On October 9, 2026, the U.S. Department of the Treasury announced that Secretary Scott Bessent had appointed Dr. Judy Shelton as a Counselor in the Office of the Secretary. Treasury says her job is to advise Bessent on currency policy, with a particular focus on evaluating financial conditions in China. This is a Treasury advisory appointment. It does not place Shelton on the Federal Reserve Board, the body to which she was nominated in 2020 and whose independence was at the center of her earlier confirmation fight.

What Treasury says Shelton will do

Treasury’s announcement sets out a defined remit and nothing broader:

  • Title: Counselor in the Office of the Secretary.
  • Appointed by: Secretary Scott Bessent.
  • Announced: October 9, 2026.
  • Stated remit: advising the Secretary on currency policy, with a focus on evaluating financial conditions in China.

The release does not describe a rulemaking role, a vote, a Senate-confirmed post, or a seat on any board. It also does not say Treasury has adopted a particular currency regime. Any reading that the appointment signals a policy shift goes beyond what Treasury has published.

Who Treasury says Judy Shelton is

Treasury describes Shelton as an economist and author who works on international financial and currency issues. Its release lists the following background:

  • Former U.S. Director of the European Bank for Reconstruction and Development.
  • Former chairman of the National Endowment for Democracy.
  • Senior Fellow at the Independent Institute.
  • Senior Research Fellow at Stanford’s Hoover Institution.
  • Ph.D. in Business Administration from the University of Utah.

The release also cites her congressional testimony and her consultation with national-security officials. Among her books, it names The Coming Soviet Crash and Money Meltdown.

Why her 2020 Federal Reserve nomination drew criticism

When people call Shelton a controversial Fed pick, they mean the debate over her 2020 nomination to the Federal Reserve Board. At a Senate Banking Committee hearing on February 13, 2020, senators questioned her on three subjects: the gold standard, monetary policy, and the Federal Reserve’s independence. The hearing record includes her prepared statements alongside the senators’ criticisms, and the two sides disagreed sharply. The sections below separate those views and attribute each one.

Senator Elizabeth Warren’s objections

Senator Elizabeth Warren’s office said her concerns included Shelton’s past advocacy for a return to the gold standard. Warren’s office also said Shelton’s comments questioned the Fed’s mission and independence, and that Shelton’s stated positions had shifted over time. That was Warren’s assessment, presented by her office, and it was one side of a contested hearing.

Shelton’s answer at the hearing

Shelton responded directly to the gold-standard question. In her words, as recorded in the official hearing transcript from February 13, 2020:

Rank #3
Trading: Technical Analysis Masterclass: Master the financial markets
  • Language: english
  • Book - trading: technical analysis masterclass: master the financial markets
  • It is made up of premium quality material.

“I would not advocate going back to a prior historical monetary arrangement.”

Shelton was the speaker, and she was testifying as the nominee to the Board of Governors of the Federal Reserve System.

Chairman Mike Crapo’s defense

Senate Banking Committee Chairman Mike Crapo later defended Shelton. He said she had stated she would not advocate returning to the gold standard, and that she had expressed support for Federal Reserve independence and for deposit insurance. Crapo’s account is a second attributed view, not a neutral finding.

How the three positions compare

Issue Critics’ concern (Warren’s office) Shelton’s stated position at the hearing Chairman Crapo’s account
Gold standard Concern over past advocacy for a return to the gold standard. Would not advocate going back to a prior historical monetary arrangement. Said she would not advocate returning to the gold standard.
Federal Reserve independence Comments viewed as questioning the Fed’s mission and independence. Not separately quoted in the cited material. Said she expressed support for Federal Reserve independence.
Consistency of positions Perceived shifts in stated positions over time. Not separately addressed in the cited material. Not addressed.

What the appointment does and does not establish

  • It establishes a Treasury advisory role on currency policy, with a focus on China, announced October 9, 2026.
  • It does not establish that Shelton has joined the Federal Reserve. The 2020 matter was a nomination hearing, and the announcement does not change Fed membership.
  • It does not establish that Treasury plans to restore a gold-backed currency. The gold-standard debate belongs to the separate 2020 Fed nomination record, not to the October 2026 release.
  • It does not include financial figures or market-impact estimates, and this article does not offer forecasts about them.

Treasury names Money Meltdown among the books Shelton has authored, and it is the most direct place to read her own arguments on monetary and currency questions as background to this appointment. Treasury also names The Coming Soviet Crash. Neither book is a source for the appointment itself, which rests on Treasury’s announcement.
