you the scheduled face-value payment, assuming you own the security through the maturity date. Selling early is different from withdrawing money on demand: the market price may be above or below what you paid, and your bank or broker controls the order, settlement and any applicable charges. If market yields rise after you buy, an existing bill can be worth less in the secondary market; if yields fall, it can be worth more. The price you receive is not guaranteed merely because the bill is a Treasury security.

Aligning the maturity with your cash date avoids having to sell under uncertain market conditions. If your date is flexible, a ladder of bills with different maturities can spread reinvestment decisions rather than concentrating all of the cash in one auction.

How a high-yield savings account works

Variable APY is the central feature

A high-yield savings account has a variable rate. Under the Consumer Financial Protection Bureau’s Regulation DD definition, a variable-rate account is one whose interest rate may change after the account is opened. Banks disclose the account’s interest rate, APY, fees and other features, but the disclosed APY is not a fixed contract for the whole future holding period.

When rates fall, the account’s APY may be reduced; when rates rise, it may increase. The timing and size of a change are institution-specific. A promotional APY, a rate limited to a qualifying balance, or a rate available only to certain customers should not be treated as a permanent return. Read the current account disclosures and agreement before transferring money.

Access and account rules

Savings accounts are built for deposits and withdrawals, but “accessible” does not mean instantaneous or unrestricted. ACH transfers can take processing time, and an institution may impose minimum balances, transfer limits, fees, verification holds or eligibility conditions.

The Federal Reserve removed the federal six-per-month convenient-transfer ceiling from the Regulation D definition in 2020. That change did not prohibit banks from retaining their own contractual limits or charging fees. Check the specific account agreement rather than assuming every savings account allows unlimited transfers.

Side-by-side comparison

Decision factor Treasury bills High-yield savings account
Return structure Discount or par price is set at auction for a stated maturity; face value is paid at maturity. Variable APY set by the bank and subject to change after opening.
Available terms 4, 6, 8, 13, 17, 26 and 52 weeks are listed by TreasuryDirect; auction frequency varies by term. No fixed maturity; you keep the account open subject to its agreement.
Minimum $100, in $100 increments, according to TreasuryDirect. Varies by institution and account; verify the current disclosure.
Routine access Face value arrives at maturity. Early access generally means selling in the market through TreasuryDirect’s permitted process, a bank or a broker. Deposits and withdrawals are available under the account’s transfer-processing rules, limits and fees.
Rate exposure The auction discount for the purchased term is fixed; reinvestment is exposed when the bill matures. The APY can reset while your money remains in the account.
Protection framework A direct obligation of the U.S. government, not an FDIC-insured bank deposit. Eligible deposits at an FDIC-insured bank are covered within applicable ownership-category limits.
Tax treatment established here Interest is federally taxable and exempt from state and local income taxes. Account-specific tax treatment should be confirmed with current tax guidance; a detailed comparison is not established here.

What “safe” means for each option

FDIC coverage for bank deposits

Eligible deposits at an FDIC-insured bank are generally insured up to $250,000 per depositor, per insured bank, per ownership category. The limit applies to the combined eligible balances you hold at that bank within the same ownership category, not automatically to each account number. Confirm that the institution is FDIC-insured and review how your ownership categories aggregate before moving a large cash balance. See the FDIC Deposit Insurance FAQs for covered products and calculation rules.

Treasury bills are not deposit insurance

A Treasury bill is a U.S. government security, so its protection framework is different from FDIC insurance. Do not describe the two systems as identical or make an unsupported absolute ranking of safety. For a bill, the relevant practical risks include selling before maturity, settlement and intermediary operations. For a savings account, the relevant checks include insurance status, ownership-category aggregation and the bank’s account terms.

Taxes and after-tax comparison

The IRS says Treasury bill discount is generally reported when the bill is paid at maturity. Treasury bill interest is subject to federal income tax but exempt from state and local income taxes. The applicable guidance is IRS Publication 550 (2025); your reporting situation can depend on how and where you hold the security, so use current IRS instructions or professional advice for your return.

Do not compare a bill’s quoted yield with a savings APY without putting both on a comparable time basis and accounting for taxes, fees and access. This article does not establish a detailed tax treatment for savings-account interest. Obtain the current tax information for your account and location before making an after-tax calculation.

How volatility changes the decision

If rates are rising

A newly opened savings account can benefit as its bank raises the APY, while an already-purchased bill keeps the discount established for its original term. The cost of the bill’s certainty is that your money is committed until maturity unless you accept a market sale. A short bill ladder can preserve more frequent opportunities to reinvest at newer auction rates.

If rates are falling

A savings account may reprice downward while your balance remains liquid. A bill purchased before the decline keeps its original auction economics through maturity. If you sell that bill early, however, its market price reflects current yields and may differ from your purchase price.

If rates move unpredictably

Split the problem by date rather than making one all-or-nothing choice. Keep an emergency reserve in an account whose transfer process you understand, and use bills for portions with a known spending date. A ladder can place maturities at several dates, reducing the chance that one rate decision controls the entire balance.

A decision process you can use today

  1. Write down the cash date. Separate money needed immediately, money likely needed within a few months and money with a date beyond a bill term. Do not put a bill’s maturity after a payment deadline unless you have a separate liquidity plan.
  2. Set the access requirement. If you may need the full balance without warning, favor the account whose withdrawal and transfer rules meet that need. If access is optional until a known date, a bill becomes more workable.
  3. Check protection and balances. For a savings account, verify FDIC insurance and aggregate balances by ownership category. For a bill, understand whether you will hold directly or through a bank or broker and how an early sale would be handled.
  4. Gather same-day figures. Check the latest Treasury auction result for the exact bill term and the named savings account’s current APY, minimums, fees, qualification tiers and transfer terms. The figures must be dated the same day and cover comparable holding periods.
  5. Convert to an after-tax, usable return. Include the bill’s federal tax treatment, the savings account’s applicable tax information, any account or trading costs and the value of keeping the money available.
  6. Choose a maturity structure. Use one bill when the date is firm, several maturities when cash needs are staggered, or a savings account when the date is uncertain. Recheck the plan when a bill matures or the account changes its APY.

Building a Treasury-bill ladder

A ladder divides a cash reserve among bills maturing at different times. For example, instead of placing all available cash in a single 26-week bill, you could allocate portions to shorter and longer terms so that some money returns earlier while the remainder earns the selected longer-term discount. The exact mix should follow your expected expenses, not a generic schedule.

Rules for a workable ladder

  • Keep the first maturity before the earliest date you may need funds.
  • Leave a separate liquid reserve for emergencies and timing gaps.
  • Decide in advance whether each maturity will be spent, rolled into a new bill or moved to savings.
  • Record the face value, purchase price, maturity date and account or intermediary for every holding.
  • Recheck auction terms and your cash forecast before reinvesting; a ladder does not lock in future rates.

Using both options instead of choosing one

A two-bucket plan can be more resilient than forcing every dollar into one product. The liquid bucket covers expenses whose date or amount is uncertain. The dated bucket contains bills whose maturities match planned payments such as a tax bill, tuition installment or scheduled purchase. This approach limits the amount exposed to savings-rate changes without requiring you to sell a bill for an emergency.

Keep the buckets operationally separate. Know which account receives a maturity payment, how long a transfer takes, and what happens if an expense arrives before the planned date. The objective is not to maximize a headline yield; it is to avoid a forced sale, a transfer delay or an uninsured concentration.

Common mistakes and how to correct them

Comparing unlike numbers

A bill’s auction yield, a savings APY and a promotional rate can use different terms and conditions. Correction: compare the same observation date, holding period, tax assumptions, balance, fees and eligibility requirements.

Treating an APY as fixed

A variable-rate account can change after opening. Correction: record the current APY and review the disclosure whenever the bank changes it; do not build a long-term spending plan on today’s rate alone.

Calling a bill “liquid” without qualification

Early sale is possible, but the sale price and settlement are not guaranteed. Correction: align maturity with the cash date or maintain a separate liquid reserve.

Assuming every savings account has the same transfer rules

The federal Regulation D change did not erase bank-specific contract terms. Correction: read the account agreement for limits, fees, processing times and minimum balances.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring deposit-insurance aggregation

Several accounts at one insured bank may count together within an ownership category. Correction: use the FDIC’s ownership and aggregation guidance before exceeding the applicable limit.

Overlooking reinvestment risk

A bill locks in its term, not the rate you will receive after maturity. Correction: include a reinvestment decision in every ladder schedule.

Where to verify the details

Rates, auction results, fees, eligibility, insurance rules and account agreements can change. Verify each item at the time you move the cash.
